Operation and Maintenance Consulting
Vinasse Evaporation Plant at Thai Beverage Energy Co.,Ltd.
This evaporation plant was built in 2012 to evaporate wastewater from alcohol
distillation plant in Ban Yi Khan using MVR technology, without using steam.
Product of this plant is concentrated vinasse, which is to be utilized as fuel oil for
boiler.
Many reliability problems from fouling, crystallization, and burnt of the vinasse during
start up of the plant in 2013. Continuous improvements have been led by myself to
bring the availability from 66% to 89%. This consulting works includes root cause
investigation, production planning, operation & maintenance procedure, laboratory
analysis, training of managers, operators and maintenance technicians, and design
improvement to increase reliability of the plant.
With the capital investment of 280 million baht, the net benefit of 96 million baht per
year has been obtained. This net benefit has been dropped to one-third during mid-
2015 resulted from dramatic drop of crude oil price to USD 30-40 per barrel.

Coal Fired Low Pressure Boiler at Pataya Foods Energy Co.,Ltd.
Work as Operation and Maintenance Consultant, involve in commissioning, start up,
and operation of the plant. Plant efficiency, reliability, environment, and safety are
deliverables of this project. Liquidated damage was an issue in end-2011 with this
boiler supplier as the boiler capacity had not met that specified in the contract.
Efficiency of the boiler has been improved significantly from 1Q12 until 1Q13 with18
initiatives, resulted in saving of 32 million baht in 2012, the number was projected to
34% IRR (15 years).
Natural Gas Cogeneration Power Plants at CPF and TCCC
In CPF and TCCC companies, EEI have built 4 cogeneration power plants to produce
electricity, steam, hot water, and chilled water with natural gas fuel. These plants had
started up in end-2012 with very high fuel consumption resulted in continuing deficit
saving until March 2013 that the saving close to that of guaranteed number. This was
achieved by well-coordinated effort with clients, suppliers, and subcontractors.

Responsibility and Achievement
Power Plant Project Management: Project cost is closed at 166 million baht, with
short project period 12 months. Instead of a Turn Key project priced 240 million
baht, we do the project management by my team. Eight main contractors are managed
to work together from October 2004 to July 2005. Project cost was closed at 166
million baht, instead of 240 million baht. Full operation started in October 2005 with
satisfactory results.
Power Plant Engineering Design: Engineering design is unique, all waste energy
and toxic gases becomes valuable. Fluctuation of steam demand from 6 to 45 ton/hr
had been changed/managed to 12 to 18 ton/hr. All heat from condensing stage turbine
was not thru cooling tower but utilized in producing warm water for dyehouses. Flue
gas with SOx and Nox was valuable for dyehouse wastewater treatment while the
cogen wet scrubber can avoid use of caustic soda for the flue washing. Project
management for Civil, Electrical, Mechanical, Control systems were executed safely.
Operation of Cogeneration Power Plant:
Payback in 3 years.
As fuel oil price had been increased from 8.0
baht/liter to 14.4 baht/liter during the project
period, with a unique energy balance design,
and with the short project period are all
resulted in big saving from this project 170%
from original plan. Payback of 3.0 years can
be achieved instead of 4.5 years planned.
With 15 employees for 24/7 operation by 3
shifts, Nan Yang Energy Co.,Ltd. was certified
ISO9001 in 2008.

Nan Yang Knitting Factory Co.,Ltd. is one of the biggest company in Thailand producing
colored knitted cotton fabric for fashion polo shirt for customers like Nike, Uniqlo, Benetton,
H&M. Thousand of colors are produced each month for various structure of fabric of some
2,000 tons/month, by 4 dyehouses located in an area of 101 rai.
Dyeing and Finishing are core processes using hundred of reactors as dyeing machines with
network computer controlled for chemical dispensing, temperature control, pH control, speed
control, automatic flow control of brine and water, etc. as shown below.
Responsibility and Achievement
Energy Cost Reduction Program : to reduce cost of electricity, fuel oil, water for
dyeing and finishing process:
This program includes Energy
Management System, Total Productive
Maintenance, and Daily Management
resulted in peak steam requirement
reduction from 48 ton/hr in 2001 to 22
ton/hr in 2005. Energy cost reduction
of about 40 million Baht was achieved
within 4 years after introducing the
Energy Management system.
Product Quality Improvement : to improve product quality by improving work
processes, machinery/technology, environment and safety: ISO9001:2000,
ISO14001:1996, OHSAS18001: 1999 and TQM are used as core of the system.
Malcolm Baldrige Criteria is introduced for a management principle. Certification of
ISO9001:2000 was received in 2001 while I was a QMR for this program. Reprocess
is reduced from 12% to 4% within 2 years. The management technology have been
further improve by TQM and TPM. Various work processes had been improved i.e.
Sample Development Process, Planning Process, Color Matching Process for C&C,
Distribution Process. Certification of ISO14001:1996 was received in 2003 while I
was an EMR, certification of OHSAS18001:1999 was received in 2005 while I was a
SMR.

Supply Chain Improvement : to get production planning transparent and be able to
commit delivery of mass customized products with high OTP: MPS and DPS was
introduced and implemented officially using Oracle system. 150 – 200 batches are
tailor made daily with flexible system. Lead Time of the production was reduced
from 12 days to 7 days.
Production Technology Improvement to update technology in the company starting
from technical and financial feasibility study. Dyeing and Finishing technology is
bench marked with factories in USA, Italy, and China. Expansion of Dyehouse with
new technology has been proceeded aggressively as cost competitiveness was proven.
I has been project manager for 400 million baht investment during 2002-2003.
Updated dyeing technology with lower liquor ratio, from 1:12 to 1:6 has been
achieved, resulted in dramatic reduction of steam and water consumption.
Cogeneration project has been initiated in 2004 to further reduce cost.
Computerized Maintenance System:
CEDAR was implemented in 2005, for
both Dyeing factory and the Cogeneration
Power Plant resulted in leaner
maintenance organization as technical
experience was made transparent, and this
ease reorganization.
Number of employees working in
maintenance and utility had been reduced
from 62 to 44 people in 2 years.
Water Treatment Technology Improvement : the factory had switched from using
underground water to river water in 2004. Although characteristics of the river water
in that location was a bit polluted with high level of algae, we were able to produce
7,000 cubic meter of soft water as clean as drinkable water in conformance with WHO
standard, with a new treatment technology, cost effectively.
Wastewater from the factory was also been treated with
similar technology. The wastewater color has been reduced
effectively from 150 ADMI to less than 70 ADMI and water
flee has developed as shown herewith. The treatment was
with no use of chemical.

Responsibility
Manage Logistics Activities for 4 JV companies, 300,000 MTPA petrochemical
product movement, through contractor companies including Bulk Liquid Terminal,
Inland Transportation, Warehouses for Hazardous Materials, Contracted
Manufacturing, and Shipping Brokers.
Improve Logistics Work Process through cross functional coordination with
Customer Service, Sales, Manufacturing, and Contractors to identify issues and
priorities, then implement changes of procedures, data and information system, and
training mainly to reduce working capital and improve customer service quality.
Improve Performance and Standard of Logistics Contractors by auditing,
feedback, contract review, training and performance measurement system to enforce
safety standard, improve service quality and reduce cost.
Achievement
Redesign order work process for hazardous material transportation and implement
the changes on roles of: Legal Specialist, Sales, Customer Service, Transport Service,
and Safety. Scope of works includes database set up in SAP order management,
develop procedures, training, third party logistics service assessment and negotiation
and making contract, and changing order work process. Outcome of this project is
regulatory compliance and 15% distribution cost reduction.
Restructure inland transportation contract for bulk chemicals worth 102 million
baht in 5 years to increase flexibility and minimize fix costs. Contract is drafted by me
and reviewed by Legal Department in Hong Kong, Logistics Manager in Singapore,
and approved by Country Manager. This work ended up with contract worth 60 million
baht, saving 42 million baht and long-term relationship with NYK.
Design Supply Chain for new PE Plant. This project worth 200 million baht/year for
ocean freight and inland freight. I have involved as a team member in setting service
performance standard and negotiation with inland carrier. Outcome of this works is
logistics cost of 30% below market price.
Review Procedures for ISO9002 Distribution part. The procedures include
warehousing, transportation, export, planning, and off-site warehouse operations.

1994 – 1995 Master Degree of Engineering from AIT
I had studied in Natural Resources Development
and Management, with Policy Simulation using
System Dynamics Modeling. My thesis “Water
Shortage and Irrigation Policy” was excellent and
it was accepted by The Sloan School of
Management, MIT, USA for presentation in an
annual conference, below letter.
In summary the Thesis was all about “Why the EIRR of an irrigation project, about
1,000 million baht investment, was so low, 6.5%? The issues was found related to
design of administration boundaries; and the feedback/ control system was inadequate.
Compromising too much during design phase and construction phase were root causes
of the failure.”
System Dynamics modeling was used as tool to simulate behavior of this irrigation
system. This ease understanding relationship of physical system, anthropological
reaction, socio-economic behavior, and the evolution of convention.
The system behavior was similar to a long Supply Chain, to convert natural resources
to various kinds of agricultural products by variety of democratic communities, in an
area across 2 provinces, which could be designed to be manageable or otherwise
unmanageable from lack of system understanding.

Manage day-to-day maintenance activities for a polystyrene plant. The activities
include preventive maintenance program, maintenance expense control, spare part
inventory, environmental health and safety program, and formal analysis of equipment
failure to improve design and operating procedures.
Implement Capital projects to improve and expand plant capacity including project
planning, facility design i.e. mechanical, electrical, control and structure, and
administration of construction contractors.
My Maintenance Team Turnaround Works The 1st
PS bulk Delivery in Thailand
Achievement
Design, evaluate economics, and build bulk receiving facility for the pre-marketing
imported product. This project worth 4 million baht. Outcome is low cost logistics and
successful business expansion. I had designed the 1st
PS bulk system in Thailand.
Design, evaluate economics, and build pneumatic conveying system and
distribution facility for integrating with customer, TDK. This project worth 5 million
baht. Outcome of this project is saving 1 million baht/year and improvement of service
quality. I have received the Quality Performance Award from this project.
Coaching QC teams i.e. Implement ABC store system for managing warehouse, No-
man store for IRPS plant, Preventive Maintenance program with self-made software.
Manage plant turnaround with intensive manpower, 250 technicians in 14 days, for a
polystyrene plant. The works included mechanical, electrical, and process control
instrument. Outcome of this is to de-bottle neck plant capacity, the first time in 15
years, resulted in 10% production capacity increase, no accident and smooth start up.
Was appointed as IRPS production supervisor in 1993. The company was
approaching me to add another role of production supervisor for Ignition Resistance
Polystyrene plant in mid 1993, however, I had refused to take the position since I
planned to continue my study in 1994.

Achievement
LPG Marine Terminal Project Hand Over from a Turn Key Contractor, Toyo
Engineering. Commissioning of the Terminal including LPG tank farm, Jetty, Deep
Sea Berth and the Loading/Unloading system. I had involved with the project team to
do performance test, fine tuning the operation, and punch list follow up, under
guidance of the consultant Lynde.
Preparing specification, engineering design and manage contract of “Cathodic
Protection System Installation” for petroleum underground pipeline. This project worth
6 million baht.
Preparing specification and manage contract for “Large Petroleum Tank
Maintenance” Total cost for this is 35 million baht for 7 tanks within 3 years period.
Manage mechanical preventive maintenance, break down maintenance, spare
part warehouse, and purchasing of those spare part and tools. Annual budget is
about 15 million baht average.
Design of Refrigerated Propane Storage facility: this was a following project a few
years after the Marine Terminal had been started up successfully. I had involved in
designing the storage and ship unloading facility with Lynde in Texas.

Scope of works includes assessment of power plant conditions, performance, people, management, and organization, to validate financial assumptions. Carbon Credit consulting service with Thailand Greenhouse Gas Organization (TGO) to validate Projects and verify Emission Reductions for companies like Global Power Synergy Company (GPSC), Thai Central Chemical Company (TCCC), Sahaviriya Steel Industry (SSI) Operation and Maintenance Consulting Vinasse Evaporation Plant at Thai Beverage Energy Co.,Ltd. This evaporation plant was built in 2012 to evaporate wastewater from alcohol distillation plant in Ban Yi Khan using MVR technology, without using steam. Product of this plant is concentrated vinasse, which is to be utilized as fuel oil for boiler. Many reliability problems from fouling, crystallization, and burnt of the vinasse during start up of the plant in 2013. Continuous improvements have been led by myself to bring the availability from 66% to 89%. This consulting works includes root cause investigation, production planning, operation & maintenance procedure, laboratory analysis, training of managers, operators and maintenance technicians, and design improvement to increase reliability of the plant. With the capital investment of 280 million baht, the net benefit of 96 million baht per year has been obtained. This net benefit has been dropped to one-third during mid- 2015 resulted from dramatic drop of crude oil price to USD 30-40 per barrel.
  • 4. Mr.Surasit Sreesai 11-Nov-13 4 Coal Fired Low Pressure Boiler at Pataya Foods Energy Co.,Ltd. Work as Operation and Maintenance Consultant, involve in commissioning, start up, and operation of the plant. Plant efficiency, reliability, environment, and safety are deliverables of this project. Liquidated damage was an issue in end-2011 with this boiler supplier as the boiler capacity had not met that specified in the contract. Efficiency of the boiler has been improved significantly from 1Q12 until 1Q13 with18 initiatives, resulted in saving of 32 million baht in 2012, the number was projected to 34% IRR (15 years). Natural Gas Cogeneration Power Plants at CPF and TCCC In CPF and TCCC companies, EEI have built 4 cogeneration power plants to produce electricity, steam, hot water, and chilled water with natural gas fuel. These plants had started up in end-2012 with very high fuel consumption resulted in continuing deficit saving until March 2013 that the saving close to that of guaranteed number. This was achieved by well-coordinated effort with clients, suppliers, and subcontractors.

Responsible for building an energy plant 1.8 MW of Electricity and 16 MW of Steam Fueled by Coal, Biomass Number of People Supervised: 10 Project Value: 240 million Baht Report to Chairman, President Responsibility and Achievement Power Plant Project Management: Project cost is closed at 166 million baht, with short project period 12 months. Instead of a Turn Key project priced 240 million baht, we do the project management by my team. Eight main contractors are managed to work together from October 2004 to July 2005. Project cost was closed at 166 million baht, instead of 240 million baht. Full operation started in October 2005 with satisfactory results. Power Plant Engineering Design: Engineering design is unique, all waste energy and toxic gases becomes valuable. Fluctuation of steam demand from 6 to 45 ton/hr had been changed/managed to 12 to 18 ton/hr. All heat from condensing stage turbine was not thru cooling tower but utilized in producing warm water for dyehouses. Flue gas with SOx and Nox was valuable for dyehouse wastewater treatment while the cogen wet scrubber can avoid use of caustic soda for the flue washing. Project management for Civil, Electrical, Mechanical, Control systems were executed safely. Operation of Cogeneration Power Plant: Payback in 3 years. As fuel oil price had been increased from 8.0 baht/liter to 14.4 baht/liter during the project period, with a unique energy balance design, and with the short project period are all resulted in big saving from this project 170% from original plan. Payback of 3.0 years can be achieved instead of 4.5 years planned. With 15 employees for 24/7 operation by 3 shifts, Nan Yang Energy Co.,Ltd. was certified ISO9001 in 2008.

Number of People Supervised: 60 Machinery Asset: 800 million Baht Report to Chairman, President, and MD. Product Output : 2,000 ton/month Nan Yang Knitting Factory Co.,Ltd. is one of the biggest company in Thailand producing colored knitted cotton fabric for fashion polo shirt for customers like Nike, Uniqlo, Benetton, H&M. Thousand of colors are produced each month for various structure of fabric of some 2,000 tons/month, by 4 dyehouses located in an area of 101 rai. Dyeing and Finishing are core processes using hundred of reactors as dyeing machines with network computer controlled for chemical dispensing, temperature control, pH control, speed control, automatic flow control of brine and water, etc. as shown below. Responsibility and Achievement Energy Cost Reduction Program : to reduce cost of electricity, fuel oil, water for dyeing and finishing process: This program includes Energy Management System, Total Productive Maintenance, and Daily Management resulted in peak steam requirement reduction from 48 ton/hr in 2001 to 22 ton/hr in 2005. Energy cost reduction of about 40 million Baht was achieved within 4 years after introducing the Energy Management system. Product Quality Improvement : to improve product quality by improving work processes, machinery/technology, environment and safety: ISO9001:2000, ISO14001:1996, OHSAS18001: 1999 and TQM are used as core of the system. Malcolm Baldrige Criteria is introduced for a management principle. Certification of ISO9001:2000 was received in 2001 while I was a QMR for this program. Reprocess is reduced from 12% to 4% within 2 years. The management technology have been further improve by TQM and TPM. Various work processes had been improved i.e. Sample Development Process, Planning Process, Color Matching Process for C&C, Distribution Process. Certification of ISO14001:1996 was received in 2003 while I was an EMR, certification of OHSAS18001:1999 was received in 2005 while I was a SMR.

Mr.Surasit Sreesai 11-Nov-13 7 Supply Chain Improvement : to get production planning transparent and be able to commit delivery of mass customized products with high OTP: MPS and DPS was introduced and implemented officially using Oracle system. 150 – 200 batches are tailor made daily with flexible system. Lead Time of the production was reduced from 12 days to 7 days. Production Technology Improvement to update technology in the company starting from technical and financial feasibility study. Dyeing and Finishing technology is bench marked with factories in USA, Italy, and China. Expansion of Dyehouse with new technology has been proceeded aggressively as cost competitiveness was proven. I has been project manager for 400 million baht investment during 2002-2003. Updated dyeing technology with lower liquor ratio, from 1:12 to 1:6 has been achieved, resulted in dramatic reduction of steam and water consumption. Cogeneration project has been initiated in 2004 to further reduce cost. Computerized Maintenance System: CEDAR was implemented in 2005, for both Dyeing factory and the Cogeneration Power Plant resulted in leaner maintenance organization as technical experience was made transparent, and this ease reorganization. Number of employees working in maintenance and utility had been reduced from 62 to 44 people in 2 years. Water Treatment Technology Improvement : the factory had switched from using underground water to river water in 2004. Although characteristics of the river water in that location was a bit polluted with high level of algae, we were able to produce 7,000 cubic meter of soft water as clean as drinkable water in conformance with WHO standard, with a new treatment technology, cost effectively. Wastewater from the factory was also been treated with similar technology. The wastewater color has been reduced effectively from 150 ADMI to less than 70 ADMI and water flee has developed as shown herewith. The treatment was with no use of chemical.

Improve Logistics Work Process through cross functional coordination with Customer Service, Sales, Manufacturing, and Contractors to identify issues and priorities, then implement changes of procedures, data and information system, and training mainly to reduce working capital and improve customer service quality. Improve Performance and Standard of Logistics Contractors by auditing, feedback, contract review, training and performance measurement system to enforce safety standard, improve service quality and reduce cost. Achievement Redesign order work process for hazardous material transportation and implement the changes on roles of: Legal Specialist, Sales, Customer Service, Transport Service, and Safety. Scope of works includes database set up in SAP order management, develop procedures, training, third party logistics service assessment and negotiation and making contract, and changing order work process. Outcome of this project is regulatory compliance and 15% distribution cost reduction. Restructure inland transportation contract for bulk chemicals worth 102 million baht in 5 years to increase flexibility and minimize fix costs. Contract is drafted by me and reviewed by Legal Department in Hong Kong, Logistics Manager in Singapore, and approved by Country Manager. This work ended up with contract worth 60 million baht, saving 42 million baht and long-term relationship with NYK. Design Supply Chain for new PE Plant. This project worth 200 million baht/year for ocean freight and inland freight. I have involved as a team member in setting service performance standard and negotiation with inland carrier. Outcome of this works is logistics cost of 30% below market price. Review Procedures for ISO9002 Distribution part. The procedures include warehousing, transportation, export, planning, and off-site warehouse operations.

Mr.Surasit Sreesai 11-Nov-13 9 1994 – 1995 Master Degree of Engineering from AIT I had studied in Natural Resources Development and Management, with Policy Simulation using System Dynamics Modeling. My thesis “Water Shortage and Irrigation Policy” was excellent and it was accepted by The Sloan School of Management, MIT, USA for presentation in an annual conference, below letter. In summary the Thesis was all about “Why the EIRR of an irrigation project, about 1,000 million baht investment, was so low, 6.5%? The issues was found related to design of administration boundaries; and the feedback/ control system was inadequate. Compromising too much during design phase and construction phase were root causes of the failure.” System Dynamics modeling was used as tool to simulate behavior of this irrigation system. This ease understanding relationship of physical system, anthropological reaction, socio-economic behavior, and the evolution of convention. The system behavior was similar to a long Supply Chain, to convert natural resources to various kinds of agricultural products by variety of democratic communities, in an area across 2 provinces, which could be designed to be manageable or otherwise unmanageable from lack of system understanding.

Implement Capital projects to improve and expand plant capacity including project planning, facility design i.e. mechanical, electrical, control and structure, and administration of construction contractors. My Maintenance Team Turnaround Works The 1st PS bulk Delivery in Thailand Achievement Design, evaluate economics, and build bulk receiving facility for the pre-marketing imported product. This project worth 4 million baht. Outcome is low cost logistics and successful business expansion. I had designed the 1st PS bulk system in Thailand. Design, evaluate economics, and build pneumatic conveying system and distribution facility for integrating with customer, TDK. This project worth 5 million baht. Outcome of this project is saving 1 million baht/year and improvement of service quality. I have received the Quality Performance Award from this project. Coaching QC teams i.e. Implement ABC store system for managing warehouse, No- man store for IRPS plant, Preventive Maintenance program with self-made software. Manage plant turnaround with intensive manpower, 250 technicians in 14 days, for a polystyrene plant. The works included mechanical, electrical, and process control instrument. Outcome of this is to de-bottle neck plant capacity, the first time in 15 years, resulted in 10% production capacity increase, no accident and smooth start up. Was appointed as IRPS production supervisor in 1993. The company was approaching me to add another role of production supervisor for Ignition Resistance Polystyrene plant in mid 1993, however, I had refused to take the position since I planned to continue my study in 1994.
