3/15 Position: Director, Management Information & Communications Systems Division
Accomplishments:
Led a team of officers, fire fighters and civilians in developing two IT strategic IT plans.
Consolidated telephone and data communications networks to cut telecommunications
costs by 20% and allow the department to implement state-of-art client/server systems in
all 34 fire stations.
Led a steering committee representing 10 major city departments in the creation of two
long range wireless communications plans. Established the scope of work for the
committee, conducted technology assessment,network traffic load analysis, etc.
Developed state-of -the-art mobile computing applications for fire fighters using laptop
computers, custom software,and a cellular digital packet data (CDPD) wireless network.
Developed an award-winning web site for the Seattle Fire Department.
Duties: Manage 16 IT professionals; a $4 million/year operating budget; all technology

Accomplishments:
Formed and chaired a Large-Scale Computing steering committee to guide the
development, migration and future of large scale systems in the City (e. g., utility billing
systems, centralfinancial management and HR systems, etc.) This committee was
comprised of IT directors for all major City departments.
Created the City's Public Access Network. This is an award-winning, state-of-the-art
Internet site providing a wide-range of services to the public.
Implemented a state-of-the-art fiber backbone network to support 10,000 users, over 150
local area networks, mainframes, and minicomputers.
Duties: Managed 100+ systems analysts, programmers and network technicians in providing
a wide range of data processing and telecommunications services. The DP Division operated
on a full charge-back basis - i. e.,the entire $14+ million operating budget was made from
user charges. Therefore,duties included managing 15 lines of business and marketing
services within the City and to other public sector agencies.

7/89 Position: Finance Director, Seattle Center Redevelopment Project
Accomplishments:
Completed the financial feasibility analysis on the redevelopment of Seattle Center,
including the development of a mixed-use commercial, housing and hotel complex along
with an amusement/theme park. Work included developing a prospectus for potential
developers and negotiating terms for the $150+ million development scope of work.
9/85 to WASHINGTON STATE DEPARTMENT OF LICENSING
12/88 Position: Assistant Director of Licensing (MIS Director)
Accomplishments:
Completed a $30 million vehicle licensing system using state-of-the-art client/server
technology; led a steering committee of 39 elected officials to ensure that the project was
implemented within budget and met the expectations of all stakeholders.

Led a steering committee of department executives to create an enterprise-wide strategic
technology plan that included data models and applications migration plans.
Implemented a client/server system for licensing multi-state commercial drivers. This
included installing PCs and a new network in all driver license examining stations
throughout the state.
Re-negotiated equipment leasing contracts to reduce operating costs by $1 million/year.
Led the redevelopment of the state business and personal licensing systems which
involved the migration of these systems from a mainframe to client/server technology.
Implemented a training and help desk program to support over 2,000 PC users in the
department.
Duties: Managed 100 systems analysts, programmers and network technicians, and up to 90
additional contract IT staff, in providing data and telecommunication services in the State
Department of Licensing. Operating budget was over $10 million/year.

Accomplishments:
Led a steering committee of court officials in the preliminary design of a new court
information system.
Implemented a new revenue/cashiering system.
Re-organized the Information & Revenue Department to improve accountability and
customer service.
Duties: Managed the revenue,data processing and records functions in the Department of
Information & Revenue; supervised the daily activities of sixty-five (65) staff; controlled the
Court's data processing systems and the Court's cashiering and records management
functions.
10/81 to DEPARTMENTOF LICENSES & CONSUMER AFFAIRS, City of Seattle
6/84 Position: Tax Audit and Financial Services Manager
Accomplishments:
Formed a committee of 40+ local tax/licensing jurisdictions around the state to
standardize tax and licensing practices; developed and implemented new tax auditing
techniques as a result of the negotiations with other jurisdictions.
Completed the preliminary design of a new business licensing and tax revenue system.
Developed and implemented a new tax/licensing program that increased the City's tax
base and added over $1 million/year to the City's revenue stream. (This was the first time
in 40 years that the City's business tax base had increased.)
Acquired the first PC in the City of Seattle (that was officially approved) to support
budget preparation.
Duties: Managed the data processing, fiscal control (accounting), and business tax audit
functions in the Audit & Financial Services Division; supervised fifteen (15) staff. Work
included managing the department's $3.6 million budget; developing financial policies and
procedures; writing rules, regulations, legal opinions, and legislation on the City's taxing
authority and laws; developing the department's data and word processing systems; and
managing the city's business licensing and tax collection/audit functions.

Accomplishments:
Completed the financial feasibility analysis for a $50 million bond funded program to
construct 1,000 subsidized elderly housing units around Seattle.
Completed program and financial analysis to support the reorganization of the City's
Building, Community Development and General Services Departments.
Duties: Assisted departments in preparing annual budgets; negotiated budgets with
departments; wrote parts of the Mayor's proposed budget; negotiated the adoption of the
budget with the City Council; and monitored and controlled the execution of the budgets for
assigned departments.
