This document proposes a mobile money transfer system for Bangladesh. It notes that many Bangladeshis who work abroad send remittances home through informal channels to avoid high fees and delays with the banking system. The proposed system would allow people to transfer money within Bangladesh via SMS. Senders would give cash plus a small fee to an authorized transfer center, and recipients would receive a text with a PIN they can redeem for cash from their mobile provider. The system aims to make transfers more accessible, timely, affordable and provide delivery confirmation for those dependent on remittances. It could help expand financial access and services to underserved rural areas via ubiquitous mobile networks.

This document summarizes key findings from a survey of 11 African countries on consumer usage of rural post offices for remittances. The main findings are:
1) Consumers want remittances that are available, fast, and provide full cash payout. However, receiving remittances through post offices currently takes a long time and cash is sometimes unavailable.
2) Remittances are the most common financial service in rural Africa and are mostly domestic rather than international transfers. Transaction amounts are typically less than $100.
3) Post offices are seen as legitimate and trusted institutions that could enable broader access to financial services like savings accounts and mobile money through their extensive rural networks, if bottlenecks around slow
Central - local government relationship in property taxation: Experiences from Tanzania
1) Tanzania has oscillated between centralized and decentralized property tax collection regimes, experiencing challenges with both approaches. Reforms aimed to improve cooperation between central and local governments but faced implementation problems.
2) Recentralizing collection to the Tanzania Revenue Authority improved some collection methods but their limited local knowledge hampered efforts. Cooperation and clear roles are needed between central and local authorities.
3) The future system requires integrated electronic governance, improved data sharing between agencies, and visible service improvements to gain public support for property taxes.

However, challenges still remain such as liquidity issues and poor customer service at some Postal Corporation locations. Moving forward, the bank aims to improve liquidity management, training, branding, and controls to strengthen its partnerships.
