Faster shutter speeds are used to capture fast moving subjects without blur by allowing less light in, while slower shutter speeds allow more light in and are used for low light situations, with effects like streaking lights or panning. Shutter speeds between 1/50 and 1/100 are average, below 1/50 is slow and above 1/100 is fast, and fast shutter speeds require a lower f-stop setting.
