This document proposes goals for a post-2015 development framework to replace the Millennium Development Goals (MDGs). It argues that a new framework must address sustainability across social, economic and environmental dimensions. It recommends 21 global goals across four areas: inclusive social development, economic transformation, environmental sustainability, and just governance. Key principles for the goals include equality, participation, and human rights. Two "critical success factors" - reducing inequality, ensuring participation and empowerment, and improving well-being for all - should determine if the framework is successful. Financing and policy coherence are also needed as "enablers." The goals aim to tackle root causes of issues rather than just symptoms.
