SWCLC August meeting held via Zoom. The following measures were discussed and voted on. The
Council also enjoyed an update from Jennings Immel, U.S. Chamber of Commerce, on issues pending
before the Federal Government regarding further aid packages from Congress and the outlook for U’S.
businesses.

Legislative Item #1 Where we started
At last count there were some 5,426 measures introduced in the 2019-2020 legislative session – 3,374
Assembly Bills (AB), 1,712 Senate Bills (SB) and a variety of ACR’s, AJR’s, HR’s, SCR’s etc.
This year the SWCLC adopted positions on 90 bills, supporting 39 and opposing 51. By the time
crossover hit, that number was whittled down to 39 bills, 7 of which the Council supported, 32 were
opposed.
The final rush to close produced only 12 of the original bills, 4 supported and 8 opposed of the original
number, the rest having either succumbed along the way, or had been amended (gutted & amended)
past recognition. This session produced the greatest number of significantly amended bills we’ve sson
in the 15 year history of the Council – mostly allowing lawmakers to try to exploit the COVOD crisis to
their benefit.
