21. Banks
Banks operating in Palestine showed considerable interest in their pages on social media in compari-
son to last year. This was obvious on Facebook in particular in terms of followers, engagement rates
with bank posts that aimed to promote available services and increase interaction with the
.audience. The following banks list shows different performance indicators for their Facebook pages

23. Universities
Obviously Palestinian universities paid attention to their pages in 2015 due to their acknowledgement to the
importance of social media networks in conveying their messages and communicating with their target
audience.
The degree of attention among universities was reflected in an increase in the rate of "likes" and rates of
engagement with posts. Birzeit University and An-Najah were the best in terms of performance during the
year. Regarding quality of posts, most universities agreed that photos consumed the greater part of page
content followed by texts and links then videos as the least used content. [The number of "likes" from
Palestine] is not considered a key standard to the success of the page as per usual due to a number of reasons
i.e. as the university is internationally known, or students seek to pursue post-graduate degrees or job oppor-
tunities abroad.

26. Media
Media pages of news agencies, media companies and institutions enjoy the highest engagement rates
due to the nature of the content being published i.e. daily news and topics. Although there was a lack of
regulations for digital media performance, a lot of remarks on performance were developed either
content wise or news accuracy and its consistency with reality.
While the State of Israeli Occupation accused such pages of being the instigator of violence through
posting, these pages often contributed in feeding the division between the Palestinian political polars
and deliberately creating a dialogue around controversial social and political issues in an attempt to
attract more interaction its pages and websites.

Many public figures managed to communicate with the Palestinian audience directly through social
media networks, particularly Facebook. These figures raised a number of arguments and dialogues,
especially in political and social issues. The year 2015 has witnessed a growing activity for Arab party
leaders who were united under the name "The Joint List" in the Israeli Knesset elections. While others
were active in the West Bank, Gaza Strip, and Diaspora.

Artists
Most Palestinian artists exist on social media networks. Arts related to singing, acting, and music had the
biggest share of likes and followers. Performance indicators varied greatly, especially when comparing
between Mohammed Assaf, who is known locally and regionally and other artists.
Social media networks formed a simple tool for publishing, marketing, and attracting new fans. Yet,
online shopping, which allows users to purchase digital copies of artistic works, is still falling behind due
to lack of proper online shopping tools as on the global level.

Many political pages evolved on social media networks and received high engagement rates due to
sensitivity of issues being discussed through such pages and the nature of the current political circum-
stances in the divided Palestinian community whether in the West Bank, Gaza Strip, or even in the

In the course of promoting political parties and programs, the activity of "The Joint List" emerged in
remarkable way which included a coalition of Arab parties participating in the Israeli Knesset elections
and relied extensively on social media networks for promoting their programs and recruit the Palestini-

43. Institutions
Institutions play a vital role in the Palestinian society through many development programs. Neverthe-
less their activity on social media networks does not meet the same impact due to difficulty of promot-
ing community development issues or advocacy for certain issues. In general, there is a variation in the
performance of institutions on social media networks, especially in comparison to institutions that are a
part of British and American consulates, which target a largely shared audience with many Palestinian
institutions.

based in Jerusalem. PalVision was established
in ١٩٩٨, to empower Palestinian youth through
national awareness campaigns, leadership
opportunities, and the establishment of national
youth networks. The goal is to initiate youth-
led sustainable development, social equity,
and economic viability through volunteerism,
social activism, entrepreneurship, lobbying and
advocacy, both on a local and national level.

Khadamati is an innovative social accountability mechanism focused on enhancing
the delivery of water and electricity services in the targeted areas of Doha
and Bethlehem. Residents in these areas are not aware of the times of water
availability, electricity blackout problems, and lack of knowledge of how to report
electricity blackouts. Khadamati illustrates, through an interactive map, daily
water distribution points enabling the residents of the areas to identify the days in
which water will reach their homes.

45. Security Apparatuses
The number of pages representing security apparatuses has multiplied due to the fact that they are
operating in the West Bank and their counterparts are operating in Gaza Strip. Such pages tend to
improve the image of security apparatuses and convey the latest updates to the audience, sometimes
inconsistently, with except the pages that represents the Palestinian Police, that try to use Facebook in
particular in an active manner to disseminate its services to the public, receive complaints, publish news
and announcements. It is worth mentioning that the Palestinian Police is addressing cases of electronic
crimes and following related complaints in this regard.

The use of social media network Twitter by Palestinians differs considerably from other social media
sites in terms of number of active users, number of hours, or the purpose of use.
Twitter comes in rank 5 after Facebook, WhatsApp, Instagram, and Google+ in Palestine according to the
number of users. Regarding the purpose of use, it concentrates on supporting political and social
campaigns, particularly when addressing the world about the reality of what is happening in Palestine
under the occupation, whether through institutions, international campaigns, or active individuals
tweeting Palestinian daily issues targeting international institutions and figures directly.
We mention the first of its kind initiative by the Hamas movement to speak to the world directly,
answering questions in English using the hashtag #AskHamas. The campaign was very controversial and
its positive or negative effects were widely debated.

66. Palestinians discussed a number of topics on
social media and many of them were docu-
mented by using certain hashtags, especial-
ly on Facebook and Twitter. In this part of
the report, we present the main hashtags
and their occasions or stories.
Definition of Hashtag:
A hashtag is a type of label used on social
network which makes it easier for users to
find messages with a specific theme or
content. Users create and use hashtags by
placing the hash character (or number sign)
# in front of a word or unspaced phrase,
either in the main text of a message or at
the end. It is the word that follows the
hashtag (#) symbol, and is used to catego-
rize posts into specific topics that make the
process of searching for and participating in
these discussions easier. The Arabic transla-
tion to Hashtag is labeling which means the
label or sign which identifies something.
When a hashtag is used on social media the
text changes the color indicating it has
become clickable, and when clicked, the
platforms shows all posts that were
published using the same hashtag.

. networks and Facebook accounts
Charge: Facebook!
Governments and security forces in the world dealt with social media platforms with a
degree of cautiousness and monitoring. Palestinian users in particular, have been subject
to censorship, monitoring, and arrests. The number of Palestinian detainees by Israeli
security forces has increased drastically in comparison with last year for posts considered
as inciting especially after the Israeli Prime Minister Benjamin Netanyahu threatened to
.pursue social media activists that provoke incitement and violence against Israelis
On the other hand, the main reason for arrests by the Palestinian security forces was the
.Palestinian division
In this part of the report we present the main documented cases of arrest on backgrounds
of posts on social media networks where punishment exceeded a six months imprison-
!ment sentence
Charge: Facebook!
71. According to Walla Israeli News Website, Israeli security forces have arrested 80 Palestinian young social
media (Facebook) activists since the beginning of 2015 on charges "Incitement and supporting terrorism".
This charge is attached to whoever posts photos of martyrs or posts that support resistance against the
