및 제27조에 의거 국토지리정보원장의 사전승인 없이는 복제, 국외 반출 및 해당 지도를
이용한 다른 지도의 간행을 금지하고 있다. 이 사항을 위반하면 측량법 제64조 및
제65조에 의거 1년 또는 2년 이하의 징역 또는 1000만원 또는 2000만원 이하의 벌금에
처해진다.
세부 규정에 따르면 4m 급 이상을 지원하는 초고해상도 지도를 인터넷에서 서비스 할
때에는 국가정보원 및 정보통신부의 '검증'을 받아야 한다. 최고 1m급 고해상도
위성지도를 제공하는 콩나물닷컴은 물론이고, 위성 촬영 정보를 제공하지 않는
네이버(http://maps.naver.com)나 다음(콩나물닷컴 제휴)도 지도 정보를 제공하면서
하단에 이용 안내를 통해 활용 범위를 명확히 제한하고 있다.
위성지도를 제공하고 있는 콩나물닷컴은 공식 자료에서 "휴전선 접경 지역은 보안 문제로
위성 사진을 제공하지 않고 있고, 군부대나 보안 시설물 역시 위장 처리하고 있다"며
"위성 사진의 보안시설물은 별도의 기준을 따르기 때문에 위장 처리되지 않은 지역은
서비스 허가 지역으로 보면 된다"고 설명했다. 여기서 말하는 '별도의 기준'이란
국정원이나 국토지리정보원이 정한 규정을 뜻하고, '위장처리'란 보안 시설물을 가리거나
삭제, 또는 다른 지형물로 임의 수정하는 것을 의미한다.
