This document discusses safety programs and management in organizations. It defines safety and outlines the goals of establishing safety functions like formulating policies, procedures, communication, and motivation. It describes objectives of safety management as preserving assets and human resources by reducing costs from injuries. Various roles in safety management are discussed, including those of managers, safety officers, supervisors, and workers' attitudes. Elements of an effective safety organization and approaches to accident prevention are also presented.

Safety
The elimination of hazards or their control to the
levels of acceptable is tolerance as determined by
law, regulations, ethics, personal requirements,
scientific and technological capability,
experimental knowledge, economics and popular
practice.

Industrial Safety :
Industrial Safety refers to prevention of
employees from accidents and physical injuries
arising out and in the course of their work.
Prof. Dr. Md. Mamunur Rashid, 2017
4. 4
Safety Management:
Safety management is that function which exists
to assist all managers in better performing their
responsibilities for operational system design and
implementation through either the prediction of
management system deficiencies before errors
occur of the identification and correction of the
management system deficiencies by professional
analysis of accidental incidents ( performance
errors).

Safety Functions:
Safety management is a process of identifying and
eliminating hazards that causes human injuries or
property damage in an organization through:
• Formulate safety policy and effective planning
•Adopt effective procedure for the implementation
of the policy.
•Organizing the resources
• Communicating the effects of unsafe act and
unsafe working conditions.
• Motivating the workforce
•Controlling the deviations.
Prof. Dr. Md. Mamunur Rashid, 2017
6. 6
Goals of Safety Organizations
• Promote the advancement of the safety /loss
control function through the application of
management principles.
• Provide educational growth in the
philosophy and concepts of the society
relating to the integration of all aspects of
safety in to all functions and activities of
management.
Prof. Dr. Md. Mamunur Rashid, 2017

Goals of Safety Organizations (Cont’d)
• Conduct or sponsor research projects
designed to identify new techniques and
methods for improving management
activities relative to error-free performance.
• Assure broad dissemination and
implementation of the society’s philosophy
and concepts for enhancement of safety
management profession.
Prof. Dr. Md. Mamunur Rashid, 2017

Objectives of Safety Management:
• To preserve the physical assets from unsafe
conditions.
• To prevent the human resources from unsafe act
resulting from unsafe act resulting injuries or death.
• To reduce the operating cots resulting from
compensation paid or cost of property damages.
• To save the life and limbs of workers
• To protect the production from discontinuity
• To decreased labor turnover.

Workers Attitude Towards Safety
• He/she may consider the unsafe way easier, less
troublesome or faster.
• To him/her the unsafe way the best way.
•He/she may consider him/herself worthy enough of
of taking his/her own care.
• He/she may think that safety measures are
unnecessary.
• It may be that he/she at all does not know.
Prof. Dr. Md. Mamunur Rashid, 2017

Role of Management
• To provide a guide line.
• To attach great importance to safety and health.
• Affords maximum safety to the personnel and
minimize operational risks.
• A safety committee is to be formed to monitor all
activities of safety .

Managers Participation in Safety:
Typical pitfalls
o Absence of a meaningful policy on safety.
o Policy exists-but only on paper. Managers
do not take cognizance of it.
o Managers take cognizance; but play a
passive role and prefer to sit on the fence.
o Poor communication on shop floor.
o Inhibition towards change.
o All managers are not good managers.
oEven good fail to manage safety well.
Prof. Dr. Md. Mamunur Rashid, 2017

Common Features for Safety & Health
@ Work
o The responsibility to prevent accidents and health
hazards is placed squarely on the employer.
o The state will prescribe standards.
o The worker has the right to know about the
dangers at work and participate in safety measures.
o Training of workers and supervisors in safety and
health is the duty of the employer.
o Liability in case of accidents, health hazards or disasters
rests with the highest level of management and cannot be
passed on to junior levels.
o Safety of the community-prevention and control of major
hazards is included in safety legislation.
Prof. Dr. Md. Mamunur Rashid, 2017

The Elements of a Safety organization
are:
oTop management leadership.
o Adequate funding.
o Participation and involvement of senior
managers.
o Adequate control
o System to check, monitor and ensure safe
working conditions.

Safety Committee:
It is a group of individuals who
provide staff support to the line
organization in support of safety
effort.

Purpose of Safety Committee:
To review policy and provide
recommendations and advice on
health and safety policy and to
provide institutional oversight of a

Ergonomics
Ergonomics is the subject, which deals
with measurement of human muscular
power. Ergonomics aims at efficient and
economic use of human muscular power.
Prof. Dr. Md. Mamunur Rashid, 2017
28. 28
Objectives of Ergonomics
To comprehend and chalk out plans taking due
account of the human behavior and reactions
including mental capacity. This approach puts a
firm check on human errors and helps to develop
optimum and convenient solutions to human
factors engineering problems.
To effectively help in the engineering design of
plants , tools and equipments conforming to the
physical standards of the workmen or the
operators.
Prof. Dr. Md. Mamunur Rashid, 2017

Applications of Ergonomics
The arena of application of ergonomics is
quite large which encompasses mainly job
stresses including harmful stimuli caused due to
unfavorable working conditions and
environment.
The application of ergonomics helps to solve a
plethora of problems related to work tolerance,
design of tools and machineries, work benches
etc.
Prof. Dr. Md. Mamunur Rashid, 2017

Applications of Ergonomics
Optimization and efficient use of human
energy, design of controls, manual handling,
lifting and hauling of materials and machines etc.
come under the purview of the applications of
ergonomics.
Engineering can fairly address the problems
arising due to harmful nose levels, improper
illumination including glares, severe
temperatures conditions as well as uncomfortable
and inconvenient work positions etc.
