The National Anticorruption Directorate (DNA) of Romania is specialized in combating high and medium level corruption. In 2015, the DNA indicted over 1,250 defendants including politicians, mayors, and businesspeople, and convicted 970. The DNA recovered €195 million in damages and has a 93% conviction rate. Through specialized structures, independent legislation and prosecutors, inter-institutional cooperation, and efficient investigative tools, the DNA has been recognized as one of the best anti-corruption agencies in Europe.

This document compares systems of state funding for civil society organizations (CSOs) in 6 countries: Croatia, Estonia, Hungary, Scotland, Serbia, and Slovenia. It analyzes 6 key aspects of funding systems: quantitative funding levels, sources of funds, distribution channels, legal frameworks, alignment with strategic priorities, and specific instruments to increase sustainability and efficiency. The main findings are that state budgets are the largest funding source nationally, frameworks are becoming more standardized, and prepayments, multi-year grants, and recognition of in-kind contributions are common across countries.

УЛОГАТА НА ЦЕНТАРОТ ЗА УПРАВУВАЊЕ СО КРИЗИ И СОСТОЈБАТА СО МИГРАНТИТЕ
1. „Ова е најголемата бегалска криза на еден конфликт. Сириската
криза стана најголем хуманитарен случај на нашата ера. Се
работи за популација на којашто и треба поддршка од светот, но
наместо тоа живее во тешки услови и тоне подлабоко во
сиромаштија“ - Високиот комесар на ОН за бегалци Антонио
Гутерс.
Трагично и без да се гледа крајот на војната, кризата се
интензивира , а бројот на бегалци расте.
Прагот од 4 милиони доаѓа по само неколку месеци откако
беше поминат прагот од 3 милиони.Со постојаниот раст,УНХЦР
очекува бројката да достигне околу 4,27 милиони до крајот на
годината.

5. Приливот на мигранти од Блискиот исток претставува нов
предизвик за Европската Унија, со кој заеднички треба да се
справат земјите кандидати од Западен Балкан.
И Република Македонија континуирано се
соочува со влез на мигранти од Блискиот Исток, кои транзитно
ја користат територијата на државата.
Во изминатиот период (1-1,5 година) преку илегални гранични
премини од страна на јужниот сосед, Р. Грција во Република
Македонија секојдневно влегуваат групи на мигранти
од Сирија, Пакистан, Ирак, Авганистан и др.земји.
6. Најчест водич низ државата - патиштата одејќи пеш или со
велосипеди и покрај железничките пруги, кои се најчесто и најлошите
места на кои трагично ги губат животите.
Сочуствувајќи со судбината на овие хуманитарно загрозени лица,
помош во храна и вода им доставува месното население, Црвениот
крст, невладини организации и волонтери.

11. Постои можност од несакани инциденти помеѓу месното население и
мигрантите.
Армијата се вклучува во акцијата за помош на МВР за справување со
мигрантите.
Градоначалникот на општина Гевгелија неможејќи да се справи со
настанатата состојба и максимално искористувајќи ги сите расположиви
ресурси на територијата на општината, преку Регионалниот центар за
управување со кризи во Гевгелија, бара Центарот за управување со кризи да
ја информира Владата на РМ за состојбата во Гевгелија.
12. По доставената информација од одржаниот вонреден состанок на
Регионалниот штаб за управување со кризи – Гевгелија за состојбата
со мигрантите на подрачјето на општина Гевгелија, поплаките од
граѓани од општината и барањето од градоначалникот на Гевгелија,
Центарот за управување со кризи доставува информација до Владата
на РМ за запознавање со состојбата.
Групата за проценка и Управувачкиот комитет и
предлагаат на Владата на РМ согласно добиените информации и
состојбите од терен да прогласи кризна состојба на територијата на
општина Гевгелија и општина Куманово.
13. ПРОГЛАСЕНА КРИЗНА СОСТОЈБА
31 1Врз основа на член став од Законот за
( .управување со кризи Службен весник на РМ бр
29/2005, 36/2011 104/15 )и година Владата на
Република Македонија на седницата одржана на
19.08.2015 ,година донесува ОДЛУКА за постоење на
кризна состојба заради зголемен обем на влез и
транзитирање на мигранти низ територијата на

18. Сите известувања за преземени и планираните мерки и активности,
институциите ги доставувааат до Главниот штаб за управување со
кризи преку Центарот за управување со кризи.
Центарот редовно ги информира медиумите за работата на Главниот
штаб и состојбата со мигрантите во координација со субјектите во
СУК.
Формиран е медиа центар согласно СОП за прогласена кризна
состојба во кој учествуваат лицата за односи со јавност од
институциите кои се дел од системот, а чија цел е и координирано
известување и информирање на јавноста, како и изработка на ПИАР
стратегија за настанатата состојбата за домашните и странски
медиуми.

20. Во поставениот транзитен камп за мигранти надвор од општина
Гевгелија времено се задржуваат мигрантите кои по добивањето на
потребните документи издадени од МВР за 72 часа се должни да ја
напуштат државата со излез на Табановце, општина Куманово.
Во прифатниот камп на мигрантите им се укажува потребната
медицинска помош, добиваат храна, вода и облека,Црвениот
крст,УНХЦР,други невладини организации
Кампот е обезбедуван и е под контрола на МВР 24 часа,
Од страна на ЦУК во кампот се издаваат пропусници за движење и
престој во кампот,
Се контролира делењето на храна и останати намирници,
Контрола на водата за пиење,

32. Директорката на ЦУК со останатите членови на Главниот штаб прави
постојана посета на кампот за прифат на бегалци и се информира за
состојбата и потребите на мигрантите ( вода за пиење, снабдување со
електрична енергија и други потреби.

34. На редовните седници на ГШ се разгледуваат усвоените заклучоци од
секоја одржана седница, има постојана координација и комуникација
со сите субјекти за надлежностите кои ги имаат на лице место во
кампот.
За секоја наредна седница на ГШ се предлагаат нови мерки и
активности.
Секој од субјектите во делот на своите надлежности ги преземаат
потребните активности и редовно го информира Центарот за
управување со кризи.

41. Најголем проблем со мигрантите се создава на јужната граница, бидејќи
притисокот при влез од Грција е неконтролирано голем и од овде започнува
транспортот на мигрантите со возови, автобуси, комбиња.
Состојбата на северната граница Транзитниот центар (Пункт за помош) ГП
Табановце на излез кон Р.Србија полесно се менаџира, бидејќи мигрантите
преминуваат организирано и веќе се поблиску до посакуваната цел.
Екипи на Црвениот крст на преминот Табановце делат хуманитарни пакети
(храна, вода, облека, кебиња, хигиенски средства, бебешки пакети и друга
помош).
Се врши дезинфекција на возовите и другите превозни средства кои
превезуваат мигранти

51. За состојбата со мигрантите и излезот на ГП Табановце постојано
информира Регионалниот центар за управување со кризи од Куманово,
кој има координација на терен со субјектите од општината и
градоначалникот,Црвениот крст како и со невладините организации и

Секојдневно РЦУК Куманово доставува до ЦУК информации за
состојбата на терен.
Бранот на мигранти продолжува со секојдневно зголемен интензитет.
Се очекува бројот да надмине неколку илјади

57. Овој процес според познавачите на состојбата ќе трае долг период
можеби неколку години.
Претстои период на студено време и зимски услови, како ќе се одвива
понатамошниот процес со мигрантите не се знае, потребно е
надлежните институции постојано да се координираат и да донесуваат
брзи одлуки и решенија.
Центарот за управување со кризи и останатите субјекти од системот
континуирано ја следат состојбата и ќе продолжат да донесуваа
најдобри и правилни одлуки и заклучоци за навремено справување со
состојбата на мигрантите.
