What is the Federal Supply Schedule Contract:
Federal Supply Schedule Contracts are long term contracts issued from the Federal Entity of
our Government known as the (GSA), which stands for the General Services Administration.
The GSA whether you were aware is the centralized authority for the acquisition and
management of federal government resources. While GSA manages historical properties,
government-owned and leased buildings, and fleets of government vehicles, it is most widely
known for its development of the FSS Contracts, the purpose of the Schedules Program is to
leverage streamlined contracts with commercial businesses to allow Government Buyers the
ability to quickly and easily obtain goods and services that are necessary on an ongoing and
frequent basis.
Federal Supply Schedule Contracts, also known as FSS, are indefinite delivery, indefinite
quantity (IDIQ), long-term contracts under the General Services Administration's Multiple
Award Schedule (MAS) Program.
These contracts were put into place to allow all Government Buyers a streamlined approach
to their purchasing in that they are using a vendor who has already been pre-vetted, pre-
approved vs. the “open bid market” which is very lengthy process and require a lot more
work for all buyers, therefore making a purchase can and will take in most cases 100’s of
days to complete. In addition, buyers really have no idea who they are working so this
process also is a very risky one. Alas, FSS Contracts mitigate the risk and shorten the
acquisition time greatly, thereby saving hundreds of thousands of dollars yearly. Although,
FSS/GSA Vendors are never the least expensive, they always are considered the “best value”,
why; because as a FSS Contract holder your company and products or services are considered
necessary and qualified.
In order to obtain a FSS Contract you must there must be a need for your product or service
and then you will go through an application process to get your FSS 5 Year Contract in place.

How do FSS Schedules Simplify Procurement?
Acquisitions through FSS Schedules are issued using full and open competition. Your
company has gone through a rigorous application process to get the contract in place,
therefore a FSS Contract holder is considered to already be deemed having gone through a
competitive procedure, your contract is in compliance with all applicable laws and
regulations, reducing evaluation cycles. Purchases can be made directly from a contractor's
FSS Schedule Contract, eliminating time-consuming responses to complex RFP’s and lengthy
negotiations.
•Blanket Purchase Agreements (BPAs) between agencies and contractors under the FSS
Schedules are established to meet recurring product/service needs. BPA's reduce
administrative costs by eliminating repetitive ordering procedures.
•Contractor Team Arrangements (CTAs) are agreements between two or more GSA Schedule
Contract holders to work together in order to provide a complete solution to an agency's
need. In addition, large businesses that hold the FSS Contracts are required to sub-contract
23% of the orders they receive to smaller businesses.
•GSA Advantage!, is an online shopping mall for federal government agencies to view, and
directly purchase products and services available through FSS Schedule Contracts.
Who is Eligible to Purchase from the FSS Schedule?
A FSS Schedule Contract can be used to solicit hundreds of federal customers, including:
•Federal and Executive Agencies
•Department of Defense (DOD)
•Government of the District of Columbia
•Government Contractors Authorized to Spend Federal Dollars
•Certain Institutions and International Organizations
 State and Local Governments through cooperative purchasing.
What Can Be Offered on the GSA Schedule?
GSA awards FSS Schedule Contracts to responsible companies that offer Commercial goods
and services falling within the descriptions of the Schedules. Combined, the FSS Schedules
are a comprehensive, categorical offering of almost every product and service available. To
date, there are over 11 million commercial products and services available through the FSS
Schedules. The Government spends approximately 1.4 billion dollars per day in effort to
efficiently run the country, vendors are needed to facilitate these needs. We assess the need
and your company’s ability to suit those needs and reach out to you pursuant to that.
There are, however a few products and services that are restricted from the Schedules
Program. Currently firearms and ammunition, as well as some construction and architectural
services are not allowed on the GSA Schedule.
Does My Company Need a FSS Schedule Contract to Sell to the Government?
There is no law that requires a contractor to hold a FSS Schedule in order to conduct
business with the federal government. However, many agencies will only place orders through
FSS Schedule Contracts. As a result, the average company that holds this type of contract
are able to receive consistent orders with the largest purchaser of goods and services in the
US. Most companies that conduct significant business with the federal government
ultimately find it necessary to obtain a Schedule Contract. The schedule additionally
mitigates the risk in purchasing from a business. Once on the schedule the buyers know you
are PRE-APPROVED therefore, the trust factor is taken care of.

3. Past Performance
4. Your products comply with the TAA Compliance Act.
5. No Bankruptcies or economic criminal offenses.

7. Your business is not for sale

qualify for a (set aside) there is a larger percentage of business that is (set aside) for
businesses such as yours. (Consider it a larger piece of the pie!) 23% Small Business, 5%
Woman Owned Business, 5% Minority Owned, 3% Veteran Owned.
Our fee is a 1 time fee for handling all of the processing paperwork to be submitted to the
GSA. Once on the GSA your contract is a 5-year GSA Contract as a preferred vendor with all
of your pricing and payment terms pre-negotiated.
