Participation and Lay Knowledge in Environmental Governance - ‘Significant’?
Stakeholder’s participation is a recurrent theme of environmental governance since 1960s, when environmental politics became institutionalized within western developed countries. Scientists, interest groups, media and local protests have been significant in shaping the definition and resolution of environmental issues (Bulkeley and Mol, 2003). In contrast, Beck (1999) argued “in the face of this ‘risk society’, the conventional political institutions of modernity are increasingly…inadequate…as decision-making power, control and legitimacy increasingly locate outside the political system…which were previously considered unpolitical” (cited in Bulkeley and Mol, 2003).
Collaborative processes, has been suggested, to enable local actors to place their knowledge in the broader context of what state actors know, and vice versa (Innes et al., 2007 cited in Taylor and de Loë, 2012). Only recognizing expert knowledge as a valid basis for decision-making excludes the knowledge and experience of people who live and work in ecosystems (Taylor and Buttel, 1992 cited in Evans, 2012). On the other hand Tatenhove and Leroy (2003) argue, “we should not assume that increased involvement of stakeholders in the decision-making process is necessarily symptomatic of a loss of state power. It is vital not to …assume that a linear trend of shifts from government to governance is taking place” (Macleod and Goodwin, 1999, p.522 cited in Bulkeley and Mol, 2003)
Additionally, “contextualized knowledge, can lead to problem-specific responses that are more likely to be accepted and supported by the public. [B]ias against local knowledge highlights the critical relationship between knowledge and power in collaborative processes” (Lach et al., 2005; van Ast and Boot, 2003; Flyvbjerg, 2001; Healey, 2003 cited in Taylor and de Loë, 2012)
In summation, local knowledge is significant equally as the scientific knowledge (in some cases surpasses) in environmental decision making and planning, in the era of complex challenge imposed by climate change, to adapt and sustain (Reid et al., 2009; Few et al., 2007). Public participation from the beginning of the development planning can make the process more focused, legitimate, resource optimized and worthy (Petts and Brooks, 2006).

Poverty alleviation and the environmental governance
World population has grown significantly from 1.6 billion in 1900 to over 6 billion in 2003, and is projected to exceed 8 billion by 2025. This rapid population growth, combined with rising incomes in developing countries, is expected to place much greater demands on food and environmental resources. The UN has identified goals around reducing poverty and hunger and ensuring environmental sustainability. South Asia faces particular challenges due to high population density and limited natural resources per capita. Globalization is changing economies in South Asia from agriculture-based to more industrial and service-oriented. This integration risks increased environmental degradation if not managed properly. Strategic policy shifts are needed to empower the poor and engage them as partners in pro-poor environmental governance initiatives.

This document proposes a conceptual framework to support open and participatory State of the Environment and Sustainability (SoES) reports. The framework aims to improve these reports by actively involving stakeholders throughout the reporting process, from design to production and review. Currently, stakeholder involvement in SoES reports is usually limited to consultation. The proposed framework structures the reporting process into phases, identifies methods for obtaining informal stakeholder data, and considers how to organize the internal structure and spatial scope of the report. It argues that an open participatory approach involving stakeholders as volunteer reporting staff could effectively contribute to assessments and produce a higher quality collaborative report.

How can we make stormwater education more effective?
Education has been viewed by many organisations as an important non-structural stormwater management tool with considerable investment made to support it.
Stormwater education activities have included media campaigns, signage, stormwater drain stenciling and industry training courses. They aim to change the behaviour of sectors of the community whose activities are thought to impact on stormwater quality (and quantity) and the health of waterways.
Yet, have these stormwater education programs been effective in changing behaviour and achieve water quality improvements? According to research, the answer is ‘in some cases’. However, there is certainly a formula for effective stormwater education - this is developed in this paper.

In response to the call for stewardship, De La Salle Philippines launched the Project Carbon Neutral in 2009. The implementation of this program is being spearheaded by the Lasallian Institute for the Environment (LIFE) and is participated in by all Lasallian schools in the Philippines. The main objective of Project Carbon Neutral or PCN is to benchmark and assess the status of the carbon footprint of De La Salle Philippines (DLSP), the network of Lasallian educational institutions, with the goal of achieving a “green” educational network that is carbon-neutral or better. Since its implementation in 2009, there has been no baseline study conducted along these areas. The extent of implementation and the level of participation of the Lasallian family were looked into in this study. The study surveyed a total of three hundred three (300) purposively sampled members of the De La Salle Lipa community. The mitigating measures of the PCN are perceived to be often implemented and priority is often shown by the Lasallian community. The Lasallian community is perceived to have moderate levels of participation as they often show priority and have fairly supported the activities of the PCN. How can we make stormwater education more effective?
Education has been viewed by many organisations as an important non-structural stormwater management tool with considerable investment made to support it.
Stormwater education activities have included media campaigns, signage, stormwater drain stenciling and industry training courses. They aim to change the behaviour of sectors of the community whose activities are thought to impact on stormwater quality (and quantity) and the health of waterways.
Yet, have these stormwater education programs been effective in changing behaviour and achieve water quality improvements? According to research, the answer is ‘in some cases’. However, there is certainly a formula for effective stormwater education - this is developed in this paper.

In response to the call for stewardship, De La Salle Philippines launched the Project Carbon Neutral in 2009. The implementation of this program is being spearheaded by the Lasallian Institute for the Environment (LIFE) and is participated in by all Lasallian schools in the Philippines. The main objective of Project Carbon Neutral or PCN is to benchmark and assess the status of the carbon footprint of De La Salle Philippines (DLSP), the network of Lasallian educational institutions, with the goal of achieving a “green” educational network that is carbon-neutral or better. Since its implementation in 2009, there has been no baseline study conducted along these areas. The extent of implementation and the level of participation of the Lasallian family were looked into in this study. The study surveyed a total of three hundred three (300) purposively sampled members of the De La Salle Lipa community. The mitigating measures of the PCN are perceived to be often implemented and priority is often shown by the Lasallian community. The Lasallian community is perceived to have moderate levels of participation as they often show priority and have fairly supported the activities of the PCN. E: teresafidelis@ua.pt ABSTRACT: The main aim of this paper is to provide a more profound understanding of the challenges that municipalities face when attempting to conceptually implement the principles which define what is considered good environmental governance. In the first section, we provide an account of what is defined as principles of good environmental governance, of the role municipalities play in managing environmental issues and of some local efforts to promote good environmental governance. In the second section the case study and the methodology used are described. The next section presents the instruments and policies related to local environmental problems/issues that were adopted by the Portuguese municipality of Águeda that is strongly committed to improving its environmental governance. Then, we will critically analyse these efforts and bring forth our conclusions. The results show how a countryside municipality developed a considerable capacity for self-assessment and adopted the appropriate instruments to improve environmental governance. The instruments and policies adopted by this municipality reflect an untypical political willingness to improve governance, demonstrating a strong emphasis on environmental issues, and not a more widespread technical compliance with policy requirements. Furthermore, the analysis of the principles adopted by municipalities and of the instruments intended to cope with local environmental issues may provide relevant guidelines for the implementation of good practices in environmental governance.
