This document outlines rules and regulations for private candidates wishing to register for national teacher training college (TTC) examinations in Rwanda in 2012. It provides information on eligibility requirements, the registration process including locations and dates, examination codes and subjects, and guidelines for reserving marks from previous years. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

RULES AND REGULATIONS FOR PRIVATE CANDIDATES WHO WISH TO
REGISTER FOR TTCs NATIONAL EXAMINATIONS, 2012
1. Those eligible to register as private candidates for TTCs Examinations are:
1.1. People who want to re-sit national examinations that they did not pass or those who wish
to get better marks.
1.2. Those who hold certificates of: A3, A4, D4, D5, ENI, EMP, EMM, EAP, EMA, ENA,
ENTA, Familiale, CERAR, CERAI or those who have equivalent certificates and wish to
obtain a Primary Teacher Certificate at the level of A2.
1.3. Those who want to switch to an option/combination closely related to the one studied
earlier (closely related combinations have in common at least one subject such as
Psychology, Philosophy, or Sociology). Those who did not do closely related combinations
should have spent at least two years preparing themselves for that combination. That is to
say, the candidate should have completed S6 in 2009.
2. Requirements for registration
2.1. Original national identity card or its replacement; and its copy which remains in
the candidate’s file at KIE head office.
2.2. Original Certificate and its copy to be put in the candidate’s file. Those
who sat for National Examinations can present their result slips or other documents issued by
the Rwanda Education Board (REB) or other examinations bodies.
2.3. Three recent identical coloured passport photos, clearly showing both ears to
be attached on the registration forms.
NB: Long photos that are cut to serve the purpose at registration, those that are not
identical or those that were used earlier, are not acceptable.
2.4. Evidence of payment of a non-refundable registration fee of fifteen thousand
Rwandan Francs (Rwf 15.000) on KIE account No: 0010013800790601 located in
ECOBANK. This amount should be paid after the candidate is sure that his/her documents
are valid.
NB: -Forgery leads to disqualification of the candidate even if it is discovered after
registration or after examinations.
-Whoever pays when his/her documents are not valid will not be refunded.
2. 3. Registration
3.1. Every candidate must register for him/herself. No one can be registered in his/her
absence, whatsoever.
3.2. Registration of private candidates will take place in the following areas:

3.3. Every candidate registers at the registration TTC where he/she will sit for the TTCs
National examinations.
3.4. Registration of private candidates will be done from April 16th up to May 18th, 2012. After
this date, no candidate will be registered.
3.5. A private candidate’s index number comprises the code of the district in which the
candidate is registered from and where he/she will sit for the TTCs National examinations,
plus letters: PC (Private Candidate), combination and the candidate’s individual number. For
example 0102PC/ TSM/023; 0205PC/TML/008; 0301PC/TSS/010.
N.B: The two registration forms must be filled by the candidate in the same way.
4. Practical examinations
4.1. All Private candidates will sit for practical examinations related to teaching in classroom
according to their choosen combiations (see appendix 1).
5. Reservation of marks
5.1. Marks that can be reserved are those a candidate attained in 2011 national examinations
only.

3. 5.2. A candidate is allowed to reserve from grade C upwards. The rest of the examinations
have to be repeated by the candidate. All in all, a candidate has to re-sit not less than 2
examinations. Appendix 2 shows the examinations that will be done in the TTCs’
Combinations.
5.3. A candidate who intentionally reserves a grade or grades which he/she didn’t
obtain will get Fail in that subject. Similarly, if a candidate reserves a grade and sits the same
paper, he/she will get Fail in that subject.
6. CONCLUSION
6.1. In choosing combinations in the Kigali Institute of Education or in its Affiliated Colleges
of Education, private candidates are advised to seek information from individuals who are
knowledgeable in the subjects related to their respective combinations.
6.2. A private candidate who registers must respect all rules and regulations governing
national examinations. Failure to oblige, a candidate is punished by the law that establishes
Kigali Institute of Education (KIE) and regulations governing national examinations in
Rwanda.
