i anledning NMRs budsjetter for 2014
Det nordisk-baltiske samarbeidet i Nordisk Sommeruniversitet (NSU) står i fare for å
bli avviklet. Hvis ikke politisk handling utvises, kan denne nordiske arenaen med 63 års
erfaring opphøre.
Fakta om NSU:
Nordisk Sommeruniversitet (NSU) ble stiftet i 1950 og er i dag en akademisk arena for
innovasjon og tverrfaglig samarbeid og nettverksbygging i Norden og Baltikum. For mer

Av tidligere norske deltakere i NSU kan nevnes Espen Barth Eide som fhv ordførende for
NSU, samt Nina Witoszek, Thomas Hylland-Eriksen, Lars Mjøset, Iver Neumann, og Arne
Johan Vetlesen.
Sakens kjerne:
Nedskjæringsplanene for NMR utgjør en fare for at NSU må nedlegge sitt arbeid. Det skyldes
forslaget om at NSU fra 2014 skal legges til NordForsk uten at det følger øremerkede midler
med. Denne løsningen foreslås samtidig som NordForsk selv får nedskjæringer i sine
budsjetter.
Begrunnelsen for å legge NSU til NordForsk er at virksomheten og aktivitetene i NSU delvis
overlapper med NordForsks virkefelt, og det derfor antas en fordel på sikt ved samdrift og
reduksjon av administrasjonskostnader.
Forslaget bygger på antakelser som er feilaktige på to vesentlige punkt:
1. Mht den antatte fordelen ved samdrift, vil forslaget i stedet bidra til økt byråkratisering og
kostnader, samt redusert aktivitet for NSUs del. NSU har per i dag ingen fast ansatte og leier
kun inn et minimum av sekretær/administrasjonstjenester. Alt arbeidet ellers utføres av
frivillige. Alle kutt i NSUs budsjett vil derfor lede til redusert virksomhet, ikke mindre
2. administrasjon.
2. Mht antakelsen om at virksomheten overlapper med NordForsk, så er det nettopp den
direkte deltakelse og innsatsen av frivillige som utgjør den store forskjellen og gjør NSU
unikt som et levende laboratorium for tverrfaglig såkornsprosjekter innen akademisk
innovasjon i Norden and Baltikum. Fokuset på deltakelse og eierskap, både tematisk og i
måten arbeidet ledes og gjennomføres på, er helt egenartet for NSU i en akademisk
sammenheng. NSU deltar slik sett også aktivt til både å materialisere og videreutvikle
forståelsen av hva et nordisk-baltisk fellesskap kan innebære og være, så vel akademisk og
sosialt, som demokratisk og organisatorisk.
Bakgrunn for argumentasjonen: en klargjøring av NSUs virksomhet
NSUs rolle er primært som en inkubator for innovasjon, entreprenørskap og nyutvikling. I
NSU kan professorer og studenter sammen med freelancere, post-doc kandidater og
akademikere fra andre yrkesfelt (utenfor universitetene) møtes til faglig fornying og
meningsutveksling. I dette arbeidet krysses institusjonsgrenser, profesjoner, posisjoner og
landegrenser, samt problematiseres bruken av de nasjonale nordiske språkene i en akademisk
sammenheng – noe som i seg selv er unikt. NSU er derfor ikke et senter for eksellent
forskning, men først og fremst et verksted for å utvikle prosjekter som i neste omgang kan
lede til nettopp dette. Det tilbyr noe så sjeldent som et tverrfaglig arena for nettverksbygging
og grunnlagsforskning i Norden og Baltikum.
NSU er en selvstendig organisasjon med egne vedtekter, som setter rammene for vårt virke.
Den øverste myndighet har representantskapet. Det er sammensatt av deltakere valgt fra de
respektive landsavdelingene og de enkelte studiekretsene som møtes i forbindelse med vår
sommersesjon. I følge våre statutter er det alene representantskapet som kan godkjenne
studieprogrammer i NSU. Om denne myndigheten skal overtas av NordForsk vil dette både
kreve vedtektsendringer og innskrenke representantskapets myndighet og dermed deltakernes
innflytelse. En slik reduksjon av det direkte demokratiet i NSU vil ha en negativ effekt på
deltakernes engasjement. Hvis NSU skulle bli underlagt NordForsks regelverk og
byråkratiske rutiner vil dette også kreve mer søknader og rapportering. Kombinasjonen av en
langt større arbeidsbyrde og mindre demokrati gjør at arbeidet ikke kan påregnes utført på
frivillig basis og derfor vil måtte avlønnes. Forutsetning for den frivillige innsatsen som
nedlegges i NSU i dag er følelsen av eierskap og direkte innflytelse over den faglige
utviklingen. I dag går all støtte fra NMR i overveiende grad til kostnader knyttet til logistikk i
forbindelse med avholdelse av seminarer og til publikasjoner av studiekretsenes
forskningsarbeid i NSU. Dvs. bidraget fra NMR utløser en meget stor aktivitet basert på
frivillig arbeide.
3. Konklusjon:
Vi ser derfor med stor bekymring på forslaget som NMR skal ta stilling til, da vi finner det
hviler på forkjærte premisser, og det mot sin hensikt nettopp vil kunne føre til både økede
omkostninger og redusert aktivitet.
Vi forstår budsjettsituasjonen i NMR, men for NSUs del er det aktuelle forslag et inngrep som
truer organisasjonens eksistens.
NSU er en selvstendig organisasjon, og skal vi drives av NordForsk, bør det øremerkes
midler til NSU. Dog mener vi, at alle parter er bedre stillet med et NSU som fortsatt innehar
en selvstendig stilling, da dette er den mest optimale utnyttelsen av de nordiske
skattebetaleres midler da det understøtter og fremmer frivillig arbeid og nordisk forståelse
fremfor å binde opp midler til mer administrasjon og mindre aktivitet.
