Civil society in Syria played a largely ignored role in the conflict. Prior to 2011, it was suppressed under Baath party rule, but included opposition politicians, charity work, and youth groups. During the protests and war, local coordination committees and NGOs emerged to provide services, but faced challenges from violence and extremism. While areas under rebel control saw a fledgling civil society develop, the narrative focused more on regime and ISIS areas. Recent ceasefires showed civil society reemerging with protests, though its role remains overlooked.
