On 30/10/2024 we received a report from Melia Security Manager who claimed that an electrical cable (three
phase) had been found cut in their area which is near the construction site. The Melia security manager that
they discovered damage to the cable after their water systems were shut down for a whole day and then in the
inspection they found that the cable had been cut off in the area.
Immediate Cause(s):
 SECURITY NEGLIGENCE.
It was observed that the Costal security guard were in site and were taking the full responsibility of
securing the construction premises.
The act of the wheelbarrow being removed from the area they guard shows that there was a great
deal of negligence for the guards on duty. Refer to the same previous incident on 16/05/2024

COST OF MAINTAINANCE. To be described by Melia maintenance team.
Root Cause(s):
 LACK of INTEGRITY AND HONESTY THE SECURITY GUARDS,.
 In fact, there is every indication that this event was carried out with the cooperation of the guards on the
night shift. It should be noted that in the past the incident of a store being broken into and items taken
while security guards were on duty.
 It should also be noted that on July 15,2024 80 bags of cement and 20 marine woods was stolen at
Pongwe site store where guards were fully occupied to bring the car into the project store and make the
incident and went away. Refers to the attached file bellow:

 This makes also questions that since the store was broken into and the items stolen, we decided to
implement Massai (watcher) on the site to maintain security and since then there was no incident of theft
until the Costal security leader forced CRJE to remove Massai from the site on October 11 2024. so why
does their leader forced to remove Massai in the site?…And why does the incident happen after Massai
was removed…? It is clear that the incident couldn’t be happen by lucky but could have been planned
by guards in cooperation with some worker.
 There is evidence that a wheelbarrow has been found at the scene, and it seems that the wheelbarrow
have been used to move items from the construction site. This raises the specter that the event's
occupants are working in 15 villas project.
 Whoever during the investigation, it was observed that some wheelbarrow was kept in site at night.
Store keeper is hallways supposed to keep all work equipment in the designated storage room after work
but he did not what is supposed to be done instead he keep some wheelbarrows in site of which so used
to transfer construction material from site at the midnight. This shows exactly the involvement of guards
in this event.

will agree to hold CRJE in ensuring it is focused on

Whoever, the new security company shall cooperate closely with
CRJE safety and security team to improve and maintain a
proactive safety and security in the construction site and keep
positive reputation to the Melia hotels.
