Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Ожидания Ограничение роста цен на социально значимые пищевые продукты.
Результаты
Рост себестоимости продукции за счет дополнительных

СОЗДАВ, ПРИ ЭТОМ, ЕГО ДЕФИЦИТА?
Как известно, для рыночной экономики характерна прямая связь между ценой и объёмом производства и
обратная – между ценой и объёмом потребления:
При этом, рыночной (равновесной) ценой является та цена, при которой объёмы производства, с поправкой
на логистические, технологические и т.п. потери, равны объёмам потребления:
Соответственно, при искусственном занижении цены административным путём по сравнению с рыночной
(что и является целью ценового регулирования), потребительский спрос, по определению, должен
превышать объёмы производства – через какое-то время на рынке должен образовываться
дефицит. Если на регулируемом таким образом рынке не наблюдается дефицита, это, по определению,
означает, что цены на нём примерно соответствуют рыночным и, фактически, не регулируются.
Исключением из данного правила может быть только ситуация, при которой производство и потребление
искуственно удерживается на одном уровне несмотря на снижение цены. Это возможно лишь в условиях
рационирования производства и/или потребления со стороны государства.

5. ЦЕНОВОЕ РЕГУЛИРОВАНИЕ И ДЕФИЦИТ ГРЕЧКИ
В начале 2011 года из-за неурожая в Украине и РФ предложение гречки на внутреннем рынке
значительно упало и, как следствие, цены на неё за месяц выросли вдвое – до 25 грн/кг.
Правительство навязало производителями меморандум об установлении граничного уровня
оптово-отпускных цен на гречку - 12.60 грн/кг.
В результате возник дефицит: спрос на гречку по заниженной цене значительно
превысил рыночное предложение. Гречневая крупа исчезла с прилавков магазинов, и в
результате потребители утратили возможность приобретать данный продукт. Рынок
вернулся в норму лишь с новым урожаем, восстановившим баланс спроса и
предложения.
Аналогичным образом попытка правительства Юлии Тимошенко ограничить
рентабельность НПЗ в 2005 году привела к острому дефициту топлива.

6. ИЛЛЮЗИЯ КОНТРОЛЯ
Административное регулирование цен создает лишь иллюзию контроля. При прочих
равных, если на рынке нет дефицита, административно установленные цены соответствуют
рыночным, т.е. тем, которые сложились бы и без вмешательства государства.
Это хорошо видно по украинскому и российскому рынкам детского питания. В обеих странах
есть регионы, в которых цены на данную продукцию не регулируются, что позволяет сравнить
уровни цен в условиях регулирования и в условиях свободного рынка.
• По данным Лиги производителей пищевых продуктов, цены на детское питание регулируются в
большей части регионов Украины, исключение составляют Днепропетровская, Волынская,
Винницкая и Кировоградская области. При этом цены в этих областях, в среднем, не отличаются
от цен в остальных регионах.
• Аналогичный эффект на рынке детского питания наблюдается и в России, где наличие либо
отсутствие ценового регулирования данного вида товаров в том или ином регионе практически не
влияет на уровень цен (см. В. Новиков «Региональное регулирование торговых надбавок в Российской
Федерации»).

Цены на большую часть категорий пищевых продуктов, на которые введено государственное
ценовое регулирование, растут быстрее уровня цен в экономике в целом, либо уровня
цен на пищевые продукты в целом. Лишь по некоторым категориям продуктов - а именно,
мяса птицы, яиц и подсолнечного масла - темпы роста цен не превышают, либо
незначительно превышают уровень потребительской инфляции.

При этом, производство продуктов, цены на которые растут медленнее темпов инфляции,

ДАННЫЕ
Фактически, государственное ценовое регулирование не демонстрирует способности к
сдерживанию роста цен на пищевые продукты. По большинству из них цены растут
быстрее общих темпов инфляции. Рост цен на регулируемые продукты после введения
регулирования лишь ускорился, даже с учётом тенденции к общему ускорению роста цен.
При этом, проблемы, вызванные ценовым регулированием, являются одним из
факторов сокращения производства регулируемых товаров, что, из-за сокращения
предложения на соответствующих рынках, приводит к ускорению темпов роста цен на них.
Этого удаётся избежать лишь в тех категориях товаров, в которых высокая международная
конкурентоспособность украинских производителей позволяет увеличивать уровень
производства, несмотря на финансовые потери, связанные с регулированием цен.

Целью регулирования цен на социально значимые пищевые продукты является помощь
малоимущим слоям населения.
Однако в действительности национальное ценовое регулирование:
• повышает стоимость таких продуктов;
• периодически приводит к возникновению их дефицитов;
• в период, предшествующий возникновению дефицита, позволяет обеспеченным слоям закупить
продукт впрок по заниженной цене.
Следует, также, отметить, что список продуктов, подлежащих ценовому регулированию, является
избыточным, нерациональным и не обоснованным научно.

Ценовое регулирование угнетает отечественное производство:
• создает дополнительные издержки на организацию документального сопровождения
товара с целью указания цены производителя и согласования повышения цен;
• блокирует возможность оперативно менять цены в ответ на изменения рыночной
конъюнктуры.
Отдельным источником издержек системы ценового регулирования является коррупция,
для которой эта система создаёт благодатную почву.

19. ПРИМЕР: МОЛОЧНАЯ ОТРАСЛЬ

Ярким примером является молочная отрасль, которая сильно страдает от ценового
регулирования. Производство молока в Украине постепенно снижается, в то время как
импорт стремительно растёт. Устранение ценового регулирования снизило бы
издержки производителей молока и молочной продукции и повысило бы их
конкурентоспособность как на внутреннем, так и на внешних рынках.

20. ОПЫТ РАЗВИТЫХ СТРАН
Развитые страны не используют административное регулирование цен для поддержки
жизненных стандартов малоимущих слоёв населения, полагаясь вместо этого на прямые
социальные выплаты.
Как правило, объёмы таких выплат рассчитываются путём их согласования между бизнесом,
профсоюзами и правительством, без явной привязки к ценам на те или иные товары и услуги.
Однако в некоторых странах – таких как США и Швеция – социальные выплаты зависят от
стоимости определенного набора жизненно важных продуктов, аналогичного по своей сути
украинским спискам социально значимых товаров.
В отличие от Украины, состав соответствующего списка продуктов определяется с
помощью научно обоснованного подхода.

Наиболее близкой по своим задачам к украинской системе регулирования цен на социально
значимые товары является американская карточная система поддержки малоимущих -
Supplemental Nutritional Assistance Program (SNAP).
Департаментом сельского хозяйства США разрабатывается так называемый «План
экономного питания» (Thrifty Food Plan или TFP), представляющий собой максимально
дешёвую потребительскую корзину пищевых продуктов, соответствующих нормам
здорового питания.
«План экономного питания» является национальным стандартом дешёвого питания в США и
служит основой для расчёта сумм, выделяемых на питание малоимущих в рамках SNAP. При
этом не регулируются цены на социально значимые товары, и государство не
вмешивается в процесс рыночного ценообразования.
С 2013 года схожую карточную систему внедряют в Великобритании, где сокращение
бюджетных расходов вынуждает власти проводит оптимизацию социальных выплат.

22. США: СОСТАВЛЕНИЕ «ПЛАНА ЭКОНОМНОГО ПИТАНИЯ»
«План экономного питания» рассчитывается с помощью специальной математической
модели.
В качестве входных параметров модель использует данные о потреблении различных
категорий пищевых продуктов беднейшими слоями населения, стоимости этих продуктов и их
питательных свойствах. Ограничениями, в рамках которых происходит расчёт «Плана
экономного питания», являются официально принятые в США диетические нормы и
рекомендации относительно здорового питания, а также финансовые ограничения,
отображающие ограниченный бюджет бедной части населения.
Модель вычисляет набор пищевых продуктов на одну неделю, соответствующий
введённым в неё диетологическим и финансовым ограничениям и, в то же время,
наименьшим образом отклоняющийся от привычных для населения схем потребления
пищевых продуктов.

23. РФ: РЕГУЛИРОВАНИЕ ЦЕН НА СОЦИАЛЬНО ЗНАЧИМЫЕ ТОВАРЫ
Формальная возможность сдерживания роста цен административным путём существует в
Российской Федерации, где правительство имеет право устанавливать предельно допустимые
уровни цен на определённые товары на 90 дней. Основанием для этого служит рост цен на
30% в течение месяца.
Однако механизм введения предельно допустимых цен в РФ ни разу не применялся на
практике, несмотря на наличие оснований для его применения: например, роста цен на
крупяные изделия на 100-150% в 2010 году либо ежегодного сезонного роста цен на овощи на
50-100%. Российские власти, как и их западные коллеги, предпочитают не вмешиваться
в процесс рыночного ценообразования.
Кроме того, в отличие от Украины, принятый в РФ список социально значимых товаров
сформирован научно обоснованным путём, исходя из необходимости организации
здорового питания при минимальных затратах и удовлетворения базовых пищевых
потребностей всех основных групп населения. К примеру, в него включены баранина, как
основной вид мяса, потребляемый мусульманами, и рыба, как важный для жителей
приморских регионов продукт.

24. РФ: ФОРМИРОВАНИЕ СПИСКА СОЦИАЛЬНО ЗНАЧИМЫХ ПРОДУКТОВ
ПИТАНИЯ
В соответствии с законом 134-ФЗ от 24.10.1997 «О прожиточном минимуме в РФ», расчёт
суммы прожиточного минимума осуществляется с помощью стоимостной оценки
потребительской корзины - минимального набора продуктов питания,
непродовольственных товаров и услуг, необходимых для сохранения здоровья человека и
обеспечения его жизнедеятельности.
Минимальный набор продуктов питания для потребительской корзины разрабатывается ГУ
НИИ питания РАМН с учётом научных рекомендаций по минимально допустимому
потреблению тех или иных продуктов питания, фактического их потребления в малоимущих
семьях, демографических и социально-экономических характеристик населения страны и
различий в потреблении продуктов питания в разных регионах.
Список социально значимых товаров в РФ составлен на основе минимального набора
продуктов питания, входящего в потребительскую корзину, являющуюся базой для
исчисления величины прожиточного минимума на душу населения.

ХЛЕБНАЯ ОТРАСЛЬ – ГЛАВНАЯ ЖЕРТВА ЦЕНОВОГО РЕГУЛИРОВАНИЯ
Наиболее пострадавшей от ценового регулирования является хлебная отрасль, в которой
регулирование цен сопряжено с регулированием объёмов производства
«социальных» сортов хлеба. Доля последних в общем объёме производства отрасли
выросла, по данным Всеукраинской ассоциации пекарей (ВАП), с 20% в начале 2000-х до
порядка 80% в 2010-2012 гг. Такое рационирование производства со стороны государства
позволило установить цены ниже тех, которые сложились бы в рыночных условиях –
по данным ВАП, убыточность отдельных видов «социальных» сортов хлеба превышает
30%.
Результатом такой политики стало отсутствие капиталовложений в отрасль и
постепенное сокращение производства – на 5-8% ежегодно. Средняя тарифная ставка
пекаря в середине 2013 года составляла 1500-1800 гривен в месяц, при средней зарплате
по пищевой промышленности около 3000 гривен – отрасль, фактически, утратила
возможность привлекать компетентный персонал. Среднегодовые убытки хлебзаводов,
в последние годы, по данным ВАП, составляли порядка 500 млн гривен.
Без отмены системы ценового регулирования социально значимых товаров
исчезновение хлебной отрасли в Украине выглядит вполне реальной перспективой.

• Применительно к большей части категорий продукции не повлияет на положение
потребителей и малоимущих слоев населения, или несколько улучшит его за счет
снижения себестоимости производства социально значимых товаров, а, значит, и цен на
них.
• Значительно облегчит положение бизнеса.
• Остановит деградацию и запустит процесс восстановления хлебной отрасли, в
которой одновременное регулирование цен и объёмов производства привело к
хроническому спаду. Однако, в отличие от других регулируемых товаров, цены на хлеб, из-
за регулирования объёмов его производства, действительно занижены по сравнению с
теми, которые сложились бы в рыночных условиях.
• Неизбежна при условии перехода к реально действующей системе адресной поддержки
малоимущих.
• Альтернативой полной отмене ценового регулирования может стать переход на
значительно менее вредоносную российскую систему.

ПРОБЛЕМА ДЕКЛАРИРОВАНИЯ ИЗМЕНЕНИЯ ЦЕН
Отдельную проблему представляет из себя необходимость согласования изменения цен
производителей с государственными органами, которая делает невозможной
своевременную реакцию на изменение рыночной ситуации, влияющей на
себестоимость продукции. Это приводит к финансовым потерям и снижает
инвестиционную привлекательность регулируемых отраслей.
Более того, необходимость согласования роста цен в будущем делает невыгодным их
ситуативное снижение в моменты роста предложения на соответствующих рынках, так как
потом будет сложно вновь поднять цены. В результате, естественный механизм снижения
рыночных цен в периоды высокого предложения - например, сезонного роста производства
- оказывается нарушен и цены не снижаются.
Эти проблемы могут быть разрешены отказом от необходимости согласования изменения
цен.
