The current academic publishing system is inefficient, with public funds used to finance research that generates publications, while the publishing rights are controlled by private publishers who then charge high prices back to academic institutions. This limits access to knowledge and puts pressure on education and research budgets. Open Access models, where knowledge produced from public funds is made publicly available at appropriate cost, provide a more sustainable approach aligned with the needs of a knowledge society. However, proposed reforms to German copyright law do not go far enough in this direction and a "third basket" is still needed to fully address issues around education, science, and research.
