This document analyzes gender dimensions of tourism as a development strategy. It discusses how tourism development policy has historically been "gender-blind" by relying on implicit gender inequalities. Specifically, macroeconomic policy shifts costs of social reproduction to women, while tourism jobs are often low-paid and seasonal. More recently, some organizations have adopted "gender-aware" policies that explicitly aim to promote gender equality. The document examines gender policies at the World Tourism Organization and World Bank, finding their approaches generally align with mainstream development frameworks. It concludes by calling for more research on how tourism can contribute to the UN's third Millennium Development Goal of gender equality and women's empowerment.
