ELD mandate did not cause the mass exodus of truck drivers that was predicted. A recent survey found that 91% of drivers had implemented ELDs by the compliance deadline of December 18, 2017. Contrary to expectations, the number of drivers actually increased by 1% in the first two months of 2018. While ELDs have made hours of service rules more rigid, they did not directly cause the driver shortage, which has been an ongoing issue. Rates have increased because trucks can take fewer loads to make the same amount of money under the inflexibility of ELDs. The driver shortage and increased rates are not new problems caused by ELDs but realities the industry will have to adjust to.
