Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Convinto sostenitore degli ideali risorgimentali, denunciò la repressione austriaca contro la popolazione veronese dopo l'annessione del Veneto all'Italia nel 1866. Amico di Marco Minghetti e Quintino Sella, fu sostenitore della Destra, nelle cui file sedette in Parlamento come Deputato fra il 1866 e il 1882.
Apprezzato per le sue competenze giuridiche, tributarie e statistiche, rifiutò la carica di ministro che gli venne offerta, preferendo dedicarsi completamente allo studio.
Contrariamente a oggi in cui ci si rifiuta di studiare per dedicarsi alla carica di ministro
Proprio i molti interessi culturali sono la principale caratteristica di Messedaglia: conosceva più lingue, sia straniere sia antiche; pubblicò non soltanto studi statistici ed economici, ma anche scritti omerici e traduzioni in italiano di poesie di Henry Wadsworth Longfellow e di Thomas Moore. Fu in contatto con Carducci e Fogazzaro.
Con la legge 1° marzo 1886, n. 3682 (c.d. "legge Messedaglia") nasce il catasto italiano. Tutti i comuni italiani si dovevano uni-formare alla regola del "nuovo catasto geometrico particellare", che prevedeva la registrazione delle proprietà dei terreni distinta da quella di fabbricati ed istituiva ufficialmente il "catasto edilizio urbano", evoluzione del catasto urbano creato nel 1877, ed il "nuovo catasto terreni".
Quanto a quest'ultimo, si trattava di un catasto geometrico, cioè derivante da rilievo topografico, volto a determinare forma ed estensione delle singole particelle, e particellare, in quanto le singole particelle dovevano essere distinte in funzione del possesso, della coltura e della capacità di reddito
Il decentramento della gestione catastale: il D.lgs. 31 marzo 1998, n. 112
La disciplina del decentramento delle funzioni in materia catastale dello Stato agli enti locali è caratterizzata da una serie di leggi e decreti che si sono susseguiti nel tempo e che ne hanno scandito le linee guida e le modalità operative. La norma legislativa cardine è la legge delega n. 59 del 15 marzo 1997 (c.d. legge Bassanini) che attribuisce al Governo il riordino delle funzioni e dei compiti attribuiti alle Regioni e agli enti locali, in attuazione della quale è stato emanato il decreto legislativo n. 112 del 31 marzo 1998. Esso ha elencato, tra le al-tre, le funzioni mantenute dallo Stato in materia di catasto (art. 65), esercitate anche attraverso l’istituzione di un organismo tecnico (art. 67), nonché quelle da trasferire agli enti locali a partire dal 2001 (art. 66).
Il citato D.lgs. n. 112 del 1998, come modificato dalla legge 27 dicembre 2006, n. 296 (legge finanziaria per il 2007), configura un sistema integrato “Stato - comuni” per la gestione del-le funzioni catastali attribuendo:
allo Stato:
la definizione delle metodologie;
parte della gestione operativa, compresa la gestione unitaria e certificata della banca dati;
il controllo ed il coordinamento del sistema complessivo;
ai Comuni:
parte della gestione operativa (esercitata direttamente - in forma singola o associata - ovvero mediante convenzione con l’Agenzia del territorio, per tutte o parte delle funzioni);
la partecipazione alla determinazione degli estimi catastali.
I dati catastali (relativi agli oggetti) e quelli di pubblicità immobiliare (relativi ai soggetti e di competenza dell’Agenzia) costituiscono l’anagrafe immobiliare integrata.
L'articolo 1, commi da 194 a 200, della citata legge finanziaria 2007 ha modificato alcune norme del decreto legislativo n. 112 del 1998 chiarendo la ripartizione di competenze tra Stato ed enti locali per le funzioni relative agli atti catastali. E’ stata in particolare confermata l’attribuzione ai comuni delle funzioni di conservazione, utilizzazione e aggiornamento degli atti catastali, cioè la possibilità di utilizzare le banche dati catastali, mentre, per quanto riguarda la revisione degli estimi e del classamento, in precedenza attribuita ai comuni, la nuova formulazione ha chiarito che i comuni partecipano al solo processo di determinazione degli estimi, eliminando il riferimento alle funzioni relative al classamento. Tali funzioni catastali possono essere esercitate dai comuni anche in forma associata, o attraverso le comunità montane. La stessa legge ha poi previsto che i comuni - a decorrere dal 1° novembre 2007 - esercitino direttamente le funzioni catastali ad essi attribuite dall’articolo 66 del decreto legislativo n. 112 del 1998, escludendo la possibilità di esercitare le funzioni catastali affidandole a società private, pubbliche o miste pubblico-private, al fine di evitare maggiori oneri per la finanza pubblica. Ai comuni è stata altresì attribuita la facoltà di stipulare convenzioni non onerose con l’Agenzia del territorio, per l’esercizio di tutte o di parte delle funzioni catastali ad essi attribuite, specificando che queste convenzioni hanno durata decennale e sono tacitamente rinnovabili. La stipula di tali convenzioni è possibile con la sola Agenzia del territorio.
Per ottemperare a questo contesto legislativo è stata istituita la "cabina di regia", composta dal Ministero degli affari regionali ed autonomie locali, dall'ANCI e dall'Agenzia del territo-rio. Il 4 giugno 2007 è stato stipulato un Protocollo d'intesa tra l'Agenzia e l'ANCI e, subito dopo (il 14 giugno) è stato emana-to il Decreto del Presidente del Consiglio dei Ministri che prevede il passaggio definitivo delle funzioni catastali ai comuni a partire dal 1° novembre 2007 e che costituisce l'ultima tappa normativa importante per il processo di decentramento indica-to dal legislatore del 1998.
Per individuare la posizione geografica di un bene immobile il catasto produce, pubblica e aggiorna le mappe catastali che hanno un valore geometrico di secondo livello rispetto a quanto riportato negli atti.
Il catasto ha avviato in tempi differenti le attività mensorie e di successiva pubblicazione delle mappe catastali, individuate ciascuna con un numero all’interno di un definito Comune. In alcune parti del territorio lombardo le mappe catastali sono a perimetro chiuso, cioè rappresentano una parte di territorio definita da un insieme di particelle complete; il contorno di tali mappe non è definito dal taglio cartografico e ogni particella è completamente contenuta in un foglio.
In altre parti di territorio (689 Comuni della fascia prealpina) invece, le mappe catastali sono a perimetro aperto, cioè descrivono completamente l’ambito territoriale interno al taglio cartografico, con il risultato che una certa particella può essere rappresentata per parti su due o più fogli.

Art. 52. Accesso telematico e riutilizzo dei dati delle pubbliche amministrazioni
L'accesso telematico a dati, documenti e procedimenti e il riutilizzo dei dati e documenti è disciplinato dai soggetti di cui all'articolo 2, comma 2, secondo le disposizioni del presente codice e nel rispetto della normativa vigente. Le pubbliche amministrazioni pubblicano nel proprio sito web, all'interno della sezione "Trasparenza, valutazione e merito", il catalogo dei dati, dei metadati e delle relative banche dati in loro possesso ed i regolamenti che ne disciplinano l'esercizio della facoltà di accesso telematico e il riutilizzo, fatti salvi i dati presenti in Anagrafe tributaria.
I dati e i documenti che le amministrazioni titolari pubblicano, con qualsiasi modalità, senza l'espressa adozione di una licenza di cui all'articolo 2, comma 1, lettera h), del decreto legislativo 24 gennaio 2006, n. 36, si intendono rilasciati come dati di tipo aperto ai sensi all'articolo 68, comma 3, del presente Codice. L'eventuale adozione di una licenza di cui al citato articolo 2, comma 1, lettera h), è motivata ai sensi delle linee guida nazionali di cui al comma 7.
Nella definizione dei capitolati o degli schemi dei contratti di appalto relativi a prodotti e servizi che comportino la raccolta e la gestione di dati pubblici, le pubbliche amministrazioni di cui all'articolo 2, comma 2, prevedono clausole idonee a consentire l'accesso telematico e il riutilizzo, da parte di persone fisiche e giuridiche, di tali dati, dei metadati, degli schemi delle strutture di dati e delle relative banche dati.
Le attività volte a garantire l'accesso telematico e il riutilizzo dei dati delle pubbliche amministrazioni rientrano tra i parametri di valutazione della performance dirigenziale ai sensi dell'articolo 11, comma 9, del decreto legislativo 27 ottobre 2009, n. 150.
L'Agenzia per l'Italia digitale promuove le politiche di valorizzazione del patrimonio informativo pubblico nazionale e attua le disposizioni di cui al capo V del presente Codice.
Entro il mese di febbraio di ogni anno l'Agenzia trasmette al Presidente del Consiglio dei Ministri o al Ministro delegato per l'innovazione tecnologica, che li approva entro il mese successivo, un' Agenda nazionale in cui definisce contenuti e gli obiettivi delle politiche di valorizzazione del patrimonio informativo pubblico e un rapporto annuale sullo stato del processo di valorizzazione in Italia; tale rapporto e' pubblicato in formato aperto sul sito istituzionale della Presidenza del Consiglio dei Ministri.
L'Agenzia definisce e aggiorna annualmente le linee guida nazionali che individuano gli standard tecnici, compresa la determinazione delle ontologie dei servizi e dei dati, le procedure e le modalità di attuazione delle disposizioni del Capo V del presente Codice con l'obiettivo di rendere il processo omogeneo a livello nazionale, efficiente ed efficace. Le pubbliche amministrazioni di cui all'articolo 2, comma 2, del presente Codice si uniformano alle suddette linee guida.
Il Presidente del Consiglio o il Ministro delegato per l'innovazione tecnologica riferisce annualmente al Parlamento sullo stato di attuazione delle disposizioni del presente articolo.

Art. 59 Dati territoriali
7-bis. Nell'ambito dei dati territoriali di interesse nazionale rientra la base dei dati catastali gestita dall'Agenzia del territorio. Per garantire la circolazione e la fruizione dei dati catastali conformemente alle finalità ed alle condizioni stabilite dall'articolo 50, il direttore dell'Agenzia del territorio, di concerto con il Comitato per le regole tecniche sui dati territoriali delle pubbliche amministrazioni e previa intesa con la Conferenza unificata, definisce con proprio decreto entro la data del 30 giugno 2006, in coerenza con le disposizioni che disciplinano il sistema pubblico di connettività, le regole tecnico economiche per l'utilizzo dei dati catastali per via telematica da parte dei sistemi informatici di altre amministrazioni.
La base dei dati catastali, gestita dall'Agenzia delle Entrate, rientra, ai sensi dell'art. 59 c. 7-bis D.Lgs. 07/03/2005 n° 82 e successive modificazioni, nell'ambito dei dati territoriali di interesse nazionale.
La fruizione di tali dati, in modalità telematica, è disciplinata dal Decreto del Direttore dell'Agenzia del Territorio 13/ 1112007, recante "Definizione delle regole tecnico - economiche per l 'utilizzo dei dati catastali per via telematica da parte dei sistemi informatici di altre amministrazioni'', emanato in attuazione al citato art. 59 c. 7 - bis del D. Lgs. 82/2005 (Codice dell'amministrazione digitale, di seguito CAD).
La base dei dati catastali, costituita dall'insieme delle informazioni amministrativo - censuarie, grafiche e cartografiche, relative alla totalità dei beni immobili geograficamente localizzati in ambito territoriale comunale, è resa disponibile gratuitamente, ai sensi de Il' art. l del richiamato Decreto Direttoriale, alle Pubbliche Amministrazioni di cui all'art. l c. 2 D. Lgs. 30/03/20013 n° 165, ove necessaria per lo svolgimento, diretto o per il tramite dei soggetti dalle stesse delegati, dei compiti istituzionali e nel rispetto della normativa in
materia di protezione dei dati personali e della normativa di riutilizzo dei dati e delle informazioni catastali.
L'art. 5 delle Condizioni generali di servizio per la fruizione della base dei dati catastali, sottoscritte dal Comune per accedere alla base dei dati catastali, prevede espressamente che "L 'Ente s'impegna ad utilizzare i dati forniti esclusivamente in conformità agli scopi istituzionali per i quali gli stessi sono stati richiesti e nel rispetto della normativa vigente, anche in tema di riutilizzazione. Per l 'accesso al servizio di interscambio l 'Ente può utilizzare altra amministrazione pubblica in qualità di intermediario strutturale, previa comunicazione al! 'Agenzia delle Entrate. Fatto salvo quanto previsto al comma precedente, l 'Ente non può consentire l'accesso o l'utilizzo diretto o indiretto dei dati catastali da parte di altri soggetti''.
Si rileva infine che il provvedimento del Direttore dell'Agenzia del Territorio 19/03/2003, pubblicato sulla Gazzetta Ufficiale no 74 del 29/03/2003, disciplina la vendita della cartografia catastale sia in formato cartaceo, sia sotto forma di file, con prezzi differenziati per le Pubbliche Amministrazioni e per i privati.
Da quanto sopra rappresentato, si evince che la cartografia, a cui l'Ente accede gratuitamente per i propri fini istituzionali, non può essere resa disponibile, ancorché in forma gratuita, a soggetti terzi e/o sul sito internet dell'Ente, neppure integrata nei sistemi GIS o SIT predisposti dall’'Ente medesimo.
Nello spirito di fattiva collaborazione, si invitano i Comuni e la Provincia in indirizzo ad attenersi a quanto esposto e, nel caso in cui sia presente, a rimuovere la cartografia catastale dal proprio sito.
Limiti amministrativi
Particella catastale: porzione continua di terreno, ubicata nello stesso comune, che appartiene allo stesso proprietario, della stessa qualità di coltura e della stessa classe di produttività.
I danni sono incalcolabili perché pervasivi di tutti i settori, sia in termini di sprechi di risorse che di mancati introiti
