This document provides a history of the transition of an animal shelter from being run by code enforcement to being overseen by the police department with the goal of becoming no-kill. It summarizes the steps taken from January 2011 onward to reform shelter operations including shutting down the gas chamber, networking with rescues and volunteers, promoting adoptions, and increasing the live release rate from 97.5% in the first year to 98.5% in the second year. The document celebrates saving over 2000 animal lives in the first 3 years of the shelter operating as no-kill.
