This document discusses animal welfare challenges in Portugal like over 1 million stray animals and 100,000 killed in pounds annually. It presents Animais de Rua, an organization addressing this since 2005 by sterilizing and treating over 12,000 feral animals while raising awareness. The organization finds foster homes and permanent adoptions for over 300 animals yearly through home assessments, matching animals and owners, and providing medical care and support. Fostering has advantages over traditional shelters by being cheaper, allowing individualized care in homes spread out, and reducing stress for accurate assessments leading to fewer behavioral issues. Maintaining reliable fosterers and support structures is key.
