1. What is the RURENER Local Action Plan (RLAP) evaluation tool
   The RURENER Local Action Plan (RLAP) evaluation tool is an EXCEL based Score
Sheet template designed to help RURENER local steering committees to monitor and evalu-
ate the impacts of their local action plans on energy saving, energy neutrality and local sus-
tainable development.
   The RLAP Evaluation tool consists of 15 modules, of which the first two refer to impacts
of Local Action Plans on energy neutrality and energy saving and the rest refer to impacts
on sustainable local development. More specifically, from the 13 sustainable development
impact indicators, 4 indicators are used to assess economic impacts of local action plans, 1
indicator assesses institutional impacts, 3 indicators refer to social impacts and 5 indicators
refer to environmental impacts.
The following indicators are used in the RLAP Evaluation Scoring Sheet:
    A. Energy neutrality
   1. Energy neutrality increase achieved through RLAP from a baseline evaluation pe-
      riod (Module 1)
   2. Energy savings achieved through RLAP from a baseline evaluation period (Module
      2)
    B. Local Sustainable Development
   Economic Impacts
   1. Cost efficiency of RLAP (Module 3)
   2. Profitability of RLAP (Module 4)
   3. Capacity building of RLAP (Module 5)
   4. Investment in social and human made capital for future generations of RLAP (Mod-
      ule 6)
   Institutional Impacts
   1. Compliance of RLAP to legislation (Module 7)

   1. Employment of local labour through RLAP (Module 8)
   2. Social involvement through RLAP(Module 9)

The RLAP Evaluation Scoring Sheet awards points for different achievement levels with
respect to the indicators used in each module with the Saaty scale. For the first two modules
(energy neutrality and energy saving the tool should be used in conjunction with the
RURENER energy balance tool. Once achievement levels are recorded in each module a
total score is calculated for the whole RLAP. The RLAP Evaluation Score Sheet provides
also the maximum possible score that could be achieved, thus providing a measure of pro-
gress towards achieving both energy neutrality and local sustainable development.


2. How the RURENER Local Action Plan (RLAP) evaluation tool is used

 The RLAP Evaluation Tool can be easily used by the local steering committees as it is
designed in a questionnaire like format.
  The quantitative information required to assess the energy neutrality and energy saving of
the first two modules can be calculated with the RURENER Energy balance tool. For all the
remaining indicators the local steering committee members should take into account any
available data related to the RLAP actions, studies, environmental impact assessments and
expert opinion.
  The assessments of the local steering committees should reflect the total impact of RLAP
with respect to the different indicators in each module and made with reference to a baseline
evaluation period.
  The local steering committees should decide on the baseline evaluation period.
