This report documents war crimes committed in eastern and southern Ukraine in 2014 by Russian soldiers and pro-Russian separatists, including unlawful detentions, physical and mental torture, robbery, and murder. It is based on over 60 interviews with victims and outlines specific crimes, locations, and perpetrators, while intending to submit evidence to the International Criminal Court. The authors emphasize that the conflict constitutes a war between states due to the involvement of Russian military forces and equipment.
