  Team Salary

Team Salary: At the beginning of each season, when free agency opens,
all teams will be allotted their salary. All salary is accounted for and at
no point will it be rounded up or down.

 Rollover Salary: Any money remaining from the previous season can be
used toward the next season.

DSB: (War Chest) Teams will have a "war chest" which will keep their

ends, but can withdraw any amount at any time. The max a team can

About Contract Buyouts: Teams can buyout player's contracts before the
trade deadline. The team will pay 50% of the players Avg salary for all
years remaining and the player will go to free agency. After a season

ends the next season's buyout will be available to use immediately.

Contract Buyout Eligibility: Players must be on the team's roster for a
minimum of 2 FULL match-ups to be eligible for a contract buyout.
Buyouts cannot be used on the following players:

      Age
DSF: 335+
Contract Buyout Settlement: A team has the option of settling the
contract in a lump sum or if the player has more than one season left on
his contract the buy-out money can be distributed over the remaining
seasons (50% off each season remaining). If money is owed (because of
Avg Salary) the team can distribute the money over any guaranteed years
remaining. If any cash is credited it will come off the player's remaining
salary.

No set-off: If a player's contract is bought out by a team, and the player
is signed through free agency, the player’s original team cannot set-off
the difference of contracts.

Resigning: After a player has been released and a team's buyout was
used, the releasing team cannot bid on the player in free agency for 21
days.

Contract Voids: If a player retires or his contract is voided by his "real"
team for any reason, an owner has the option to void the player’s
contract within 14 days of the official retirement/void announcement.
Once a player’s contract is voided the team no longer has any rights to
the player and the player is now a F/A. The releasing team cannot resign
the player in free agency for 90 days.

Retired Players Clause: Each years salary that is voided will be the
players avg season salary and any remaining money will be owed. The
following is a list of the number of years that can be voided for a players

  Contract Structuring

( DSH, DSB, and DSF )

About Structuring Contracts (Optional): When a team signs a contract
that is more than 1 year, team owners can structure the contract. The
contract must ascend or descend. Consecutive seasons can have the same
salary amount. The way a contract is structured cannot change for any
reason.

25% Rule: The Max/Min from season to season in the contract cannot be
more than 25% of the Avg salary. If 25% of the Avg salary is less than $1M,
$1M may be used.
$
Maximum and Minimum Salary: The salary per season cannot exceed the
league maximum salary. No salary can be less than the 1 year minimum
in
i any of the structured years.
Example: 5 years/$10M per ($50M total). Salary from year to year cannot
be more than a $2.5M increase or decrease (25% of $10M (Avg salary) =
$2.5M). year-1:$6M, year-2:$7.5M, year-3:$10M, year-4:$12.5M,
year-5:$12.5M.


  Team Options
  T


DSH & DSB ONLY!

Team Options: Team Options can be offered when signing free agents. If
a
P team does not pick up a player's option the team will pay the player a
$500k buyout and he'll become an unrestricted free agent. Team Options
will
w not lengthen an original contract for RFA status or any other reason.
Team Option Amounts: Option years will have a base salary using the
player's highest single season or Avg season salary (whichever is highest)
plus an additional 25%. The 25% of salary will have a minimum of $1M and
maximum of $4M when adding to the player's base salary.

Bidding Options: When a team uses a team option -only- to outbid, the
buyout will increase $500k each time the team matches the bid with an
option on that free agent.


  Rosters - DSH
Active and Inactive Roster

Active: 12 man roster - PG SG SF PF C F G UTIL UTIL 3BN. A team must
have 12 players on their active roster, although can drop to 11 players up
to
t two weeks at a time.
Inactive Reserve (IR): Teams can have up to 3 players inactive whether
their NBA status is active, injured, or suspended. These players won’t be
eligible during your weekly match-up and will count against your salary
cap. Each Sunday by 11:59pm EST, owners must post on the forum any
changes with their active/inactive players.
 Inactive Reserve Exceptions
Injured Player Exception: A team may activate an IR player during a
match-up if an active player gets injured. Injured players must have a
red box next to their name in yahoo or have an injury report approved by
the President.

Suspended Player Exception: A team may activate an IR player during a
match-up if an active player gets suspended. The suspension must be 3 or
more games and not have been appealed by the player.
m
Hardship Exception (Extra IR Spot): If a team with three injured players
on their IR (and a full 12-man yahoo roster) has a fourth player that
suffers an injury, the team will be allowed to have a fourth player on
the IR. Once one of the players is no longer injured, the team must cut
back to 15 players again. The TC will approve the Hardship Exception if a
team requests it.


D-League
Players: DSH teams can have up to 2** players in the D-League.**See
Trades Below.

Eligibility: Only players that are in their first or second NBA season are
eligible for the D-League.
e
Salary: All D-League players will use a team’s salary cap.
Assignment: In the off-season (up until 2 weeks before the first match-
up) all teams must assign players to their D-League roster. This is the
only time players may be assigned to the 2 D-League roster spots.
o
Call-up: Once a player is called up from the D-League during the season,
he
h cannot be sent back down.
**Trades: During the season if a player listed on the D-League Roster is
traded, that player may remain listed on the new team's D-League
regardless if the new team has 2 players or not. Extra D-League players
do not effect the 12-Man active roster. When submitting D-League
players the following season, only 2 players can be assigned.
 Free Agent Deadline Exception

Free Agent Deadline Exception: After the deadline, if a team has a
player get injured the team can make a roster move to cover the injured

player.

The player signed will use cap space and be signed to a 1 year/$1M

40-Man Roster (Major League)

30 man rosters in Yahoo: C 1B 2B 3B SS LF CF RF INF OF UTIL, 5-SP, 5-

Match-up Roster Size: All teams can have a minimum of 25 and
maximum of 30 players for each match-up.
m
Max Pitchers on Roster: Teams cannot have more than 16 pitchers
active on their 30-man roster.

Mandatory Players: Teams are required to fill all their active roster
spots during match-ups. Any team that has an inactive player/injured
player/empty spot for 7 days will be issued illegal roster fines.


40-Man Roster (AAA Minor League Roster)

About Optioned Players: When a player is on the 40-man roster but not
on the active 30-man roster, he is on an optional assignment. During an
option year, the team may freely move the player between the major
league team (30-man in yahoo) and their minor league AAA team (10
players not in yahoo).

Eligible Players: any player that has less than 5 MLB years (1 game is
considered a year), listed on the 15-Day DL, or a player with 5+ MLB
years that has cleared waivers.

Active/Inactive Moves: Each Sunday by 11:59 pm EST, owners must post
on
o the forum any changes for their 40-man roster and update the IR-List.
Injuries: During a match-up if a player gets injured and has a DL next to
his name, teams may immediately call up a player in their minors (A or
AAA) to replace him.
A
Player Suspensions: If a player is suspended for six or less days, he must
remain on the active 30-man roster or he can be waived. If the player is
already on a minor league team he does not have to be called up.***For
A and AA Minor League Roster rules refer to the "Minor Leagues and
Rookie Draft Section"***
 Disabled List

15-Day DL: Players on the 15-day disabled list can be removed from the
30-man roster, but are still a part of the 40-man roster. Once a player is
removed from the real 15-day DL, teams must activate the player within
48
4 hours if he is not eligible to stay in the minors.
60-Day DL: Any player on the 60-Day DL frees an additional spot on the
40-man roster. A team may call up a minor leaguer or sign a free agent
to replace this player. When the injured player comes off the real 60-day
DL, the team must make room and cut back to a 40-man roster within 48
hours. Players on the 60-Day DL will still use team salary. There is no
limit on the number of players on the 60-Day DL per club.
Rosters - DSF
Active Roster

About Rosters: There can be no more than 25 players on an active team
roster and no less than 20.

Offense: QB, 2-WR, 2-RB, TE, W/T, W/R, and K
Defense: DST, 2-LB, 2-DB, and 2-DL
Bench: 9 bench players per match-up.
 Injured Reserve

About: Once a player is placed on the I.R. list, he is unable to return to
play and will still earn salary. There is no limit to how many players can
be on a team' s IR list.


Free Agent Deadline Exception

  Free Agency

About Free Agency: There is no limit to how many free agents a team
can sign as long as there is enough money to pay the player for all future
seasons. To sign a player, you must place a bid on the player you want to
add in the forum. The minimum bid is based on contract length (see
"Contract Length/Minimum Salary Scale)". All other teams are free to
place a higher bid on that player. You can bid on free agents while your
roster is full, but you must make room once the bid is won. Players must
be
b listed in Yahoo! to be eligible for free agency.
F/A Deadline: The Trade Deadline is also the free agent deadline. At
12:00 AM EST after the deadline date, all bids will be final and awarded
t
to the last team to post a bid.
Note: DSH has an exception for the deadline. See DSH Rosters/ Free
Agent Deadline Exception.
A
Posting a Bid: When bidding, you must post the players name, team, and
position in the "Title of the topic". Post with length of contract, total of
contract, contract structure, and if you’re offering a club option.

Bidding on F/A's: When bidding on a posted f/a, teams are allowed to
bid a Max of 3 times per player. The original post or illegal bids do not
count as bids.
c
Bidding Equal Years: Minimum of $1M more Avg salary per season.

Adding Years: When adding years to a contract the players avg salary per
season can drop up to (but not more than) 10%.

Reducing Years: Teams can reduce a Max of 2 years off the current bid.
Teams can match the current total contract with less years or use the
f
following formula:
When reducing the current bid by 1 year, the players avg salary per year
m
must increase by 60%.
When reducing the current bid by 2 years, the players avg salary per year
must increase by 75%.
m
Illegal Bids: If a bid closes and the last bid is illegal, the team with the
last legal bid has the option to either take the player at the bid, or pass
on the player. If the team chooses to pass, that team cannot bid on the
player for 21 days and the player becomes a free agent again.
p
Max Contracts: Max contracts are offers of a maximum length and salary
(containing no team options) to a player. If more than one team bids a
Max contract, the team with the worst record is awarded the player. In
the off-season and first 3 match-ups of a season, preference is
determined using the previous year's standings.

Adding a Team Option: (DSH & DSB ONLY!) If a team has posted a bid
with no team option, another team may bid the same contract with a
team option added. When doing so the team option's buyout will increase
$500K each time this happens.
$
Example: Team A bids 1y/$1M. Team B bids 1y/$1M w/opt. Because the
team bid the same contract and only added the option, the buyout will
be $1M (The initial $500k plus an additional $500k). If Team A bids 2y/
$1M per and Team B bids again with 2y/$1M per w/option, the buyout
will be $1.5M (The initial $500k plus an additional $1M for matching the
contract twice with team options added).

Winning a Bid: In order to win a bid a team must remain the highest
bidder for 24 hours. Once a bid is won the team is responsible for that
player’s contract (No exception). Teams can wait up to 72 hours if
needed after a bid is won to make room for the player.


  Waivers & Outright Release Waivers

Waivers

Waivers: Teams can place players on waivers up until the trade deadline.
When a player is on waivers he must stay there a minimum of 48 hours.
The player will use a roster spot and cannot be traded during this time.

Player is Claimed: If a team claims a player off waivers, the waiving

arrange a trade with the new team for that player within 48 hours of the

do nothing and allow the claiming team to assume the player's existing

rescind the request and keep the player on the active roster for 2 full

Multiple Claims: If more than one team claims a player, the team with
the worst record at that time will get preference. In the off-season and
first 3 weeks of the season, preference is determined using the previous
year's standings.

Player is NOT Claimed: If a player is not claimed after 48 hours, owners
can pull the player back off waivers or release the player.
Trade/Waiver Rule: If a team trades a player and the player is
subsequently waived by the new team, the player's past team will not be
permitted to sign the player to a new contract (or claim him off of
waivers) until at least 21 days have passed following the date the trade
was made (or 14 days for trades that occur during the off-season).

Outright Release Waivers

Outright Release Waivers: When a player is listed on "Outright Release
Waivers", the player will NOT use a roster spot. The option to rescind
cannot be used, the player cannot be traded, and if not claimed within
48 hours the player is automatically released.


  Waivers & DFA Waivers

About Waivers: Any player under contract (on the 40-man roster) may be
placed on waivers at any time. Teams must place players on waivers
when they want to release a player or option a player that has 5+ MLB
years to their minor league AAA team. While the player is on waivers, the
player will use a roster spot and the team will still pay the salary. Once a
player is placed on waivers, he must stay there for a minimum of 48
hours. The player cannot be traded during this time. If a player is put on
waivers, he can be claimed by any team.
Player is Claimed: If a team claims a player off waivers, his team may

choose one of the following:

About 5+ Players: If a 5+ year experienced player (that is not on the DL)
spends 3 full match-ups on the AAA roster, that player must clear waivers
again to remain there. The player must be posted on waivers by Friday
to clear waivers (48 hours) on the Sunday before the fourth match-up.
Teams are allowed to send 5+ players to the minors a Max of 3 times per
season. Players with 5+ years experience can only be sent to AAA 1 week
before the first match-up up until the trade deadline.

Designated for Assignment (DFA) Waivers

About DFA: A player who is designated for assignment is immediately
and permanently removed from the 40-man roster and the team
continues to pay his salary. This gives the team time to decide what to
do with the player while freeing up a roster spot for another transaction,
if needed. Once a player is designated for assignment, the team has 7
days to do one of the following things:
I.post a trade
II.a team can claim the player and take over the existing contract
III.outright release
                  Note: if a player clears DFA waivers he cannot be
                  optioned to a team's AAA team.

Trading a player that is DFA: When a player has been DFA, the team has
72 hours to post a trade for the Trade Committee to approve/veto. When
a player is DFA, trades will always supersede waiver claims.
 Waiver Claimed DFA Player: While a player is DFA, all teams can post a
waiver claim. If no trade is made and a claim is posted, the claiming
team will assume the player's existing contract after 72 hours. If more
than one team claims a player, the team with the worst record at that
time will get preference. In the off-season and first 3 weeks of the
season, preference is determined using the previous year's standings.

NON-Claimed DFA Player: All players that have been DFA and have not
been traded or claimed by another team will be outright released.


  Releasing Players

( DSH, DSB, and DSF )

Releasing Waived Players: If no team claims a player from waivers the
player has "cleared waivers" and the team may release him. The player's
contract still continues to be included in the team's payroll.

Right to Set-Off: If a team signs a player who is still under contract (as
long as the player cleared waivers and was released), the player's original
team is allowed to reduce the amount of money they still owe the player
by the right of set-off. The original team gets to set off the difference
between the player's new salary and the player’s old salary minus a 1
t
time transaction fee.

DSH ONLY - 1 year/$1M: If you are releasing a player who has a 1 year
contract for $1M, releasing will cost $250k. No money will be set off if
another team signs this player. After the trade deadline, all 1year/$1M

  Trading
( DSH, DSB, and DSF )

About Trades: All trades must be posted on the forum and accepted by
both owners. Owners can trade players, draft picks, and cash.

Deadline: The Trade Deadline will be set to the yahoo default. S ubject
to
t change.
Deadline Extension: If teams are working a deal and notify the President
before the deadline, an extension for the teams involved to complete the
deal may be granted.
Trading Cash: Cash cannot be traded in any season but the current one.
Teams are allowed to pay on player's contracts in all future seasons.

Trade Review: All trades will be reviewed and approved/vetoed by the
President. See Below.

Player to be Named Later: A transaction including a player to be named
later must be completed within 60 days. The player may not be on a DSB
40-Man during the interval between the trade and the date the player is
named. As a result, players to be named later are minor leaguers. At the
time of a trade, clubs agree on a list of players from which the player to
be named will be selected. They also may agree on an amount of money
to
t be exchanged in lieu of a player or eligible draft picks.
First Round Picks: All teams must have at least one 1st round pick (any
t
teams pick) between the next 2 drafts.




  Off-Season Transactions

Off-Season Salary: Salary will not be used in the off-season. Teams can
go over the salary cap, but must cut back to the cap amount by a date
set by the league (right before free agency opens).


  Restricted Free Agents

About Free Agents: There are two types of free agents, unrestricted and
restricted. An unrestricted free agent is free to sign with any team and
there's nothing the player's original team can do to prevent it. Restricted
free agency gives the player's original team the right to keep the player
by

Restricted Free Agent Eligibility (Drafted Rookies): After a player has
completed a rookie contract (all options offered), the player will become
a free agent.
DSH: For players to be eligible they must: Spend a minimum of 2

waivers, and used all tteam options.
DSB: For players to be eligible they must have completed their 6 years of
a rookie contract, offered all arbitration, and never listed on waivers.
DSF: Completed 3 seasons with the current team and never listed on
waivers.

Submitting Offers: Teams must make their eligible restricted free agents
an offer if they want matching rights. Offers must be a minimum of 2
years (not including option years), follow the contract minimum scale,
and cannot be less than 50% of the past contracts Avg salary.

Submitting Maximum Offers: A maximum offer is for the Max years at
the maximum salary and contains no options. If a team offers one of
their RFA’s a maximum contract the player will not see free agency and
the max contract becomes official (one of the RFA matches is still used).
Max Offers for each league:

DSH: 6 years/$25M per for RFA's. 5 years/$25M per for UFA's.
DSB: 6 years/$25M per
DSF: 5 years/$20M per for RFA's. 4 years/$20M per for UFA's.
Bidding on RFA's: When a team wants to sign another teams restricted
free agent, the team must make a higher offer than the original team.
The offer must be a minimum of 3 years (not including option years).
After a bid closes on a player (24 hours), the team with the restricted
free agent has 48 hours to match the offer. If the player's original team
does not exercise its matching rights within 48 hours, the offer becomes
an
a official contract with the new team.
RFA Matches: Each team can match on the maximum amount of players
(per off-season) listed below. When matching, teams can post a re-
structure of the salary. The total contract, years, and any options must
stay the same. After a team has matched, the players cannot be released
or traded until after the date listed below.
DSH: 2 players - Jan. 1
DSB: 3 players - June 1
DSF: 2 players - Nov 1

Off-Season Max Contract Priority List: If more than 1 team offers a max
contract to a RFA or UFA (and the player's original team does not match
for RFA's), the teams will refer to the "Off-Season Max Contract Priority
List". The list will be based on the past season's standings. Once a team
signs a Max contract, the team will go the bottom of the list. If a team
with matching rights matches on a RFA with a Max contract, that team
will go to the end of the list. If a team offers one of their RFA's a max
contract on the original offer sheet, the team will stay at their position
on the priority list.


    Sign and Trade - DSH

About Sign and Trades: Once a RFA's bid is final, teams have 48 hours to
match the bid. In this period a team can arrange to trade the RFA to the
team with the highest bid. Trades must be posted within 48 hours of the
bid closing and the TC will make an approve/veto decision ASAP or within
24
2 hours.
Sign and Trade Usage: Each off-season, each team can be involved in 1
sign and trade. Sign and trades will use 1 RFA match from all teams
involved in the trade.

Max Cash: There will be a Max of $6M in cash allowed in sign and trades.
Trade Veto: If the trade is not approved by the TC, the last highest offer
becomes an official contract with the new team.




    Franchise Tags - DSF

About Franchise Players: Each team can label one player as their
franchise player. By doing this, the player cannot be signed by any other
team and must sign with his current team.

Eligibility: A player scheduled to become a free agent.
             Any
Salary: A franchise player is offered the average of the top five salaries
in the previous year at the player's position or 120 percent of the player's
previous year's salary, whichever is greater.
p
Length of Contract: The contract for a franchise player tag is for one
year only.
y
Consecutive Years: A player can only be named a franchise player two
years in a row. The second year must include at least a 10 percent
increase over his previous salary or the average of the top five players at
his position, whichever is higher. A player cannot be given a franchise tag
three years in a row.

Time Frame for Designation: Each team must designate their franchise
tag player during a two-week period that ends one week before the off-
season free-agency signing period. Players cannot be given these
designations after that two-week period.




  Rookie Draft - DSH

About the Draft: After the NBA has their draft, DSH will have a 2 round
rookie draft. Owners can only draft players that were selected in the
actual NBA rookie draft. All teams are required to make their picks in

both rounds.

Lottery Draft Order:
The DSH 8 non-playoff teams will be assigned with the NBA’s bottom 8
teams by matching up the records from worst to best. The lottery
process determines the first three picks of the draft. The rest of the
first-round draft order is in reverse order of the teams' win-loss record.

The lottery does not determine the draft order in the second round.
If a 9th-16th place NBA team wins a lottery pick 1-3, the pick will be
skipped and we will start the reverse order of standing 1 pick earlier.
E.g. NBA first pick to the 12th place team (we will skip), NBA second pick
to the 4th from last place team (our 4th from last gets 1st), and NBA 2nd
from last place gets the 3rd pick(our 2nd from last gets 2nd pick), and

then we begin reverse order at 3rd from last.
In the event a lottery pick is traded to another team, the record of the
original team (whose pick it was before the trade) still determines
eligibility for the lottery, and assignment of chances.

Trading picks: Draft picks can be traded up to 2 years ahead of the
current season. Trading is permitted during the draft and all trades will
be
b approved by the TC.
Pick Limit: The President will set an appropriate time limit for picks. If a
team goes past the pick limit, the team will be given the highest drafted

player from the NBA draft.

Renouncing Picks: After the draft and up until 2 weeks before the first
match-up any drafted players can be renounced. The player will become
and unrestricted free agent and can be signed to the league minimum.
The team that drafted and renounced the player cannot sign the player
in free agency until after the following season is over.

during the draft for the right to pick a player in any given round. Teams

Minor League Roster (AA and Single A Team)

About Minor Leaguers: Each team has an optional minor league roster.
Drafted minor leaguers will not count against a team's salary cap until
they are called up. All contracts will start once the minor leaguer is
activated to the 40-man roster. Players have to be affiliated and under
contract with a MLB team or listed in Yahoo to be eligible to be on your
minor league team. Drafting players is the only way a player can be
issued a non-guaranteed rookie contract.

When to Activate (Single A): Once a player reaches 130 AB’s or 50 IP
(career stats) and are on their real life MLB 40-man roster, they are no
longer eligible to be in single A. If any player reaches the AB/IP limit and
is not on the real life MLB 40-man (must have 4 or less MLB years), he
does not have to be promoted to AA or a team's 40-man. Once a player is
no longer minor league eligible, teams have 72 hours to add him to their
40-man roster or drop him outright. Teams will be fined or lose the
player (the team’s choice) if they do not activate him within 72 hours.

AA Team Eligibility: 0-2 years MLB experience (1 game is considered 1
year)or 3 years MLB exp with less than 250AB or 80IP (career stats)
y
Cutting Drafted Minor Leaguers: Teams can release drafted minor
league players at no cost if (1) the player’s contract is non-guaranteed,
and (2) the player was never on your 40-man roster. If the player was on
the 40-Man at one point in the season, the team must pay that seasons
contract. If a team cuts a drafted minor leaguer they cannot draft that
player in the next season's rookie draft.

Signing Minor Leaguers in F/A: Teams cannot have more than 2
undrafted players inAA and/or Single A at any given time. Players signed
to
t major league contracts will start to use team salary immediately.
Sent Back to the Minors: If a player is called up to a team’s 40-man and
sent back to the minor league team (he still has to be eligible), the
player’s contract will still count toward the team's salary for that season.

6-Year Minor Leaguers: Any player with 6 seasons in the minors is
considered a 6-Year Minor League Free-Agent. The original team will
have no rights to the player anymore.

Drafted Minor League Contract: Once a drafted minor leaguer is
activated to a team’s 40-man roster, he will be given the following NON-

 Contract Extensions for Minor Leaguers

Contract Extensions: After each season, teams can give 1 player a
contract extension. The length of the extension must be 4-6 years. The
salary will be the player's highest arbitrary salary (paid at 100%) including
the past season. Once the initial salary is determined each following year
there will be a 20% salary increase from the previous year.

About the Draft: Before each season there will be a round rookie draft
held for all players drafted in the past MLB draft. Also eligible are players
that are Single A eligible, affiliated with a MLB team, and are free agents

League Members ( DSH, DSB, and DSF ) DC Salary Leagues are all free leagues. a All members must be active and able to check into the league forum daily. d M Members must be able to make a long term commitment. Team names must have a location (city/state) and nickname e.g. New Y York Spinners All A members must use AIM/Email regularly. Inactivity or tanking games is grounds for immediate removal, no questions asked. Inactivity includes not signing into the forum, keeping up with your team in yahoo for any period of time, not using AIM/returning emails, or not voting on league matters. Yahoo Settings ( DSH, DSB, and DSF ) 1 16 teams (4 divisions) H Head to Head Hosted by Yahoo! H Playoffs: Division winners advance but are seeded according to overall standings: The winners of each division will advance to the playoffs and all other playoff teams will be determined by overall standings. Playoff seeds will be determined by overall standings regardless of division results.

Buyouts cannot be used on the following players: DSH: A 38+ Age DSB: A 38+ Age DSF: 335+ Contract Buyout Settlement: A team has the option of settling the contract in a lump sum or if the player has more than one season left on his contract the buy-out money can be distributed over the remaining seasons (50% off each season remaining). If money is owed (because of Avg Salary) the team can distribute the money over any guaranteed years remaining. If any cash is credited it will come off the player's remaining salary. s No set-off: If a player's contract is bought out by a team, and the player is signed through free agency, the player’s original team cannot set-off the difference of contracts. t Resigning: After a player has been released and a team's buyout was used, the releasing team cannot bid on the player in free agency for 21 days. d Contract Voids: If a player retires or his contract is voided by his "real" team for any reason, an owner has the option to void the player’s contract within 14 days of the official retirement/void announcement. Once a player’s contract is voided the team no longer has any rights to the player and the player is now a F/A. The releasing team cannot resign the player in free agency for 90 days. t Retired Players Clause: Each years salary that is voided will be the players avg season salary and any remaining money will be owed. Contract Structuring C ( DSH, DSB, and DSF ) About Structuring Contracts (Optional): When a team signs a contract that is more than 1 year, team owners can structure the contract. The contract must ascend or descend. Consecutive seasons can have the same salary amount. The way a contract is structured cannot change for any reason. r 25% Rule: The Max/Min from season to season in the contract cannot be more than 25% of the Avg salary. If 25% of the Avg salary is less than $1M, $1M may be used. $ Maximum and Minimum Salary: The salary per season cannot exceed the league maximum salary. No salary can be less than the 1 year minimum in i any of the structured years. Example: 5 years/$10M per ($50M total). Salary from year to year cannot be more than a $2.5M increase or decrease (25% of $10M (Avg salary) = $2.5M). year-1:$6M, year-2:$7.5M, year-3:$10M, year-4:$12.5M, year-5:$12.5M. Team Option Amounts: Option years will have a base salary using the player's highest single season or Avg season salary (whichever is highest) plus an additional 25%. The 25% of salary will have a minimum of $1M and maximum of $4M when adding to the player's base salary. m Bidding Options: When a team uses a team option -only- to outbid, the buyout will increase $500k each time the team matches the bid with an option on that free agent. Rosters - DSH Active and Inactive Roster Active: 12 man roster - PG SG SF PF C F G UTIL UTIL 3BN. A team must have 12 players on their active roster, although can drop to 11 players up to t two weeks at a time. Inactive Reserve (IR): Teams can have up to 3 players inactive whether their NBA status is active, injured, or suspended. These players won’t be eligible during your weekly match-up and will count against your salary cap. Each Sunday by 11:59pm EST, owners must post on the forum any changes with their active/inactive players. Inactive Reserve Exceptions Injured Player Exception: A team may activate an IR player during a match-up if an active player gets injured. Injured players must have a red box next to their name in yahoo or have an injury report approved by the President. t Suspended Player Exception: A team may activate an IR player during a match-up if an active player gets suspended. The suspension must be 3 or more games and not have been appealed by the player. m Hardship Exception (Extra IR Spot): If a team with three injured players on their IR (and a full 12-man yahoo roster) has a fourth player that suffers an injury, the team will be allowed to have a fourth player on the IR. Once one of the players is no longer injured, the team must cut back to 15 players again. The TC will approve the Hardship Exception if a team requests it. D-League
  • 8. Players: DSH teams can have up to 2** players in the D-League.**See Trades Below. T Eligibility: Only players that are in their first or second NBA season are eligible for the D-League. e Salary: All D-League players will use a team’s salary cap. Assignment: In the off-season (up until 2 weeks before the first match- up) all teams must assign players to their D-League roster. This is the only time players may be assigned to the 2 D-League roster spots. o Call-up: Once a player is called up from the D-League during the season, he h cannot be sent back down. **Trades: During the season if a player listed on the D-League Roster is traded, that player may remain listed on the new team's D-League regardless if the new team has 2 players or not. Extra D-League players do not effect the 12-Man active roster. When submitting D-League players the following season, only 2 players can be assigned. Free Agent Deadline Exception Free Agent Deadline Exception: After the deadline, if a team has a player get injured the team can make a roster move to cover the injured p player. T The teams roster must have 12 active players. T The IR must be full with 3 injured players. The player signed will use cap space and be signed to a 1 year/$1M c contract. There will be no waiting period and the player can be added i immediately. No N players need to be cut when using this exception. There is no limit to this exception as long as the team has enough cap space to cover all the players signed. O Once the playoffs begin this exception cannot be used. The TC must approve the transaction. Any team that has an inactive player/injured player/empty spot for 7 days will be issued illegal roster fines. 40-Man Roster (AAA Minor League Roster) About Optioned Players: When a player is on the 40-man roster but not on the active 30-man roster, he is on an optional assignment. During an option year, the team may freely move the player between the major league team (30-man in yahoo) and their minor league AAA team (10 players not in yahoo). p Eligible Players: any player that has less than 5 MLB years (1 game is considered a year), listed on the 15-Day DL, or a player with 5+ MLB years that has cleared waivers. y Active/Inactive Moves: Each Sunday by 11:59 pm EST, owners must post on o the forum any changes for their 40-man roster and update the IR-List. Injuries: During a match-up if a player gets injured and has a DL next to his name, teams may immediately call up a player in their minors (A or AAA) to replace him. A Player Suspensions: If a player is suspended for six or less days, he must remain on the active 30-man roster or he can be waived. If the player is already on a minor league team he does not have to be called up.***For A and AA Minor League Roster rules refer to the "Minor Leagues and Rookie Draft Section"*** Disabled List 15-Day DL: Players on the 15-day disabled list can be removed from the 30-man roster, but are still a part of the 40-man roster. Once a player is removed from the real 15-day DL, teams must activate the player within 48 4 hours if he is not eligible to stay in the minors. 60-Day DL: Any player on the 60-Day DL frees an additional spot on the 40-man roster. A team may call up a minor leaguer or sign a free agent to replace this player. When the injured player comes off the real 60-day DL, the team must make room and cut back to a 40-man roster within 48 hours. Players on the 60-Day DL will still use team salary. There is no limit on the number of players on the 60-Day DL per club.

Rosters - DSF Active Roster About Rosters: There can be no more than 25 players on an active team roster and no less than 20. r Offense: QB, 2-WR, 2-RB, TE, W/T, W/R, and K Defense: DST, 2-LB, 2-DB, and 2-DL Bench: 9 bench players per match-up. Injured Reserve About: Once a player is placed on the I.R. list, he is unable to return to play and will still earn salary. There is no limit to how many players can be on a team' s IR list.   • 11. About Free Agency: There is no limit to how many free agents a team can sign as long as there is enough money to pay the player for all future seasons. To sign a player, you must place a bid on the player you want to add in the forum. The minimum bid is based on contract length (see "Contract Length/Minimum Salary Scale)". All other teams are free to place a higher bid on that player. You can bid on free agents while your roster is full, but you must make room once the bid is won. Players must be b listed in Yahoo! to be eligible for free agency. F/A Deadline: The Trade Deadline is also the free agent deadline. At 12:00 AM EST after the deadline date, all bids will be final and awarded t to the last team to post a bid. Note: DSH has an exception for the deadline. See DSH Rosters/ Free Agent Deadline Exception. A Posting a Bid: When bidding, you must post the players name, team, and position in the "Title of the topic". Post with length of contract, total of contract, contract structure, and if you’re offering a club option. c Bidding on F/A's: When bidding on a posted f/a, teams are allowed to bid a Max of 3 times per player. The original post or illegal bids do not count as bids. c Bidding Equal Years: Minimum of $1M more Avg salary per season. : Adding Years: When adding years to a contract the players avg salary per season can drop up to (but not more than) 10%. s Reducing Years: Teams can reduce a Max of 2 years off the current bid. Teams can match the current total contract with less years or use the f following formula: When reducing the current bid by 1 year, the players avg salary per year m must increase by 60%. When reducing the current bid by 2 years, the players avg salary per year must increase by 75%. m Illegal Bids: If a bid closes and the last bid is illegal, the team with the last legal bid has the option to either take the player at the bid, or pass on the player. If the team chooses to pass, that team cannot bid on the player for 21 days and the player becomes a free agent again. p Max Contracts: Max contracts are offers of a maximum length and salary (containing no team options) to a player. If more than one team bids a Max contract, the team with the worst record is awarded the player. In the off-season and first 3 match-ups of a season, preference is determined using the previous year's standings. d Adding a Team Option: (DSH & DSB ONLY!) If a team has posted a bid with no team option, another team may bid the same contract with a team option added. When doing so the team option's buyout will increase
  • 12. $500K each time this happens. $ Example: Team A bids 1y/$1M. Team B bids 1y/$1M w/opt. Because the team bid the same contract and only added the option, the buyout will be $1M (The initial $500k plus an additional $500k). If Team A bids 2y/ $1M per and Team B bids again with 2y/$1M per w/option, the buyout will be $1.5M (The initial $500k plus an additional $1M for matching the contract twice with team options added). c Winning a Bid: In order to win a bid a team must remain the highest bidder for 24 hours. Once a bid is won the team is responsible for that player’s contract (No exception). Teams can wait up to 72 hours if needed after a bid is won to make room for the player. Waivers & Outright Release Waivers W DSH & DSF ONLY! Waivers W Waivers: Teams can place players on waivers up until the trade deadline. When a player is on waivers he must stay there a minimum of 48 hours. The player will use a roster spot and cannot be traded during this time. T Player is Claimed: If a team claims a player off waivers, the waiving t team may choose one of the following: arrange a trade with the new team for that player within 48 hours of the c claim do nothing and allow the claiming team to assume the player's existing c contract rescind the request and keep the player on the active roster for 2 full match-ups, effectively canceling the waiver m Note: If a player is claimed and the option to rescind is used, this option to t rescind may not be used again for that player in that season. Multiple Claims: If more than one team claims a player, the team with the worst record at that time will get preference. In the off-season and first 3 weeks of the season, preference is determined using the previous year's standings. y Player is NOT Claimed: If a player is not claimed after 48 hours, owners can pull the player back off waivers or release the player.

Trade/Waiver Rule: If a team trades a player and the player is subsequently waived by the new team, the player's past team will not be permitted to sign the player to a new contract (or claim him off of waivers) until at least 21 days have passed following the date the trade was made (or 14 days for trades that occur during the off-season). Outright Release Waivers Outright Release Waivers: When a player is listed on "Outright Release Waivers", the player will NOT use a roster spot. The option to rescind cannot be used, the player cannot be traded, and if not claimed within 48 hours the player is automatically released. Waivers & DFA Waivers W DSB ONLY!Waivers O W About Waivers: Any player under contract (on the 40-man roster) may be placed on waivers at any time. Teams must place players on waivers when they want to release a player or option a player that has 5+ MLB years to their minor league AAA team. The player must be posted on waivers by Friday to clear waivers (48 hours) on the Sunday before the fourth match-up. Teams are allowed to send 5+ players to the minors a Max of 3 times per season. Players with 5+ years experience can only be sent to AAA 1 week before the first match-up up until the trade deadline. b Trade/Waiver Rule: If a team trades a player and the player is subsequently waived by the new team, the player's past team will not be permitted to sign the player to a new contract (or claim him off of waivers) until at least 21 days have passed following the date the trade was made (or 14 days for trades that occur during the off-season). Designated for Assignment (DFA) Waivers D About DFA: A player who is designated for assignment is immediately and permanently removed from the 40-man roster and the team continues to pay his salary. This gives the team time to decide what to do with the player while freeing up a roster spot for another transaction, if needed. Once a player is designated for assignment, the team has 7 days to do one of the following things: I.post a trade II.a team can claim the player and take over the existing contract III.outright release Note: if a player clears DFA waivers he cannot be optioned to a team's AAA team. o Trading a player that is DFA: When a player has been DFA, the team has 72 hours to post a trade for the Trade Committee to approve/veto. When a player is DFA, trades will always supersede waiver claims. Waiver Claimed DFA Player: While a player is DFA, all teams can post a waiver claim. If no trade is made and a claim is posted, the claiming team will assume the player's existing contract after 72 hours. If more than one team claims a player, the team with the worst record at that time will get preference. In the off-season and first 3 weeks of the

Releasing Players ( DSH, DSB, and DSF ) Releasing Waived Players: If no team claims a player from waivers the player has "cleared waivers" and the team may release him. The player's contract still continues to be included in the team's payroll. c Right to Set-Off: If a team signs a player who is still under contract (as long as the player cleared waivers and was released), the player's original team is allowed to reduce the amount of money they still owe the player by the right of set-off. The original team gets to set off the difference between the player's new salary and the player’s old salary minus a 1 t time transaction fee. Transaction Fees: T DSH: $$500k DSB: S400k DSF: $500k : DSH ONLY - 1 year/$1M: If you are releasing a player who has a 1 year contract for $1M, releasing will cost $250k. No money will be set off if another team signs this player. After the trade deadline, all 1year/$1M will be released at full price. Trading ( DSH, DSB, and DSF ) About Trades: All trades must be posted on the forum and accepted by both owners. Owners can trade players, draft picks, and cash. b Deadline: The Trade Deadline will be set to the yahoo default. S ubject to t change. Deadline Extension: If teams are working a deal and notify the President before the deadline, an extension for the teams involved to complete the deal may be granted.
  • 16. Trading Cash: Cash cannot be traded in any season but the current one. Teams are allowed to pay on player's contracts in all future seasons. T Trade Review: All trades will be reviewed and approved/vetoed by the President. See Below. DSB ONLY! D Player to be Named Later: A transaction including a player to be named later must be completed within 60 days. The player may not be on a DSB 40-Man during the interval between the trade and the date the player is named. As a result, players to be named later are minor leaguers. At the time of a trade, clubs agree on a list of players from which the player to be named will be selected. They also may agree on an amount of money to t be exchanged in lieu of a player or eligible draft picks. First Round Picks: All teams must have at least one 1st round pick (any t teams pick) between the next 2 drafts. DSB: When all final rosters are submitted, teams cannot submit a roster with players on the 60-Day DL (it is considered an in-season list) w Off-Season Salary: Salary will not be used in the off-season. Teams can go over the salary cap, but must cut back to the cap amount by a date set by the league (right before free agency opens). Restricted Free Agents ( DSH, DSB, and DSF ) About Free Agents: There are two types of free agents, unrestricted and restricted. An unrestricted free agent is free to sign with any team and there's nothing the player's original team can do to prevent it. Restricted free agency gives the player's original team the right to keep the player by b matching an offer from another team. Restricted Free Agent Eligibility (Veterans):) DSH & DSB ONLY! O C Completed a 3-6 year Pro contract (not including options). S Spent a minimum of 2 full consecutive seasons with the current team. N Never been listed on waivers. Had any club options picked up. O Veteran players: completed 4 consecutive seasons with the current team and only 1 franchise tag used. If 2 tags were used on the player then he b becomes a UFA. All A eligible players must have never been listed on waivers. Restricted Free Agent Eligibility (Drafted Rookies): After a player has completed a rookie contract (all options offered), the player will become a free agent. DSH: For players to be eligible they must: Spend a minimum of 2 consecutive full seasons with the current team, never been listed on waivers, and used all tteam options. DSB: For players to be eligible they must have completed their 6 years of a rookie contract, offered all arbitration, and never listed on waivers. DSF: Completed 3 seasons with the current team and never listed on waivers. w Submitting Offers: Teams must make their eligible restricted free agents an offer if they want matching rights. Offers must be a minimum of 2 years (not including option years), follow the contract minimum scale, and cannot be less than 50% of the past contracts Avg salary. a Submitting Maximum Offers: A maximum offer is for the Max years at the maximum salary and contains no options. If a team offers one of their RFA’s a maximum contract the player will not see free agency and the max contract becomes official (one of the RFA matches is still used). Max Offers for each league: M DSH: 6 years/$25M per for RFA's. 5 years/$25M per for UFA's. DSB: 6 years/$25M per DSF: 5 years/$20M per for RFA's. 4 years/$20M per for UFA's. Bidding on RFA's: When a team wants to sign another teams restricted free agent, the team must make a higher offer than the original team. The offer must be a minimum of 3 years (not including option years). After a bid closes on a player (24 hours), the team with the restricted free agent has 48 hours to match the offer. If the player's original team does not exercise its matching rights within 48 hours, the offer becomes an a official contract with the new team. RFA Matches: Each team can match on the maximum amount of players (per off-season) listed below. When matching, teams can post a re- structure of the salary. The total contract, years, and any options must stay the same. After a team has matched, the players cannot be released or traded until after the date listed below.

DSH: 2 players - Jan. 1 DSB: 3 players - June 1 DSF: 2 players - Nov 1 N Off-Season Max Contract Priority List: If more than 1 team offers a max contract to a RFA or UFA (and the player's original team does not match for RFA's), the teams will refer to the "Off-Season Max Contract Priority List". The list will be based on the past season's standings. Once a team signs a Max contract, the team will go the bottom of the list. If a team with matching rights matches on a RFA with a Max contract, that team will go to the end of the list. If a team offers one of their RFA's a max contract on the original offer sheet, the team will stay at their position on the priority list. Sign and Trade - DSH D About Sign and Trades: Once a RFA's bid is final, teams have 48 hours to match the bid. In this period a team can arrange to trade the RFA to the team with the highest bid. Trades must be posted within 48 hours of the bid closing and the TC will make an approve/veto decision ASAP or within 24 2 hours. Sign and Trade Usage: Each off-season, each team can be involved in 1 sign and trade. Sign and trades will use 1 RFA match from all teams involved in the trade. i Max Cash: There will be a Max of $6M in cash allowed in sign and trades. Trade Veto: If the trade is not approved by the TC, the last highest offer becomes an official contract with the new team. Franchise Tags - DSF o
  • 20. About Franchise Players: Each team can label one player as their franchise player. By doing this, the player cannot be signed by any other team and must sign with his current team. t Eligibility: A player scheduled to become a free agent. Any Salary: A franchise player is offered the average of the top five salaries in the previous year at the player's position or 120 percent of the player's previous year's salary, whichever is greater. p Length of Contract: The contract for a franchise player tag is for one year only. y Consecutive Years: A player can only be named a franchise player two years in a row. The second year must include at least a 10 percent increase over his previous salary or the average of the top five players at his position, whichever is higher. A player cannot be given a franchise tag three years in a row. t Time Frame for Designation: Each team must designate their franchise tag player during a two-week period that ends one week before the off- season free-agency signing period. Players cannot be given these designations after that two-week period. Rookie Draft - DSH D About the Draft: After the NBA has their draft, DSH will have a 2 round rookie draft. Owners can only draft players that were selected in the actual NBA rookie draft. All teams are required to make their picks in b both rounds. L Lottery Draft Order: The DSH 8 non-playoff teams will be assigned with the NBA’s bottom 8 teams by matching up the records from worst to best. The lottery process determines the first three picks of the draft. The rest of the first-round draft order is in reverse order of the teams' win-loss record. D T The lottery does not determine the draft order in the second round. If a 9th-16th place NBA team wins a lottery pick 1-3, the pick will be skipped and we will start the reverse order of standing 1 pick earlier. E.g.   • 22. About the Draft: After the NFL has their draft, we will have a 2 round rookie draft. Owners can only draft players that were selected in the actual NFL rookie draft. All teams must make a selection in all rounds. Teams can trade or release the players to free agency with no fee before the season starts. t Draft Order: Teams that did not make the playoffs are ordered by their regular-season r record. Teams that made the playoffs are then ordered by how they performed i in the playoffs. The winner of the Super Bowl is given the last selection, and the loser the penultimate selection. t Trading picks: Teams may negotiate with one another both before and during the draft for the right to pick a player in any given round. Teams can trade players, cash, and draft picks. Players have to be affiliated and under contract with a MLB team or listed in Yahoo to be eligible to be on your minor league team. Drafting players is the only way a player can be issued a non-guaranteed rookie contract. i When to Activate (Single A): Once a player reaches 130 AB’s or 50 IP (career stats) and are on their real life MLB 40-man roster, they are no longer eligible to be in single A. If any player reaches the AB/IP limit and is not on the real life MLB 40-man (must have 4 or less MLB years), he does not have to be promoted to AA or a team's 40-man. Once a player is no longer minor league eligible, teams have 72 hours to add him to their 40-man roster or drop him outright. Teams will be fined or lose the player (the team’s choice) if they do not activate him within 72 hours. p AA Team Eligibility: 0-2 years MLB experience (1 game is considered 1 year)or 3 years MLB exp with less than 250AB or 80IP (career stats) y Cutting Drafted Minor Leaguers: Teams can release drafted minor league players at no cost if (1) the player’s contract is non-guaranteed, and (2) the player was never on your 40-man roster. If the player was on the 40-Man at one point in the season, the team must pay that seasons contract. If a team cuts a drafted minor leaguer they cannot draft that player in the next season's rookie draft. p Signing Minor Leaguers in F/A: Teams cannot have more than 2 undrafted players inAA and/or Single A at any given time.
