accelerators in Singapore along with significant investments in the
ecosystem.

HSBC and numerous other international financial organizations.

• Singapore has emerged as a hub for ICOs, thanks to its convenient taxation
rules and supportive government stand towards fintech
• The city-state’s central bank and financial regulator the Monetary Authority of
Singapore issued a set of guidelines for token sales in November 2017, noting
that the regulator “does not regulate virtual currencies; in fact, we welcome
them as an innovation that can potentially reduce the cost of financial
transactions. But we regulate the activities that surround virtual currencies
if these activities pose specific risks.”
• Singapore is viewed as an attractive jurisdiction to conduct a Token Generation
Event (TGE) because, among other things; it is easy to incorporate an entity in
Singapore; and the MAS has taken the position (as of 1st August 2017) that it will
not regulate the offer or issue of digital tokens provided the digital tokens do not
constitute products that are regulated under the Securities and Futures Act (Cap.
289) (“SFA”) in Singapore. The lack of express prohibition on the issuance of
digital tokens and the perception that decentralised cryptocurrencies are
considered unregulated assets is therefore the reason Singapore, along with
Switzerland, has been identified by many as a ‘crypto-haven’.

• In Q1 2018, the tally for funds raised via ICOs globally
was $6.3 billion, surpassing all of 2017’s total. (More than
$1.7 billion of the Q1 total was from Telegram, but the number of token sales
is set to exceed 2017 levels as well.)

of the 53 successful ICO campaigns launched and are
still in game)

• There are as many as 50 startups that are working on
blockchain-based technologies in Singapore. That should
help making financial transactions and processes more
transparent, resilient and at a lower cost.
• Due to Singapore’s business-friendly environment, it hosts a
large number of new blockchain startups. According to Ravi
Menon, the Managing Director of Singapore’s Monetary
Authority of Singapore (MAS), there are as many as 50
startups that are working on blockchain-based technologies, a
report by «blokt» says.
• A growing blockchain ecosystem supports these startups;
Singapore’s local universities are researching the technology,
venture capitalists are eager to invest, and large tech firms are
exploring use cases of blockchain as well.

• Project Ubin is a collaborative project with the industry to explore
the use of Distributed Ledger Technology (DLT) for clearing and
settlement of payments and securities.
• “SGD on Distributed Ledger” - an introduction to Distributed Ledger
Technology (DLT), and provide an understanding of the prototype
developed in Project Ubin for inter-bank payments using DLT.
• Project Ubin demonstrated the commitment of MAS and the industry to
co-create concrete use-cases for technologies such as DLT.
• Central banks like MAS can play a bigger role beyond just providing
research funding: collaborative projects such as Project Ubin support
the creation of open Intellectual Property and foster collaboration
between industry players, creating a vibrant, collaborative, and
innovative ecosystem of financial institutions and FinTech companies.
• Some Project Ubin participants have since embarked on projects that
are inspired by this collaboration. We hope that this project will further
encourage other financial institutions to explore and experiment with the
use of DLT, and the report lists.

Research group that works in collaboration with the Port Authority
of Singapore (PSA), the Economic Development Board (EDB),

government authorities, academia, and other industries to foster
innovation in the region and to make Singapore a pioneer in FinTech

• Insurance Market, an online insurance brokerage based in
Singapore, has launched Inmediate, a collaborative
ecosystem from blockchain-based insurance.
• Inmediate is also supported by blockchain platform
Zilliqa, Deloitte, and FWD Insurance. According to a press
statement by Insurance Market, four more insurers will join in
the pilot phase of the project, which is expected to last until the
first quarter of 2019, and the network aims to eventually be
available to all insurers and distributors in Singapore, Asia,
and beyond.
