Subject: Recommendation Letter: Ms. Carolina Anselmino
Dear Sir, Madam,
Ms. Anselmino has been working under my supervision as a member of the World Summit on the Information Society
(WSIS) Team of the ITU from February 2015. International Telecommunication Union (ITU) is the specialized agency of
the United Nations (UN) responsible for issues that concern information and communication technologies (ICTs).
Ms. Anselmino is an open-minded personality with significant analytical skills. She has demonstrated impressive
communication skills and proved her genuine interest and social sensitivity related to various international matters,
including ICT ecosystem. The level of confidence and diligence that Ms. Anselmino demonstrated were extraordinary. I
got to know her as a thoughtful, motivated and sociable person.
During her work with the WSIS Team, Ms. Anselmino contributed to the organization of the WSIS Forum
(www.wsis.org/forum) and series of preparatory meetings that attracted more than 1700 high level representatives of the
ICT ecosystem, including Ministers, Presidents of the Regulatory Authorities, CEOs of private companies and leaders of
NGOs as well as Heads of the International Organizations. Building upon her strong analytical and research skills she
has provided in-depth analysis on the links between United Nations Sustainable Development Goals and WSIS Action
Lines. This has led towards elaboration of several publications WSIS-SDG Matrix and Advancing Sustainable
Development through Information and Communication Technologies: WSIS Action Lines enabling SDGs, (see
www.wsis.org/sdg) and WSIS Forum: High Level Policy Statements (see www.itu.int/net4/wsis/forum/2015/Outcomes/)),
where Ms Anselmino played contributor and coordinator role.
Moreover she has also assisted in the organization of the High-Level Track of the WSIS Forum, coordinating with the
high level participants their contributions (French&English) as well as acted as the focal point for strategic partners of
the WSIS Forum (sponsors). Upon her duties Ms Anselmino has been providing support in the logistics and
administration.
Ms. Anselmino has demonstrated a high level of professionalism in carrying out all the assignments entrusted to her.
She has a strong talent for critical analysis, problem solving, and she is diligent and effective.. She has also important
leadership skills necessary to deliver at the expected quality level and within given time limits; at the same time, .she is
also good team player ensuring effective integration of her service in the bigger workflow. Ms. Anselmino’s writing skills
are very good, and she has demonstrated great command of Office package (Word, Excel, PowerPoint). She drafted a
several layouts and infographics about the WSIS Process.
In addition to her clear professional aptitudes, Ms. Anselmino possesses several qualities that have made her an asset
to the ITU. She demonstrated a strong commitment to work, driven by a substantive interest as well as a voluntary
desire to carry her share of the burden of a very busy branch. She readily accepted instructions, but was also capable of
working independently and of taking initiatives. She was well liked and respected by her colleagues. Ms. Anselmino is
fast learner. During her stay I was privileged to witness her professional growth in various areas, such as her time
management, organization skills and research. She is creative and her ideas can serve well every project. Ms.
Anselmino was able to familiarize herself with the complexity of tasks and challenges she had to face during her work.
Her commitment to our team has been greatly appreciated by the team members.
Ms. Anselmino is a motivated professional and she is eager to continue her career in international affairs. I have no
