• WAHO Primary Health Care approach & Health Systems
Strengthening : HSPR to strengthen Health Systems
• Beginning: Dialogue (November 2011): Governance and
Equity in health systems Programme of IDRC
• WAHO as a regional institution is able to conduct the
regional project
• How to establish Dialogue between Researchers and Decision
Makers at the beginning and during the implementation of
research projects?
• How this relationship could improve use of evidence to
strengthen implementation of health programmes and
policies?
• Operational principle : Learning by doing

Overall objective
To support a West African initiative that
contributes to establishing a body of
knowledge about strengthening
equitable health systems that is in turn
used to influence national and local
programs and policies.

Specific Objectives
• Generate an evidence base of rigorous and relevant
research results addressing specific health systems
problems that can be used to inform policy
development and implementation
• Strengthen relationships across multi-stakeholder
groups of researchers, practitioners and decision-
makers with the responsibility for addressing the
specific problems that have been identified

Specific Objectives
• Build the capacity of junior researchers through
provision of bursary support as part of each grant
• Promote regional collaboration for policy influence
through strengthening relationships with the West
African Health Organization, regional leaders on
health systems and researchers engaged through this
project in health systems research

• Support the development of strategic
outputs that can inform policy and
practice based on the results and lessons
learned, e.g. policy briefs, peer reviewed‑
articles, and a special supplement on
research results.

Establishment of Regional Consultative
Committee (RCC)
• Roles of RCC:
• Contribute to Regional reflection & orientation,
• Technical support to research teams (mentoring),

Establishment of Regional Consultative
Committee (RCC)
• Successes:
– Commitment in participating in several steps of the regional project:
Research design and implementation, MLE diagnosis analysis
– One of members is the President of 3rd
Global Symposium
– Encouragement of individual or group initiatives from members
(case of Pr. Irene Agyepong at UG* - )
– More involvement is expected for the future - Opportunity to
contribute to the new Project
• Challenges:
– Availability of members
– Need to formalise their status
– Interest conflict is prohibit (1 case)

– Support for finalization of proposals (from IDRC international

charge of PHC and Research/HIS
• Activities integrated in WAHO annual plan

• Formal letters sent to MOHs to introduce research teams
– Briefing visits made to the MOHs
– This regional project contributed to inspire WAHO in
obtaining a new regional project from IDRC (maternal,
Newborn and Child Health)
– Production of an Abstract and an Article on Steering

• Support from WAHO/IDRC to Research Teams:

– Establishing Steering Committees
– Financial support to CPED and NP (to publish findings)

• Successes:
– Introduction Research teams to Ministries of Health by WAHO
– Catalyzing relationship between Research teams and Technical
Experts by WAHO
– All Research Team validated their proposals with National
Ethic Committee
– Establishing Steering Committee:
o Under MoHs Authorities
o Composition: several stakeholders
o At least three meeting were hold for each Research Team – TOR
clarified, inputs integrated in the process, etc.

• Successes:
– Preliminary results from analysis published:
oCPED (policy briefs), Dissemination of results in 25 LG in
Delta State; Interest from Federal MoH
oSERSAP (Regional Conference on Health District and
Decentralization); the proposed Health District
Evaluation Approach in ongoing to be considered by
MoH. Dissemination workshops started.
oNorthern Polytechnic: Policy Brief, Article finalized.
Dissemination workshop done with commitment of
Bomabali District Council for local development plan
oCREFDES: Policy Brief, Articles ongoing; Interest from
MoH and MF: Hospital Reform (# specialists VS
Performance)

• All Research Projects are providing interesting findings which are
ongoing to be used by decision Makers;
• Existence challenges vary according to the context of
implementation of each Research Team;
• Importance to be more objective and more practical about next
steps: ensuring production of results, approach to sharing results
and using findings to influence policy and health programs;
• This Regional Initiative need to be extended taking into
consideration lessons learnt from it.
