INDIVIDUAL PROJECT PROPOSAL
THE VILLAGE LIBRARY PROJECT
Project Summary
The village library project shall be one established to create information resource centers in rural
communities of Uganda. It shall start small book libraries which will also contain computers for access to
electronic reading materials; these will be established in sample communities for the start and if
successful shall expand to other regions of the country.
Background
This project idea came about as a result of a realization that there is a scarcity of reading materials in the rural areas
of Uganda as a country. With the introduction of Universal Primary and Secondary Education by the government of
the republic of Uganda there has been a steady increase in the numbers of school going pupils but however there
has been a challenge; these schools are less than ideal and the quality of education is little to say inadequate. These
schools have only managed to produce half baked and semi- literate individuals with minimal knowledge of how to
read and write let alone speak proper English. Also, most of the students drop out of school due to various social-
cultural reasons but the most common being a lack of enough funding to pursue further studies. The Village Library
project shall target such individuals and build on to what they already have; by planting resource centers in places
such as these so that individuals who seek to better themselves can have access to inspirational and empowering
reading materials to open their minds and enlighten them to possibilities that they wouldn’t have otherwise thought of.
The village library project seeks to address a different kind of poverty that is often ignored but it is the cause of
poverty in general and that is the poverty of the mind. Also there’s a growing number of unemployed college
graduates who I believe shall also find these resource centers helpful. This is the information age that is what this
project is looking to provide for ‘knowledge is power’ and never has there been a time when this saying has rang
more true than now.
Objectives
To provide information for individual empowerment.
To aid student and individual research.
To promote a reading and writing culture for example through essay competitions.
To provide learning sessions where book authors shall give talks to students.
To give reading and writing lessons to those who need them.

center in Ntungamo municipality and if successful; we shall also open other small resource centers in Ihunga and
