U samom centru Banje Luke prije 120 godina
sagrađen je hotel „Bosna“, koji je u zemljotresu
1969. godine srušen do temelja. Sadašnji hotel
„Bosna“ je savremena građevina, projektovana
po svim evropskim standardima.
Hotel „Bosna“ u svom sastavu ima luksuzno
opremljene sobe i apartmane, aperitiv-bar, pi-
jano-bar, gradsku kafanu sa baštom, restoran
„Ambasador“, pansionski restoran, diskoteku,
sale za seminare i prezentacije, sale za druge
vrste zabave, kapaciteta do 500 mjesta, butike,
sopstveni čuvani parking i garažu. Svi prostori
hotela su klimatizovani.

THE ORIGINS OF THE CITY
U predrimsko i rimsko doba krajeve oko Banje
Luke nastanjivalo je ilirsko pleme Mezeja, koje
su Rimljani, zajedno s ovim prostorima, počet-
kom nove ere uključili u svoju pokrajinu Ilirik,
a na teritoriji Banjaluke podignuto je rimsko
vojno naselje Castra. Nakon propasti Rimskog
carstva, ovim krajevima prolaze slovenska ple-
mena, koja polovinom VI vijeka podižu svoja
plemenska naselja. U srednjem vijeku, područ-
jem donjeg toka rijeke Vrbas protezao se niz
većih i manjih utvrđenja.
In the pre Roman and Roman times, the region
around Banja Luka was inhabited by the Illyrian
tribe Mezei, which Romans along with this re-
gion, at the beginning of a new era turned into
their province of Illyricum and at the territory

U najstarijim izvorima iz 1320. godine navodi se
Vrbaški grad, a 1518. godine u istorijskim doku-
mentima su notirani i Vrbaški grad i Banja Luka.
Međutim, pisano svjedočanstvo, u kojem je prvi
put zabilježen naziv grada Banja Luke, nastalo je
1494.godine,odnosnonavedenojedajeJurajMi-
kulašić obavljao dužnost kaštelana Banje Luke.
The oldest written sources from 1320, mention
Vrbas city, and historical documents from 1518
register both and Vrbas city and Banja Luka.

Luka, is the one from 1494, and it said that Ju-
raj Mikulašić served as castellan of Banja Luka.Iz putopisa nastalih u XVII vijeku saznajemo
da je prvo banjalučko naselje orijentalnog tipa
formirano nakon dolaska Turaka 1528. godine,
oko Careve mahale u Gornjem šeheru.
Od 1580. do 1639. godine Banjaluka postaje
sjedište prostranog Bosanskog pašaluka. Grad
se ubrzano razvija u Donjem šeheru, gdje Fer-
had-paša preduzima gradnju mlina i mostova
preko rijeka Crkvene i Vrbasa, u blizini tvrđave
Kastel. Nakon upada austrijskih četa 1688. go-
dine, Gornji šeher, nekadašnje gradsko jezgro,
srušeno je i spaljeno, čime su uništeni auten-
tični spomenici srednjovjekovnog turskog
graditeljstva.
Nakon 350 godina turske okupacije, počele su
da popuštaju udaljene poluge otomanske vla-
davine. U razdoblju od 1688. do 1918. godine
smjenjivali su se vojnički okršaji, ratna pus-
tošenja, veliki požari i kuga. Primitivno građeni
objekti lako su propadali, a čim opasnost prođe,
iznova su podizani. Pri kraju turske okupacije,
vlasti su odobrile 1832. godine osnivanje prve
srpske muške škole, a tek 1864. godine i škole za

From 1580 until 1639, Banja Luka became the
center of vast Bosnian Pashalik. The City rap-

intrusion of the Austrian troops in 1688, Gorn-

After 350 years of Turkish occupation, re-
mote hand of Ottoman rule began to give way.
During the period from 1688 until 1918 succes-
sion of military skirmishes, war devastations,
wildfires and plague happened. Primi-tively
constructed buildings easily disappeared, and

reaciji Banjaluka-Dobrljin. Svečano je puštena u
promet 1873. godine, ali turska vlast 1875. go-
dine zaustavlja željeznicu zbog Bosansko-her-
cegovačkog ustanka.
TEMELJI PRIVREDNOG
RAZVOJA GRADA
Sredinom ljeta 1878. godine, odlukom Berlin-
skog kongresa, u Banju Luku ulaze aus-
tro-ugarske trupe. Grad dobija naznake
zanatskog i industrijskog središta. Temelje in-
dustrijskog razvoja postavili su redovnici Sa-
mostana trapista. Neposredno pred dolazak
austrougarske vojske, izgradili su mlin 1872.
godine, pivaru 1876. godine, sljedeće go-
dine ciglanu, a zatim fabriku tkanina, hidro-
centralu u Delibašinom selu, kao i industri-
jske pogone za proizvodnju tjestenina i sira.
Nova okupaciona vlast ubrzano je gradila mo-
stove, puteve i pruge. Otvaraju se rudna nalazi-
šta i industrijski pogoni. Nedugo zatim započi-
nje eksploatacija uglja u rudnicima na Laušu i
u Maslovarama. Izgrađena je bolnica 1879. go-
dine, a sljedeće godine je otvorena prva gradska
osnovna škola. Trgovačka škola i hotel “Bosna”
počinju s radom 1885. godine, a nakon godinu
dana i štamparija. Fabrika duvana je sagrađena
1888. godine, a 1891. godine banjalučki kolod-
vor dobija direktnu željezničku vezu s Bečom i
Budimpeštom.

Realna gimnazija počinje s radom 1895. godine,
a1898.godineosnovanajeiVišadjevojačkaško-
la. Gradski vodovod je izgrađen 1908. godine.
Pred kraj XIX vijeka na području grada znatno
je povećan broj stranaca, pretežno Austrijanaca,
NijemacaiJevreja.Nadanpopisa,22.aprila1895.
godine, u Banjoj Luci je živjelo 13.566 žitelja.

DVA SVJETSKA RATA
U Kraljevini Srba, Hrvata i Slovenaca (1918-
1941), Banja Luka postaje sjedište okruga i
Vrbaske oblasti. Za ubrzan i svestran razvoj u
tom kratkom periodu, grad prvenstveno du-
guje svom prvom banu Svetislavu Milosavlje-
viću. Izgrađene su zgrade Banske uprave i Ban-
skog dvora, kao i Pravoslavna crkva, smještena
između ta dva impozantna objekta. Počinju s
radom Narodno pozorište i Etnografski muzej.
Podignut je Gradski most, uređen Gradski
park, adaptirana zgrada Realne gimnazije i
počela izgradnja Učiteljske škole s internatom.
Tokom oružanih borbi, u Drugom svjetskom
ratu poginulo je 3.060 Banjalučana, a dan oslo-
bođenja, 22. april 1945. godine, grad je dočekao
razrušen, popaljen i osiromašen.

telegraph in 1866, and the first railway line in
the Turkish Empire was built in a distance of

ECONOMIC DEVELOPMENT
THE TWO WORLD WARS
During the During the mid-summer of 1878,
by the decision of the Congress of Berlin, Aus-
tro-Hungarian troops entered Banja Luka. City
started getting an indication of an artisan and
industrial centre. The foundations of indus-
trial development were built by the monks of
Trappist monastery. Shortly before the arrival
of the Austro-Hungarian army, they have built
a mill in 1872, the brewery in 1876, and next
year brick factory, and then fabric factory, hy-
dro-power plant in Delibašino Selo, as well as
industrial plants for the production of pasta and
cheese.
New occupying government has started rapidly
building bridges, roads and railways. They have
opened the mine facilities and industrial plants.
Shortly after, ex-ploitation of coal mines in Lauš
and Maslovare started. Hospital was built in
1879, and the following year the first City’s el-
ementary school opened. Trade school and ho-
tel “Bosna” opened in 1885, and following year
printing – house opened. The tobacco factory
was built in 1888, and in 1891 Banja Luka rail-
way started operating direct rail link to Vienna
and Budapest. Pr Grammar school was found-
ed in 1895, and in 1898 Girl’s High School was
opened. City waterline system was built in 1908.
Towards the end of the nineteenth century in
the City’s region, significantly increased the
number of foreigners, mostly Austrians, Ger-
mans and Jews. On census day of April 22nd in
1895, Banja Luka counted 13.566 inhabitants.
In the Kingdom of Serbs, Croats and Slovenes
(1918 - 1941), Banja Luka became the centre of
county and Vrbas area. For rapid and compre-
hensive development in that short period, City
is primarily thankfully to its first ban Svetislav
Milosavljević. Bans administration building
and Bans Palace were built, as well as the Or-
thodox Church that was located between those
two imposing buildings. The National Theatre
and Ethnographic Museum were established.
Gradski most was built, Public park was re-
newed, building of Grammar school was reno-
vated and building of the Teachers school with
boarding facilities began.
During the World War II 3,060 of Banja Luka’s
citizens were killed and City has hosted Liber-
ation Day of 22 April 1945, destroyed, burned
and depleted.

Neposredno prije katastrofalnog zemljotre-
sa iz 1969. godine, Banja Luka je imala 75.000
stanovnika. U 76 privrednih preduzeća bilo je
zaposleno 30.000 radnika. Šezdesetih i sedam-
desetih godina XX vijeka stanogradnja je bila u
punom zamahu, a stambeni fond grada bio je
uvećan za 11.000 stanova.
Razorni zemljotres je u dva naleta, 26. i 27.
oktobra 1969. godine, potpuno razrušio grad.
Privredne aktivnosti su potpuno obustavljene,
a uništeno je ili oštećeno 36.267 stambenih
jedinica u državnom i privatnom vlasništvu.
U proljeće 1970. godine Banja Luka je
postala veliko gradilište. Uz pomoć sred-
stava solidarnosti obnovljeni su privred-
ni kapaciteti, stambeni fond, komunalna
i saobraćajna infrastruktura, kao i objekti u
funkciji obrazovanja, zdravstva i kulture.
GEOGRAFSKI POLOŽAJ
U širem geografskom smislu, područje Ba-
nje Luke predstavlja prelaznu zonu od di-
narsko-planinske ka panonsko-ravničarskoj
oblasti, što utiče na njegovu geomorfološku
strukturu. S juga i jugoistoka Banja Luka je
omeđena planinama: Manjača (1,338 m), Tiso-
vac (1,172 m), Osmača (948 m) i Crni Vrh
(546 m), sa sjeverozapada planinama Piskavica
(433 m) i Banjalučka Kozara (421 m), a sa sjeve-
ra niskom Posavinom.
Banjaluka je najvećim dijelom smještena u
slivu rijeke Vrbas, sa 45 km toka na svom po-
dručju, dok je manji dio u slivu rijeke Go-
mjenice. Rijeka Vrbas gradi kompozitnu ri-
ječnu dolinu u kojoj se smjenjuju brojni kan-
joni i kotline. Veće pritoke su Krupa s ušćem
u Krupi na Vrbasu, Suturlija iz pravca Perva-
na, Crkvena iz pravca Bronzanog Majdana i
Vrbanja iz pravca Kotor Varoša i ušćem u Ba-
njoj Luci. Sam Vrbas stvara manje doline-po-
lja (Bočačko, Ducipolje, Novoselijsko polje
i Banjalučko polje). Na ušću Vrbanje u Vr-
bas nalazi se Medeno polje veličine oko 500
ha. Banjalučko polje prema sjeveru se širi u
Lijevče polje, koje se prostire sve do rijeke Save.
Teren je uglavnom valovit i brdovit, a na jugu
prelazi u pretplaninsko područje. Najniži dio
je u Zalužanima, na nadmorskoj visini od oko
140 metara. Prema jugu nadmorska visina se
penje u početku postepeno, a zatim se naglo
povećava, tako da krajnja tačka na jugu dostiže
čak 1.338 m nadmorske visine. Ukupna površi-
na Grada iznosi 1.239 km, s tim da područje

big construction site. With the help of the soli-
darity funds renewed were the economic facili-
ties, housing, utilities and transportation infra-
structure, as well as the buildings in function of
education, health and culture.
GEOGRAPHIC LOCATION
In broad geographic terms, the Banja Luka area
is a transitional zone of the Dinaric Mountain
to the Pannonia’s lowlands areas that affects its
geo-morphologicalstructure.Fromthesouthand
southeast, Banja Luka is bordered by mountains:
Manjača (1,338 m), Tisovac (1,172 m), Osmača
(948 m) and Crni Vrh (546 m), from the north-
west mountains of Piskavica (433 m) and Banja
Luka’s Kozara (421 m), and to the north the low
Posavina.
Banja Luka is mostly located in the basin of
the river Vrbas, with a 45 km course of this
river in area, while the lower part of area cov-
ers the river basin of Gom-jenica. River Vrbas
makes composite river valleys that alternate
into numerous canyons and valleys. Larger
tributaries of the confluence are Krupa that
ends in town Krupa na Vrbasu , Suturlija from
the direction of Pervan, Crkvena from the di-
rection of the Bronzani Mjidan and Vrbanja
that flows from the direction of Kotor Varoš and
ends in Banja Luka. River River Vrbas creates
smaller walleyes and fields (Bočac, Ducipolje,
Novoselija field and Banja Luka field). At the
mouth of the Vrbanja into river Vrbas, locat-
ed is Medeno polje that is 500 ha in size. Banja
Luka field spreads northward into Lijevče field,
which extends all the way to the river Sava.

The terrain is mostly undulating and hilly,
and on the south turns into mountain sub-
region. The lowest part is Zalužani at an al-
titude of about 140 meters. To the south el-
evation rises gradually at first, and then
rapidly increases, so that the end point of the
southern reaches as high as 1,338 m above
sea level. The total area of the City is 1,239
km2 and the area represents a relatively har-
monious natural geographic entity. River Vr-
bas divides the City space into two parts, and
the western part is a part that is a bigger one.
Length axis of north-south is 50 km, and east
to west 25 km. City’s core is situated on its
north-eastern edge of the at 44o62’27’’ north
geographical latitude and 17o1’44” east geo-
graphical longitude, at an altitude of 164 meters.
City of Banja Luka is the largest urban agglom-
eration in the Republic of Srpska and the largest
city in the western part of Bosnia and Herze-
govina.
POPULATION
Demographic development of Banja Luka took
place in the late 20th and early 21st century, in
the exceptional socio-economic and historical
circumstances. Demo-graphic development
was marked by migrations that contributed to
the movement of permanent residents or of total
population. While the movement of the overall
population was of a much greater extent than
in previous decades, under the influence of ex-
ternal migration (intense immigration, and em-
igration), the natural movement of the popula-
tion has continued into a long-term downtrend
of a visible population growth. At the beginning
of the 1990, Banja Luka found itself at the centre
of migration brought on by war operations in
Croatia and Bosnia and Herzegovina and during
more than three and a half years of war, tempo-
rary or permanent residency at the City, found
up to a hundred thousand inhabitants. Since
the first census after the Second World War
(1948), when the municipality of Banja Luka
had registered around one hundred thousand
inhabitants, of which one-third situated in the
City centre, until last pre-war census (1991), the
population of Banja Luka has doubled (from
97,194 to 195,629), but now three-quarters of
the population are located in urban areas. Ac-
cording to the preliminary results of the census
of population, households and flats in Bosnia
and Herzegovina in October 2013, in the area
of City of Banja Luka is listed 199,191 residents,
65,225 households, and 87,986 flats.

STANOVNIŠTVO
Demografski razvoj Banje Luke odvijao se
krajem 20. i početkom 21. vijeka u izuzetnim
društveno-ekonomskim i istorijskim uslovi-
ma. Demografski razvoj su obilježile migracije,
koje su uticale na kretanje stalnog ili ukupnog
stanovništva. Dok je kretanje ukupnog sta-
novništva bilo u znatno većoj mjeri nego rani-
jih decenija, pod uticajem spoljnih migracija
(intenzivnog doseljavanja, ali i iseljavanja), u
prirodnom kretanju stanovništva nastavljena je
dugoročna uočljiva tendencija opadanja prirod-
nog priraštaja stanovništva.
Početkom 1990-ih godina Banja Luka se našla
u centru migracija izazvanih ratnim dejstvima
u Hrvatskoj i Bosni i Hercegovini i u njoj je u
toku tri i po ratne godine privremeno ili stal-
no boravište našlo do sto hiljada stanovnika.
Od prvog popisa stanovništva poslije Drugog
svjetskog rata (1948), kada je u Opštini Banja-
luka bilo registrovano oko sto hiljada stanovni-
ka, od čega jedna trećina u gradskom središtu,
do posljednjeg predratnog popisa (1991),
broj stanovnika Banje Luke je udvostručen
(sa 97.194 na 195.629), ali tada s tri četvrtine
stanovnika u urbanom području.
Prema preliminarnim rezultatima popisa sta-
novništva, domaćinstava i stanova u BiH iz
oktobra 2013. godine, na području Grada
Banje Luke popisano je 199.191 stanovnik,
65.225 domaćinstava i 87.986 stanova.

PRIVREDA
U 2014. godini u svim oblicima privređivanja na
području grada Banje Luke (8.380 registrovanih
pravnihlica i 6.693 samostalnapreduzetnika) bilo
je zaposleno 61.439 radnika. U strukturi
zaposlenihnajvećeučešćeod17,7% ostvarilisuu
oblasti trgovine, a zatim slijede zaposleni u jav-
noj upravi od 15,9%, u prerađivačkoj industriji
od 12,3%, u zdravstvu od 10,2%, obrazovanju
9,2%, finansijskoj djelatnosti 5,6%, informacija-
ma i komunikacijama 5,3%, naučnotehničkim
djelatnostima 4,6%, građevinarstvu 4,4%, dok je
u ostalim privrednim i društvenim djelatnosti-
ma zaposleno 14,8% ukupnog broja zaposlenih.
Visina prosječne mjesečne neto zarade u 2014.
godini na području grada iznosila je 939 KM.
Tokom 2014. godine banjolučka preduzeća su
ostvarila vrijednost izvoza od 559,88 miliona
KM, a uvoza od 2,12 milijardi KM, tako da je
pokrivenost uvoza izvozom iznosila 26,4%.
Najveća vrijednost izvoza ostvarena je na tržištu
Hrvatske, Srbije, Njemačke, Austrije i Italije.
Zemlje iz kojih se tokom 2014. godine najviše
uvozilosuRusija,Srbija,Kina,ItalijaiNjemačka.
Realizovane investicije u 2014. godini na
području grada iznosile su 499,59
miliona KM. U odnosu na ukupnu vrijednost
ostvarenih investicija u Republici Srpskoj u
2014. godini (1,62 milijarde KM), ukupno
ostvarene investicije na području grada
Banjaluke u 2014. godini predstavljaju 30,8%.
činilo je 18.073 nezaposlenih lica. Pre-
ma evidenciji Biroa, tokom 2014. godine
po osnovu zaposlenja brisano je s evidencije
3.955 nezaposlenih lica. U strukturi ukupnog
broja aktivne ponude radne snage, nezaposle-
nih ženskog pola je 50,2%, a muškaraca je
49,8%. U starosnoj strukturi nezaposlenih
lica gotovo polovinu (48,6%) čine nezaposle-
ni životne dobi od 30 do 50 godina. Posmatra-
jući kvalifikacionu strukturu aktivne ponude
radne snage, najveće učešće od 32,8% imaju
nezaposlena lica srednje stručne spreme, a za-
tim slijede nezaposleni kvalifikovani radnici
s učešćem od 32,7%. U periodu januar-april
2014. godine aktivna ponuda radne snage
iznosila je prosječno 18.572 nezaposlena lica.
Od početka gotovinskih prodaja državnog
kapitala u banjolučkim preduzećima, odno-
sno od 2000. godine do maja 2014. godine,
privatizovano je ukupno 130 preduzeća ili
70,27% ukupnog broja banjalučkih preduzeća
predviđenih za privatizaciju (185). Prihod ostva-
ren prodajom državnog kapitala navedenih 130
banjalučkih preduzeća iznosi 1.371.104.284,75
KM, a u strukturi navedenog prihoda, 96,2%
potiče od privatizacije 15 strateških preduzeća
(1.319.468.961,90 KM), a 3,8% (51.635.322,85
KM) od privatizacije 115 banjalučkih preduzeća
od lokalnog značaja. Evidentna je usporena di-
namika privatizacije banjalučkih preduzeća, s

nje Banjaluka, na isteku 2014. godine ak-
tivnu ponudu radne snage na području grada

In 2014 in all forms of business in the area of
City Banja Luka (8,380 registered legal entities
and 6,693 self-employed) were employed 61,439
workers. In the structure of employed workers
the largest share of 17.7% was employed in the
trade sector, followed by employees in public
administration 15.9%, in manufacturing 12.3%,
10.2% in health care, education 9, 2%, 5.6% fi-
nancial activities, information and communi-
ca-tion 5.3%, scientific and technical 4.6%, con-
struction 4.4%, while the rest of other economic
and social sectors employ 14.8% of the total
number of employees. Average monthly net sal-
ary in 2014. in the city amounted to 939 KM.
During 2014 Banja Luka’s companies have real-
ized the value of exports of 559.88 million KM
andimportsof2.12billionKM,sotheexport-im-
port ratio was 26.4%. The highest value export
markets are the markets of Croatia, Serbia, Ger-
many, Austria and Italy. The countries from
which during 2013 most imports come from
are Russia, Serbia, China, Italy and Germany.
The investments realised in 2014 in the City
amounted to 499.59 million. Out of the total
value of realised investments in Republic of
Srpska in 2014 (1.62 billion KM), the total re-
alized investment in the city of Banja Luka in
2014 was 30.8%.

parent slow pace of privatization of enterpris-
es of Banja Luka, as for many years there is a
lack of interest in buying shares in companies
even with the addition of a trend of lowering
the price of shares, and it is also evident that the
lack of interest of potential investors through
repeated auction bankruptcy debtor, brings the

Industrija je i dalje jedan od nosilaca privred-
nog razvoja, ali s dvostruko manjim učešćem u
strukturi privrede nego prije dvije decenije. Pre-
rađivačka industrija treba da postane ključni
segment za kreiranje novih radnih mjesta. U la-
kojindustrijiproizvodnikapacitetisuslabijeraz-
vijeni, radna snaga je jeftina u odnosu na indus-
triju metalskog tipa te je zbog toga atraktivnija
za strane ulagače. Međutim, znatno veće učešće
ostvarile su druge privredne grane: saobraćaj
i veze, građevinarstvo, finansijskotehničke i
poslovne usluge, poljoprivreda i trgovina, koje
postaju nosioci privrednog razvoja.
Posljednjih godina na nivou lokalne zajed-
nice ostvareni su određeni rezultati s aspek-
ta privrednog razvoja, od kojih su naročito
značajni sljedeći:
- utvrđeni su pravci razvoja grada i usvojena
Strategija razvoja grada za period od 2007. do
2015. godine, u okviru koje je definisano 195
projekata ukupne vrijednosti od 1 milijarde 977
miliona KM, s ciljem unapređenja funkcio-
nisanja komunalnih preduzeća, u Banjoj Luci
se realizuju značajni projekti (etapna rea-
lizacija projekta izgradnje Centralnog grad-
skog groblja u Vrbanji, realizacija dva projekta
u sistemu vodosnabdijevanja i odvodnje putem
kredita Svjetske banke i KfW banke, prevazi-
laženje problema u funkcionisanju daljin-
skog grijanja, urađena Studija sanacije i rekon-
strukcije banjolučkog toplifikacionog sistema,
etapna realizacija projekta sanacije i prošire-
nja Regionalne deponije u Ramićima, rea-
lizacija prve faze Tehnološkog biznis-parka),
-realizovane brojne aktivnosti na unapređenju
i razvoju turizma, podizanju i jačanju
preduzetništva i unapređenju poljoprivredne
djelatnosti, naročito s aspekta ruralnog razvoja,
realizovani projekti izgradnje Akva-cen-
tra-vodenog parka u naselju Borik
i kompleksa Olimpijskog bazena.

facturing should become a key segment for

production capacities are underdeveloped; la-

tors. However, much larger share of realization
was done by other industries such as: transport
and communications, construction, financial,
technical and business services, agriculture and
trade, all of which become carriers of economic
development. In recent years at the community

privredni centar Republike Srpske i kao takva
privlači sve više posjetilaca. To je rezultiralo po-
većanim učešćem kulturnog, poslovnog i kon-
gresnog turizma u poslednjih nekoliko godina.
Pored toga, Banja Luka se izdvaja i kao desti-
nacija pogodna za sve popularniji rafting, kajak,
paraglajding i druge avanturističke aktivnosti. U
posljednje vrijeme posebno atraktivno područ-
je postaje eko i etno turizam. Grad Banja Luka
sa svojom okolinom ima izuzetne mogućnosti
za razvoj ovog vida turizma. Turistička orga-
nizacija Grada Banja Luke uključena je u više
projekata, zajedno s Centrom za razvoj i una-
pređenje sela i Gradskom razvojnom agenci-
jom, koji su vezani za ovaj vid razvoja ruralnih
područja Banjaluke.
Brojne manifestacije, festivali i sajmovi dopri-
nose da grad upotpuni svoju turističku ponudu
(Kočićev zbor, Ljeto na Vrbasu, Kozarski etno,
Zimsko prelo, Euro kup u raftingu, Otvoreno
prvenstvo BiH u kajaku, teniska prvenstva i
drugo).
TOURISM
Banja Luka, the largest city in the Republic of
Srpska, became the administrative, cultural,
political and economic centre of the Republic
of Srpska and as such it attracts more and more
visitors. This has resulted in increased partici-
pation of cultural, business and congress tour-
ism in recent years.
In addition to that, Banja Luka stands out as the
ideal destination for an increasingly popular
rafting, kayaking, paragliding and other adven-
ture activities. Recently, a particularly attrac-
tive area became eco and ethnotourism. City of
Banja Luka and the surrounding area has great
opportunities for the development of this type
of tourism. Tourist Organization of Banja Luka
is involved in several projects, together with the
Centre for Development and improvement of
the village and the City Development Agency,
that are related to this type of development in
rural areas of Banja Luka.
A number of events, festivals and fairs contrib-
ute to the City’s completion of its tourist offer
(Kočićev zbor, Vrbasu Summer, Kozarski eth-
no, Zimsko prelo, and Euro cup in rafting, Open
Championship of Bosnia and Herzegovina in
kayaking, tennis championships, and others).

Na području grada Banje Luke u 2014. godi-
ni zabilježena je posjeta 6.353 turista, od čega
3.418 domaćih i 2.935 stranih turista. U odnosu
na 2013. godinu, ukupan broj turista je povećan
8,4%, a ukupan broj noćenja 6,3%.
U ugostiteljstvu i turizmu u Banjoj Luci je u
2014. godini poslovalo 31 preduzeće. U oblasti
samostalnog preduzetništva u oblasti ugostite-
ljstva i turizma na području grada je poslovalo
850 ugostiteljskih preduzetnika, što predstavlja
22,8% ukupnog broja banjolučkih samostalnih
preduzetnika.

U oblasti obrazovanja, lokalna vlast ima za-
konom propisanu obavezu da obezbjeđuje
uslove za boravak djece u predškolskim ustano-
vama.
Osnovno, srednje i visoko obrazovanje su u
nadležnosti Ministarstva prosvjete i kulture
Republike Srpske. Obaveza Grada Banja Luka
je da obezbijedi dio sredstava za investicio-
no-tekuće održavanje, u skladu sa mogućnos-
tima, materijalne troškove škole, sredstva za
takmičenje učenika na opštinskom nivou, kao
i troškove učešća učenika sa područja opštine
na regionalnom takmičenju.
UBanjojLucisuzastupljenisvinivoiobrazovan-
ja. Predškolsko obrazovanje odvija se u Javnoj
ustanoviCentarzapredškolskovaspitanjeiobra-
zovanje. Ustanova u svom sastavu ima 20 vrtića
u kojima se svakog trenutka nalazi oko 2.500
djece. Obuhvat djece uslugama predškolskog
vaspitanja i obrazovanja je 20%. U gradu takođe
radi i veći broj vrtića u privatnom vlasništvu.
EDUCATION

ticipation of students from the municipality at
the Regional competitions.
All levels of education are represented in Ban-
ja Luka. Preschool education is provided at the
Public Institution Centre for preschool educa-
tion. The institution consists of 20 kindergar-
tens and at which at every moment are about
2,500 children. A number of children that are
provided with pre-school education cover 20%
of the total of preschool children. The city also
operates a many of kindergartens that are pri-
vately owned.

i 28 područnih škola, kao i u dva Centra: Centar
„Zaštiti me“ i Centar za obrazovanje i rehabil-
itaciju slušanja i govora. U školskoj 2013/2014.
godini u osnovnim školama se školuju 16.183
učenika od prvog do devetog razreda. Na po-
dručju grada srednje obrazovanje, kako opšte
tako i stručno, odvija se u 17 srednjih ško-
la, i to u 13 javnih i četiri privatne. U školskoj
2013/2014. godini školuje se ukupno 10.928
srednjoškolaca.
Banja Luka je univerzitetski grad. U gradu na
Vrbasu studenti iz svih krajeva RS, BiH i šire
imaju mogućnost da visokoškolsko obrazovanje
stiču na Javnom univerzitetu Banja Luka, koji
u svom sastavu ima 16 fakulteta i 52 studijska
programa. Na Javnom univerzitetu se školuje
oko 17.000 studenata. Univerzitet u svom sa-
stavu ima i tri za razvoj nauke veoma značajne
jedinice: Univerzitetski računarski centar, Uni-
verzitetski preduzetnički centar i Institut za ge-
netičke resurse. Na fakultetima postoje i veoma
aktivne studentske organizacije, kao i Student-
ski parlament.

‘‘Dom zdravlja“ u Banjoj Luci primarnu zdrav-
stvenu zaštitu organizuje po sistemu porodične
medicine, obezbjeđuje dječiju, preventivnu i
opštu stomatologiju, hitnu medicinsku pomoć,
higijensko-epidemiološku djelatnost, labora-
torijsku dijagnostiku, ima organizovanu RTG
dijagnostiku i ambulante za specijalističke kon-
sultacije.
Grad Banja Luka ulaže napore kako bi zdrav-
stvena zaštita svim stanovnicima Banje Luke
bila što dostupnija a Ustanova “Dom zdravlja”
pruža usluge primarne zdravstvene zaštite u 24
objekta u urbanom dijelu grada i u 13 objeka-
ta u ruralnom dijelu. Služba za stomatološku
zdravstvenu zaštitu pruža usluge dječjoj popu-
laciji i u prostorima sedam osnovnih škola.
Sekundarni i tercijarni nivo su u nadležnosti
Ministarstva zdravlja i socijalne zaštite Repu-
blike Srpske.

Banja Luka provides public institution “Medical
House” in Banja Luka, founded by the Assembly
of the City of Banja Luka.
”Medical House” in Banja Luka, primary health
care organizes according to the system of family
medicine, providing children’s, preventive and
general dentistry, emergency medical care, san-
itary - epidemiological care, laboratory diagno-
sis, has organized X-ray diagnostics and outpa-
tient specialist consultations.
City of Banja Luka strives to cover health care of
all residents of Banja Luka, makes it accessible
to all and Institution “Medical House” provides
primary health care services in 24 facilities in
the urban part of the City and in 13 facilities in
the outskirts of the City’s area. Department of
Dental Health Care provides paediatric popula-
tion in seven elementary schools.
Secondary and tertiary levels are the responsi-
bility of the Ministry of Health and Social Wel-

SOCIJALNA ZAŠTITA
Usluge socijalne zaštite stanovnicima Banje
Luke pruža Javna ustanova “Centar za socijalni
rad”, kojoj je osnivač Skupština Grada i na koju
je Grad prenio javno ovlašćenje za obavljanje
ovih usluga.
Od 2000. godine Grad Banja Luka je kao jed-
na od četiri opštine u BiH, zajedno sa Centrom
za socijalni rad, uključen u realizaciju Projekta
“Reformisanje sistema i struktura režima cen-
tralne i lokalne socijalne politike”. U skladu sa
iskustvima iz navedenog projekta, stručni rad-
nici Centra i Gradske uprave su, u saradnji sa
drugim partnerima, izradili a Skupština Grada
usvojila sljedeće strateške dokumente:

U skladu sa ciljevima, definisanim ovim doku-
mentom, uvedeni su novi modeli rada, izvršena
je potpuna reforma u načinu pružanja usluga
Centra za socijalni rad. Reforma modela rada,
prije svega, odnosi se na promjenu pristupa u
radu sa korisnicima, gdje se koristi pristup ori-
jentisan na korisnika, kod kojeg su korisnik i
njegove potrebe u fokusu rada stručnih radnika.
Ovaj pristup sa sobom je donio i promjenu u or-
ganizacijiradagdjesesapolivalentnog,odnosno
rada po mjesnim zajednicama, prešlo na speci-
jalistički pristup, koji prije svega podrazumije-
va specijalističke poslove koji su fokusirani na
potrebe korisnika: poslove za rad sa djecom bez
adekvatnog roditeljskog staranja, poslove za
rad sa djecom sa posebnim potrebama, poslove
rada sa nasiljem u porodici, rad sa licima
sa problemima u mentalnom zdravlju, rad sa
licima sa invaliditetom, rad sa licima zavisnim
o alkoholu i psihoaktivnim supstancama, rad
u zajednici, porodično savjetovalište i drugi
poslovi.

Social services for the residents of Banja Luka
provides Public Institution “Centre for Social
Work,” which was founded by the Assembly of
the City and that the City transferred the public
authority to perform these services.
Since Since 2000, City of Banja Luka, as one of
the four municipalities in B&H, together with
the Centre for Social Work, involved is in the
project “Reforming the Systems and Structures
of Central and Local Social Policy.” According
to the experiences from this project, the pro-
fessionals of the Centre and the City Admin-
istra-tion, in cooperation with other partners,
developed a City Assembly adopted following
strategic documents:
Plan of the development of social protection in
the City of Banja Luka 2003-2005,
Plan of the development of social protection in
Banja Luka 2005-2008 and
Development programmeDevelopment pro-
gramme of social protection in Banja Luka for
the period 2013-2015.
In line with the objectives defined in this docu-
ment, introduced were new models of practice,
and there was a complete reform in the provi-
sion of services of the Centre for Social Work.
The reform model of practice, primarily relat-
ed to the change in approach when working
with clients, represents user oriented approach,
where the users and their needs are the focus
of professionals. This approach brought the
changes in the organization of practice when it
goes from polyvalent, or work in local commu-
nities, to a specialist approach, which above all
is specialized tasks that are focused on the needs
of users and work with children without ade-
quate parental care, activities for children with
special needs, after working with domestic vio-
lence, working with people with mental health
problems, working with people with disabili-
ties, working with individuals dependent on al-
cohol and psychoactive substances, community
work, family counselling and other activities.

Razvojem specijalističkog pristupa otvorila se
mogućnost bliže saradnje sa nevladinim orga-
nizacijama, korisničkim udruženjima i privat-
nim sektorom, što je rezultiralo otvaranjem niza
proširenih usluga u lokalnoj zajednici i razvojem
velikog broja servisa vaninstitucionalne brige
o korisnicima. Neke od proširenih usluga su
dnevnicentrizastaralica,dnevnicentarzalicasa
problemima u mentalnom zdravlju, dnevni cen-
tar za lica u stanju mentalne retardacije, usluge
personalne asistencije za lica sa invaliditetom,
smještaj žrtava nasilja u Sigurnu kuću, prihvat-
na stanica za djecu zatečenu u skitnji, prihvatna
stanica za odrasla lica zatečena u skitnji i mnoge
druge proširene usluge, fokusirane na specifične
potrebe stanovništva naše lokalne zajednice,
prihvatna stanica za djecu zatečenu u skit-
nji, prihvatna stanica za odrasla lica zateče-
na u skitnji i mnoge druge proširene usluge.
Sve proširene usluge se realizuju u partner-
skoj saradnji sa nevladinim organizacijama
i korisničkim udruženjima. S obzirom na to
da JU “Centar za socijalni rad” Banja Luka
od 2007. godine ima uveden sistem upra-
vljanja kvalitetom u skladu sa standardom ISO
9001:2000, osnovna obaveza ove Ustanove
jeste da osigura kvalitetnu uslugu i zadovolj-
stvo korisnika. U skladu s tim, redovno se
vrši evaluacija usluge i održavaju se sastan-
ci sa partnerskim organizacijama, kako bi se
unaprijedio kvalitet usluge.
The development of a specialist approach has
opened up the possibilities of closer cooper-
ation with nongovernmental organizations,
consumer associations and the private sector,
which resulted in the opening of a series of
extended services in the local community and
the development of a large number of nonin-
stitutional cares for the service users. Some
of the extended services are day care centres
for elderly, day centre for people with mental
health problems, a day centre for persons in
mental retardation services, personal assis-
tance for persons with disabilities, victims of
domestic are given accommodation in a safe
house, reception centres for runaway children,
reception centres for runaway children, recep-
tion centres for homeless adults and many oth-
er extended services, focused on the specific
needs of the citizens of our community. All ex-
tended services are implemented in partnership
with NGOs and consumer associations. Since
2007 PI “Centre for Social Work” Banja Luka
has introduced the quality management system
in accordance with ISO 9001:2000 so accord-
ing to that standard, the basic obligation of the
institution is to provide quality service and cus-
tomer satisfaction. Accordingly to that, there
are regularly evaluating services and meetings
with partner organizations to improve the qual-
ity of its services.

KULTURA I UMJETNOST
Banja Luka od pradavnih vremena nosi tra-
gove različitih kultura, koje su se preplitale na
ovom prostoru i koje su ostavile veliki broj kul-
turno-istorijskih spomenika, kao svjedoka ra-
zličitih epoha i ljudskog stvaralaštva. Najstariji
istorijski spomenik u gradu je tvrđava Kastel.
Za noviju istoriju najznačajnije je banova-
nje Svetislava Tise Milosavljevića, čiji je pe-
riod uprave zapamćen po procvatu cijele
regije. U vrijeme uprave bana Milosavlje-
vića, banjolučko plodno stvaralaštvo afirmiše
poznate stvaraoce i animatore u oblasti kul-
ture, koji na izbirljivu kulturnu pozorni-
cu grada postavljaju najvrednija ostvarenja.
Za vrijeme uprave bana Milosavljevića nas-
tali su: Banska palača (danas Gradska upra-
va), Banski dvor, Narodno pozorište (osnova-
no 1930. god., a današnje zdanje podignuto je
1934), Higijenski zavod, objekti Učiteljske i Po-
ljoprivredne škole, istočno krilo ondašnje Gim-
nazije, te sedam stambenih zgrada za činovnike
(u današnjoj Aleji svetog Save i kod Pošte), a
ban Milosavljević je zaslužan i za nastanak ba-
njolučkog Gradskog parka sa spomenikom Pet-
ruKočiću,zadogradnjuhotela“Bosna”,asfaltira-
nje i osvjetljenje ulica, gradnju Sokolskog doma,
Gradske opštine, hotela “Palas” i, uopšte, za
sveukupni polet Banje Luke. Narodno pozorište
i Etnografski muzej osnovani su 1930. godine.
Prvi upravnik Muzeja bio je čuveni slikar Špiro
Bocarić. U početku osmišljen kao etnografski,
Muzej vremenom povećava fond istorijske i ar-
hivske građe. Ime Dušana Mitrovića zauzima
počasno mjesto u pozorišnim analima. Bio je
upravnik prvog pozorišnog ansambla, koji se sa-
stojao od desetak glumaca, među kojima su bili
Vjekoslav Afrić i Vlado Zeljković. Odlukom
SkupštineopštineBanjaLukaod13.januara1971.
osnovana je i Umjetnička galerija Banja Luka
(danas Muzej savremene umjetnosti Republike
Srpske).
ARTS AND CULTURE
Banja Luka has from very long time, born in
it the traces of different cultures that are in-
tertwined in this area and that have left a large
number of cultural and historical monuments,
as witness to the various epochs and human
creativity. The oldest monument in the city is
the fortress Kastel.
In recent history, the most important period of
administrationwasunderBanSvetislavTisaMi-
losavljević, who is remembered for a period of a
time of boom and patronage that the City only
remembers few times happening in its history.
During the administration of Ban Milosavl-
jević, Banja Luka’s fertile creativity promoted
wellknown designers and animators in the field
of culture, who gave the cultural scene of the
City, a picky audience, its most valuable plays.
During the administration of Ban Milosavlje-
vic, created were: Banska palača (now the City’s
administration), Banski dvor, Theatre (found-
ed in 1930, and the present building was built
in 1934), The Hygienic Institute, the facilities
of Teachers and of Agricultural School, the
east wing of old Grammar School, and sev-
en resi-dential buildings for officials (today’s
address of Aleja Svetog Save, and by the cen-
tral post office), a ban carries enormous credit
for the formation of the Banja Luka city park
with a monument to Peter Kočić, than for up-
grade of the hotel “Bosna”, paving and lighting
of streets, construction of Sokolski dom,
Municipality Headquarters building, con-
struction of hotel “Palas” and, in gener-
al, the overall for total feeling of enthu-
siasm in Banja Luka during those times. The
National Theatre and Ethnographic Museum
were established in 1930. The first director of
the Museum was the famous painter Špiro Bo-
carić. Initially designed as an Ethno-graphic
Museum, during a passage of times, Museum
has increased its fond of historical and archi-
val materi-als. Name of Dušan Mitrović holds
a place of honour in the annals of theatre. He
was the first manager of the theatre ensem-
ble, which consisted of a dozen actors, among
them Vjekoslav Afrić and Vlado Zeljković.
By a decision of the Assembly of Banja Luka
on 13 of January 1971, founded was the Na-
tional Gallery of Banja Luka (now the Museum
of Contemporary Arts of Republic of Srpska).

Istorija sporta u Banjoj Luci je počela davno,
ali pravu ekspanziju sport doživljava poslije
Drugog svjetskog rata, kada se osnivaju brojni
sportski klubovi i udruženja. Iz njih će se kas-
nije izroditi asovi koji će širom svijeta pronijeti
slavu našeg grada. Zbog toga je sport u Banjoj
Luci imao, ima i imaće posebno mjesto, kao
važan segment u razvoju i napretku grada.
Zavidne uspjehe na sportskim takmičenjima
postizali su banjolučki bokseri, strijelci, šahi-
sti, padobranci, fudbaleri, biciklisti, kajakaši,
košarkaši i drugi sportisti koji su svom gra-
du podarili 12 medalja sa Olimpijskih igara (8
zlatnih), 15 medalja sa Svjetskih prvenstava, 6
medalja sa Evropskih prvenstava, 4 sa Univer-
zijade, 11 sa Mediteranskih igara i 39 sa Bal-
kanskih prvenstava, jednog klupskog prvaka
Evrope (RK ‘‘Borac’’), pobjednika Srednjoev-
ropskog fudbalskog kupa (FK ‘‘Borac’’) te bro-
jnih naziva prvaka prethodne Jugoslavije kako
u ekipnim tako i u pojedinačnim takmičenjima.
U Banjoj Luci organizovano je i aktivno radi
116 sportskih organizacija u 25 sportskih grana.
Osim navedenih sportskih organizacija u gra-
du je organizovano i 26 sportsko – rekreativnih
udruženja građana, 7 sportskih organizaci-
ja i udruženja invalidnih lica, te 10 gradskih
granskih sportskih saveza, 15 sportskih save-
za Republike Srpske i 3 sportska saveza Bosne
i Hercegovine. Najmasovnija grana sporta je
fudbal koji broji 22 sportske organizacije, zatim
košarka 14, karate 9, rukomet 7, šah 7, itd.

have achieved Banja Luka boxers, shooters,
chess players, jumpers, footballers, cyclists, kay-
akers, basketball players and other athletes who
gave the City its 12 Olympic medals (8 gold),
15 World Championship gold medal, 6 medals
of the European Championships, four of the
Universe Championships, 11 of the Mediter-
ranean Games and 39 of the Balkan Champi
onships, a club champion of Europe (Hend-
ball Club Borac), winner of the Central Eu-
ropean Football Cup (FC Borac), and many
medals in championships of the former Yugo-
slavia as in team also in individual competi-
tions.In Banja Luka, it was founded and still is
active 116 sports organizations in 25 branches
of sports. In addition to the aforementioned
sports organization in the city is also found-
ed 26 sports - recreational associations of
citizens, 7 sports organizations and associa-
tions of disabled persons, and 10 City’s

kvantitativnom razvoju sporta grada. Broj
sportskih organizacija u posljednih 12 go-
dina kretao se od 27 sportskih organizaci-
ja u 1995. godini do njih 116 u 2008. godini.

Tokom 2006. godine, shodno uočenim potre-
bama i zahtjevima omladinskih organizaci-
ja, Grad Banja Luka je pokrenuo inicijativu za
pronalaženje adekvatnog prostora koji bi svo-
jom multifunkcionalnošću mogao da zadovolji
potrebe mladih grada. Dio objekta Doma soli-
darnosti, korisne površine 1216 m , prepoznat
je kao moguće rješenje i adaptiran je za potre-
be Doma omladine, a Gradska uprava je u iz-
vođenje radova uložila preko 900.000 KM.
Sanacija i adaptacija dijela objekta Doma so-
lidarnosti namjenjenog za Dom omladine, uz
opremanje dvije kancelarije i amfiteatra, završe-
na je u 2007. godini, a aprila 2008. godine Om-
ladinskom savjetu Banja Luka dodijeljenja je
na korištenje bez naknade kancelarija u Domu
omladine i tom prilikom je predstavljeno idejno
rješenje enterijera, odnosno opremanja Doma
omladine.
Opremanje preostalog dijela objekta, kao po-
sljednja faza pripreme prostora za funkcion-
isanje u punom kapacitetu, realizovaće se u
narednom periodu.
UDRUŽENJA GRAĐANA /
NEVLADINE ORGANIZACIJE
Udruženja građana /nevladine organizaci-
je predstavljaju veoma značajan faktor u pre-
poznavanju i rješavanju problema lokalne za-
jednice, tako što svojim aktivnostima doprinose
zadovoljavanju raznih potreba, ostvarivan-
ju prava građana, formiranju javnog mnije-
nja i iniciranju određenih aktivnosti u lokalnoj

Na području Banje Luke civilni sektor je ost-
vario značajan nivo razvoja u okviru kojeg se
izdvojio određen broj udruženja građana/NVO,
koja su svojim radom i aktivnostima značajno
uticala na zadovoljavanje potreba i kvalitet živo-
ta građana, te se mogu posmatrati kao partneri
Grada i gradskih javnih ustanova u servisiranju
određenih potreba građana na lokalnom nivou.
To je prepoznato od strane Skupštine Grada i
rezultat je donošenje Odluke o utvrđivanju sta-
tusa udruženja od interesa za Grad Banju Luku
za 47 udruženja građana/NVO iz različitih
oblasti djelovanja.
YOUTH
During 2006, according to the perceived needs
and demands of the youth organizations, the
City of Banja Luka took the initiative in finding
adequate space that could with its multi -func-
tionality meet the needs of the youth centre.
Part of the building of the Dom solidarnosti,
floor area of 1216 m2, has been recognized as
a possible solution and it was adapted to the
needs of the Youth Centre, and the City has in-
vested over 900,000 KM in its works.
Restoration and renovation of the building of
the Dom solidarnosti intended for Youth Cen-
tre, the furnishing of two offices and an amphi-
theatre, completed in 2007, and in April 2008
the Youth Council of Banja Luka was given with
no fee, use of the office in the Youth Centre and
on this occasion represented was conceptual
design of the interior, and furnishing the Youth
Centre.
Interiors of the remaining part of the building,
as the last phase of preparation space for func-
tioning at full capacity, will be implemented in
the near future.
CITIZENS’
ASSOCIATIONS / NGOS
Citizens’ associations / NGOs are a very im-
portant fac-tor in identifying and solving the
problems of the local community, so their ac-
tivities contribute to meeting a variety of needs,
the rights of citizens, the formation of public
opinion and initiation of certain activities in the
local community.
In the city of Banja Luka, civil society has
achieved a significant level of development in
which it set aside a number of civic associations
/ NGOs, who, through their work and activities
contributed significantly to meeting the needs
and quality of life, and can be seen as a partner
of the City and the City’s public institutions in
servicing the specific needs of citizens at the lo-
cal level.
This was recognized by the City Council, which
resulted in the decision on determining the sta-
tus of the association of interest to the City of
Banja Luka for 47 civic associations / NGOs in
various fields of activity.

Gradska uprava Grada Banja Luka u cilju
kvalitetnije saradnje i praćenja rada udruže-
nja građana i realizacije njihovih projekata i
aktivnosti, u okviru Odjeljenja za društvene
djelatnosti, vodi evidenciju udruženja građana/
nevladinih organizacija koja djeluju na područ-
ju grada.
U ovu evidenciju do kraja 2013. godine upisano
je oko 335 udruženja građana/NVO, s tim da je
jedan broj udruženja stagnirao u pogledu re-
alizacije programskih aktivnosti, odnosno nije
u prethodnom periodu ostvarivao saradnju sa
Gradom ili je prestalo sa radom.
Ipak je uočeno da određen broj organizaci-
ja svojim aktivnostima i implementacijom
projekata značajno doprinose rješavanju pro-
blema i zadovoljavanju potreba krajnjih ko-
risnika, odnosno lokalnog stanovništva,
bilo da projekte i druge aktivnosti realizu-
ju u partnerstvu sa Gradom ili sa drugim
partnerom iz javnog sektora (resorna mini-
starstva, Centar za socijalni rad, Centar za
predškolsko vaspitanje i obrazovanje, Dom
zdravlja i drugi). Neke od organizacija koje su
srodneposvojimciljevima,kaoštosuorganizaci-
je invalidnih lica, umrežene su i često nastupa-
ju zajedno u implementaciji projekata, te na taj
načinpostižuznatnoboljeefektedjelovanjaiveći
stepen zadovoljstva korisnika njihovih usluga.
Pokazalo se da su najaktivnije organizacije koje
realizuju projekte iz sljedećih oblasti:
- suzbijanje i prevencija bolesti zavisnosti;
- zaštita od porodičnog nasilja;
- proširene usluge socijalne zaštite (niz mješo-
vitih usluga socijalno ugroženim i ranjivim
grupama);
- dnevni centri fokusirani na različite grupe ko-
risnika;
- edukacija djece i omladine;
- zaštita ljudskih prava s akcentom na zaštitu
dječijih prava;
- promocija pronatalitetne politike.
City Administration of the City of Banja Luka,
in order to better cooperation and monitoring of
citizens ‘associations and the implementation of
their projects and activities within the Depart-
ment of Social Services, maintains records of cit-
izens’ associations / NGOs operating in the city.
In this data by the end of 2013, enrolled about
335 civic associations / NGOs, and it is only
because a number of associations stagnated in
terms of imple-mentation of program activities,
and have not in the past cooperated with the
City, or are not functioning anymore.
However it was noted that a number of orga-
nizations with their activities and the imple-
mentation of projects contribute significantly to
solving the problems and meeting the needs of
end users, and the local population, whether the
projects and other activities are implemented in
partnership with the City or with other partners
from the public sector, such as Interior Depart-
ment, Centre for Social Work, Centre for Pre-
primary education, Health, and others. Some of
the organizations that are related in their aims,
such as organizations of disabled persons, the
net together and often perform together in the
implementation of projects, and thus achieve
much better effects of action and a greater de-
gree of satisfaction of their customers. And it
turned out to be the most active organizations
that implement projects in the following areas:
- The control and prevention of substance
abuse;
- Protection from domestic violence;
- Expanded social services (a series of mixed
services socially disadvantaged and vulnerable
groups);
- Day care centres focused on different groups
of users;
-Education of children and youth;
-The protection of human rights with emphasis
on the protection of children’s rights;
-Promotion of pro-natal policies;

Banja Luka je jedina lokalna zajednica u Bosni i
Hercegovini koja u sastavu Administrativne
službe, u Odjeljenju za društvene djelatnosti ima
Odsjek za izbjegle, raseljene, povratnike, vjerska
pitanja i nacionalne manjine (osnovan 2003. go-
dine), koji je kroz protekli period pružao razne
oblike pomoći izbjeglim i raseljenim licima i
povratnicima, kao što su rješavanje statusnih
i imovinskih prava, zapošljavanje, ostvariva-
nje zdravstvene i socijalne zaštite, sa posebnim
akcentom na stambeno zbrinjavanje, sanaciju
i rekonstrukciju stambenih jedinica. Na bazi
Evropske okvirne Konvencije o nacionalnim
manjinama i Zakona o zaštiti prava nacional-
nih manjina u BiH koji je donesen u maju 2003.
godine, Grad je na organizovan način pristupio
saradnji sa udruženjima nacionalnih manjina.
Krajem 2007. godine, Grad je dobio visoko
priznanje Kongresa lokalnih i regionalnih
vlasti Savjeta Evrope u Strazburu - Prvu nagra-
du za saradnju sa nacionalnim manjinama.
U narednom periodu posebna pažnja će se
usmjeriti na daljnje unapređenje saradnje sa
udruženjima i savezima nacionalnih manjina,
sa akcentom na jačanje saradnje i kulturno po-
vezivanje sa zemljama njihovog porijekla.
Odsjek za izbjegle, raseljene, povratnike,
vjerska pitanja i nacionalne manjine Grada
Banje Luke u okviru svoje nadležnosti sarađu-
je između ostalih i sa crkvama i vjerskim za-
jednicama na teritoriji grada. U smislu Zakona
o slobodi vjere i pravnom položaju crkava i vjer-
skih zajednica u Bosni i Hercegovini ( Službe-
ni list BiH, broj 5/2004) registar evidentiranih
crkava i vjerskih zajednica u Bosni i Herce-
govini vodi Ministarstvo pravde Bosne i Herce-
govine u Sarajevu .
Refugees, displaced persons and ethnic minori-
ties Banja Luka is the only local community in
Bosnia and Herzegovina that as a part of the
Administrative Service, at the Department of
Social Services has a section on refugees, dis-
placed persons, returnees, religious affairs and
national minorities (established in 2003), that
has trough last period provided various forms
of assistance to refugees and displaced persons
and returnees, as well as helped the resolution
of status and property rights, employment,
health and social care, with special emphasis on
housing, rehabilitation and reconstruction of
housing units. Based on the European Frame-
work Convention for National Minorities and
the Law on Protection of Rights of National
Minorities in B&H, which was adopted in May
2003, and the City has in an organized manner
joined together with minorities unions.
At the end of 2007, the City has received
high recognition of the Congress of Lo-
cal and Regional Authorities of the Coun-
cil of Europe in Strasbourg - First prize for
cooperation with national minorities. In the
coming period, special attention will be direct-
ed at further enhancing cooperation with asso-
ciations and federations of national minorities,
with a focus on strengthening cooperation and
cultural connection to their countries of origin.
Department of refugees, displaced persons, re-
turnees, religious affairs and national minorities
of the City of Banja Luka within its jurisdiction
cooperate with others and also with churches
and other religious communities in the City.
In terms of the Freedom of Religion and Legal
Position of Churches and Religious Communi-
ties in Bosnia and Herzegovina (B&H Official
Gazette, No. 5/2004) the register of registered
churches and religious communities in Bos-
nia and Herzegovina, with a jurisdiction of the
Ministry of Justice of Bosnia and Herzegovina
in Sarajevo.

-108 GODINA RADA-
Godine 1908. počelo je organizovano vodosnab-
dijevanje Banje Luke. Naime, prije 107 godina
aktivirano je izvorište Subotica i cjevovodima
dužine preko 20 km voda je dovedena u grad.
Ovo izvorište i danas daje oko 15-20 l/s vode.
Godine 1942. za potrebe snabdijevanja gra-
da vodom započinje eksploatacija prirodne
podzemne izdani uz rijeku Vrbas u profilu Desne
Novoselije, oko 6 km uzvodno od grada.
Te godine u rad su puštena 2 bunara, a do 1987.
godine na ovom prostoru aktivirano je ukupno
10 bunara. Danas ih je u funkciji 8 sa maksimal-
no 400 l/s.
Godine 1977. u rad je puštena fabrika vode
s modernim postrojenjem koje prerađuje
površinsku vodu rijeke Vrbas u vodu za piće.
Nakon revitalizacije postrojenja 2001. godine,
kapacitet fabrike je sa 600 povećan na maksimal-
nih 700 l/s vode.
Maksimalni kapacitet sva tri izvorišta od oko
1120 l/s vode u ljetnom periodu ne podmiruje
potrebe konzumnog područja pa je 2002. godine
Skupština grada Banje Luke donijela Odluku
o izgradnji druge faze fabrike vode, uz posto-
jeću u Novoseliji, s kapacitetom od 800 l/s vode.
U prvoj etapi 2. faze izgrađena je filterska
stanica za direktnu filtraciju 800 l/s vode,
što se može koristiti 75% dana u godini jer
to kvalitet Vrbasa dozvoljava. Izgrađen je i
rezervoar za pitku vodu od 7 000 m , a svi
objekti povezani su novim cjevovodima.
Ovi objekti u rad su pušteni 19.04.2007. godine
i u njih je ukupno uloženo 8.978.047,90 KM.
Slijedi druga etapa 2. faze fabrike vode, tj.
nabavka tehnološko-procesne opreme za objekat
za pripremu vode.
Nabavljena je oprema eminentnih svjetskih
proizvođača za jednu liniju pripreme vode od
400 l/s. Oprema je uslovljavala izradu izvedbe-
nog projekta pa je nakon nabavke obezbjeđena
urbanističko–tehnička dokumentacija i projek-
tovanje, izvršen izbor izvođača radova i u avgustu
2012. godine završena je gradnja na objektu koji
je pušten u rad 27.09.2012. godine.
Ukupan iznos uložen u drugu etapu iznosi
7.628.249,46 KM.
Značaj izgrađenih objekata je sljedeći:
•	 objekat za pripremu vode obezbjeđuje kondi-
cioniranje vode s najsavremenijom teh-
nologijom, uz garantovanje visokog kvaliteta
izlaznog proizvoda u kapacitetu 400 l/s;
•	 kvalitet rijeke Vrbas, sirovine za proizvodnju
vode, 75% dana u godini omogućava direkt-
nu filtraciju i distribuciju u sistem od 800 l/s;
•	 izgradnjom novog rezervoara čiste vode
povećan je kapacitet za 7000m , što daje
veću pogonsku sigurnost i potpunu
sigurnost za uredno vodosnabdijevanje;
•	 dobija se mogućnost izgradnje kapitalnih
objekata (rezervoara, pumpnih stanica i
vodovoda) na područjima grada koja do sada
nisu imala snabdijevanje vodom iz grad-
•	 dobija se mogućnost snabdijevanja vodom za
preko 300.000 stanovnika, odnosno dovoljne
količine za razvoj grada do 2020 / 2025. go-
dine;
•	 redovno održavanje obuhvata 718 km
vodovodne mreže, 220 km priključne mreže
sa 33.330 piključaka kao i 363 km kanalizaci-
one mreže.
•	 pruža se mogućnost za razvoj grada i su-
sjednih opština u svim segmentima i pravcima
na osnovu dugoročnog obezbjeđenja osnovne
komunalne usluge i najvažnije životne namirnice
-VODE.
Radilo se o opremi za bistrenje vode i predo-
zonizaciju, što čini znatnu modernizaciju teh-
nološkog procesa u odnosu na postojeću fabriku
vode. Pošto je ova etapa finansirana iz kreditnih
sredstava Svjetske banke, sve aktivnosti su vođene
uz stručnu podršku i procedure investitora.

Karanovca, viših zona Kočićevog vijenca, Pa-
prikovca, Česme i daljnje širenje na susjedne

Year of 1908th has been established as the be-
ginning of organized water supply for the city of
Banja Luka. So therefore, 105 years ago spring
Subotica has been activated and pipeline long
over 20 km has brought water to the city. This
well until today gives about 15 to 20 l/s of water.
In1942 begun exploitationofnaturalgroundwater
issuedbytheriverVrbasintheprofileoftheDesna
Novoselija, about 6 km upstream from the city,
for the purpose of supplying the city with water.
That year two springs have been put into func-
tion, and until 1987 in this region total of 10
springs have been activated. Today, there are 8 of
them in function with a maximum of 400 l/s.
In 1977 water plant has been put into operation,
with modern equipment that processes surface
water of the river Vrbas into drinking water.
After rehabilitation of facility in 2001, the ca-
pacity of the plant has been increased from 600
to a maximum of 700 l/s of water. Maximum
capacity of all three wells holds about 1.120 l/s
of water, and that is not sufficient in the sum-
mer time for the consumption needs of area, so
therefore in 2002 City of Banja Luka Assembly
voted a Decision of constructing the second
phase of the water plant, along with the exist-

ter. In the first stage of phase II, filtering station
was built in for direct filtration of 800 l/s of wa-

Also, a reservoir for drinking water of 7.000 m3
has been built, and all of facilities have been con-
nected to new pipelines. These facilities have
been put into operation on 19.04.2007 and a total
of 8.978.047, 90 KM has been invested into them.
Following now is the second stage of phase II of
the water plant, i.e. purchasing of technological
and processing equipment for the water treat-
ment facility. It is the equipment for sedimenta-
tion and front zonation, which makes a substan-
tial modernization of technological processes in
Equipment was purchased from leading global
manufacturers for one line of water treatment
of 400 l/s. The equipment was conditional to
the making of completed project, so after pro-
curement of equipment ensured was also urban
technical documentation and planning, the se-
lection of contractors and in August of this year
completed was the construction of the build-
ing that was put into operation on 27.09.2012.
The total amount invested into the sec-
ond stage amounts to 7.628.249, 46 KM.
The importance of constructed facilities is as it
follows:
•	 facility for water treatment provides condi-
tioning of water with the latest technology,
along with a guaran-tee of high quality of
output, to the capacity of 400 l/s;
•	 quality of the river Vrbas, raw material for
the produc-tion of water, makes possible 75%
time of the total of whole year direct filtration
and distribution system of 800 l/s;
•	 constructionofnewreservoirofcleanwaterin-
•	 provides supply of water for over 300,000 in-
habit ants, respectively sufficient quantities’
for City’s growth until 2020 - 2025.;
•	 provides possibilities for City’s development
and also neighbouring municipalities, in all
of the segments and directions and it is on
the basis of long-term securement of this
primary utilities service and most important
ingredient to living creatures, that is called:
WATER.

Nakon propasti Rimskog carstva, ovim krajevima prolaze slovenska ple- mena, koja polovinom VI vijeka podižu svoja plemenska naselja. U srednjem vijeku, područ- jem donjeg toka rijeke Vrbas protezao se niz većih i manjih utvrđenja. Grad se ubrzano razvija u Donjem šeheru, gdje Fer- had-paša preduzima gradnju mlina i mostova preko rijeka Crkvene i Vrbasa, u blizini tvrđave Kastel. Nakon upada austrijskih četa 1688. go- dine, Gornji šeher, nekadašnje gradsko jezgro, srušeno je i spaljeno, čime su uništeni auten- tični spomenici srednjovjekovnog turskog graditeljstva. Nakon 350 godina turske okupacije, počele su da popuštaju udaljene poluge otomanske vla- davine. U razdoblju od 1688. do 1918. godine smjenjivali su se vojnički okršaji, ratna pus- tošenja, veliki požari i kuga. Primitivno građeni objekti lako su propadali, a čim opasnost prođe, iznova su podizani. TEMELJI PRIVREDNOG RAZVOJA GRADA Sredinom ljeta 1878. godine, odlukom Berlin- skog kongresa, u Banju Luku ulaze aus- tro-ugarske trupe. Grad dobija naznake zanatskog i industrijskog središta. Temelje in- dustrijskog razvoja postavili su redovnici Sa- mostana trapista. Neposredno pred dolazak austrougarske vojske, izgradili su mlin 1872. godine, pivaru 1876. godine, sljedeće go- dine ciglanu, a zatim fabriku tkanina, hidro- centralu u Delibašinom selu, kao i industri- jske pogone za proizvodnju tjestenina i sira. Nova okupaciona vlast ubrzano je gradila mo- stove, puteve i pruge. Otvaraju se rudna nalazi- šta i industrijski pogoni. Nedugo zatim započi- nje eksploatacija uglja u rudnicima na Laušu i u Maslovarama. Izgrađena je bolnica 1879. go- dine, a sljedeće godine je otvorena prva gradska osnovna škola. Trgovačka škola i hotel “Bosna” počinju s radom 1885. godine, a nakon godinu dana i štamparija. Fabrika duvana je sagrađena 1888. godine, a 1891. godine banjalučki kolod- vor dobija direktnu željezničku vezu s Bečom i Budimpeštom. BANJA LUKA BANJA LUKA Realna gimnazija počinje s radom 1895. godine, a1898.godineosnovanajeiVišadjevojačkaško- la. Gradski vodovod je izgrađen 1908. godine. Pred kraj XIX vijeka na području grada znatno je povećan broj stranaca, pretežno Austrijanaca, NijemacaiJevreja.Nadanpopisa,22.aprila1895. godine, u Banjoj Luci je živjelo 13.566 žitelja. BANJALUKA IZMEĐU DVA SVJETSKA RATA U Kraljevini Srba, Hrvata i Slovenaca (1918- 1941), Banja Luka postaje sjedište okruga i Vrbaske oblasti. Za ubrzan i svestran razvoj u tom kratkom periodu, grad prvenstveno du- guje svom prvom banu Svetislavu Milosavlje- viću. Izgrađene su zgrade Banske uprave i Ban- skog dvora, kao i Pravoslavna crkva, smještena između ta dva impozantna objekta. Počinju s radom Narodno pozorište i Etnografski muzej. Podignut je Gradski most, uređen Gradski park, adaptirana zgrada Realne gimnazije i počela izgradnja Učiteljske škole s internatom. Tokom oružanih borbi, u Drugom svjetskom ratu poginulo je 3.060 Banjalučana, a dan oslo- bođenja, 22. april 1945. godine, grad je dočekao razrušen, popaljen i osiromašen. as soon as the danger has passed, they raised again. Pr Grammar school was found- ed in 1895, and in 1898 Girl’s High School was opened. City waterline system was built in 1908. Towards the end of the nineteenth century in the City’s region, significantly increased the number of foreigners, mostly Austrians, Ger- mans and Jews. On census day of April 22nd in 1895, Banja Luka counted 13.566 inhabitants. In the Kingdom of Serbs, Croats and Slovenes (1918 - 1941), Banja Luka became the centre of county and Vrbas area. For rapid and compre- hensive development in that short period, City is primarily thankfully to its first ban Svetislav Milosavljević. Bans administration building and Bans Palace were built, as well as the Or- thodox Church that was located between those two imposing buildings. The National Theatre and Ethnographic Museum were established.   • 5. BANJA LUKA BANJA LUKA Neposredno prije katastrofalnog zemljotre- sa iz 1969. godine, Banja Luka je imala 75.000 stanovnika. U 76 privrednih preduzeća bilo je zaposleno 30.000 radnika. Šezdesetih i sedam- desetih godina XX vijeka stanogradnja je bila u punom zamahu, a stambeni fond grada bio je uvećan za 11.000 stanova. Razorni zemljotres je u dva naleta, 26. i 27. oktobra 1969. godine, potpuno razrušio grad. Privredne aktivnosti su potpuno obustavljene, a uništeno je ili oštećeno 36.267 stambenih jedinica u državnom i privatnom vlasništvu. U proljeće 1970. godine Banja Luka je postala veliko gradilište. Uz pomoć sred- stava solidarnosti obnovljeni su privred- ni kapaciteti, stambeni fond, komunalna i saobraćajna infrastruktura, kao i objekti u funkciji obrazovanja, zdravstva i kulture. GEOGRAFSKI POLOŽAJ U širem geografskom smislu, područje Ba- nje Luke predstavlja prelaznu zonu od di- narsko-planinske ka panonsko-ravničarskoj oblasti, što utiče na njegovu geomorfološku strukturu. S juga i jugoistoka Banja Luka je omeđena planinama: Manjača (1,338 m), Tiso- vac (1,172 m), Osmača (948 m) i Crni Vrh (546 m), sa sjeverozapada planinama Piskavica (433 m) i Banjalučka Kozara (421 m), a sa sjeve- ra niskom Posavinom. Banjaluka je najvećim dijelom smještena u slivu rijeke Vrbas, sa 45 km toka na svom po- dručju, dok je manji dio u slivu rijeke Go- mjenice. Rijeka Vrbas gradi kompozitnu ri- ječnu dolinu u kojoj se smjenjuju brojni kan- joni i kotline. Veće pritoke su Krupa s ušćem u Krupi na Vrbasu, Suturlija iz pravca Perva- na, Crkvena iz pravca Bronzanog Majdana i Vrbanja iz pravca Kotor Varoša i ušćem u Ba- njoj Luci. Sam Vrbas stvara manje doline-po- lja (Bočačko, Ducipolje, Novoselijsko polje i Banjalučko polje). Na ušću Vrbanje u Vr- bas nalazi se Medeno polje veličine oko 500 ha. Banjalučko polje prema sjeveru se širi u Lijevče polje, koje se prostire sve do rijeke Save. Teren je uglavnom valovit i brdovit, a na jugu prelazi u pretplaninsko područje. Najniži dio je u Zalužanima, na nadmorskoj visini od oko 140 metara. Prema jugu nadmorska visina se penje u početku postepeno, a zatim se naglo povećava, tako da krajnja tačka na jugu dostiže čak 1.338 m nadmorske visine. GEOGRAPHIC LOCATION In broad geographic terms, the Banja Luka area is a transitional zone of the Dinaric Mountain to the Pannonia’s lowlands areas that affects its geo-morphologicalstructure.Fromthesouthand southeast, Banja Luka is bordered by mountains: Manjača (1,338 m), Tisovac (1,172 m), Osmača (948 m) and Crni Vrh (546 m), from the north- west mountains of Piskavica (433 m) and Banja Luka’s Kozara (421 m), and to the north the low Posavina. Banja Luka is mostly located in the basin of the river Vrbas, with a 45 km course of this river in area, while the lower part of area cov- ers the river basin of Gom-jenica. River Vrbas makes composite river valleys that alternate into numerous canyons and valleys. Larger tributaries of the confluence are Krupa that ends in town Krupa na Vrbasu , Suturlija from the direction of Pervan, Crkvena from the di- rection of the Bronzani Mjidan and Vrbanja that flows from the direction of Kotor Varoš and ends in Banja Luka. River River Vrbas creates smaller walleyes and fields (Bočac, Ducipolje, Novoselija field and Banja Luka field). At the mouth of the Vrbanja into river Vrbas, locat- ed is Medeno polje that is 500 ha in size. To the south el- evation rises gradually at first, and then rapidly increases, so that the end point of the southern reaches as high as 1,338 m above sea level. The total area of the City is 1,239 km2 and the area represents a relatively har- monious natural geographic entity. River Vr- bas divides the City space into two parts, and the western part is a part that is a bigger one. Length axis of north-south is 50 km, and east to west 25 km. City’s core is situated on its north-eastern edge of the at 44o62’27’’ north geographical latitude and 17o1’44” east geo- graphical longitude, at an altitude of 164 meters. City of Banja Luka is the largest urban agglom- eration in the Republic of Srpska and the largest city in the western part of Bosnia and Herze- govina. POPULATION Demographic development of Banja Luka took place in the late 20th and early 21st century, in the exceptional socio-economic and historical circumstances. Demo-graphic development was marked by migrations that contributed to the movement of permanent residents or of total population. While the movement of the overall population was of a much greater extent than in previous decades, under the influence of ex- ternal migration (intense immigration, and em- igration), the natural movement of the popula- tion has continued into a long-term downtrend of a visible population growth. At the beginning of the 1990, Banja Luka found itself at the centre of migration brought on by war operations in Croatia and Bosnia and Herzegovina and during more than three and a half years of war, tempo- rary or permanent residency at the City, found up to a hundred thousand inhabitants. Since the first census after the Second World War (1948), when the municipality of Banja Luka had registered around one hundred thousand inhabitants, of which one-third situated in the City centre, until last pre-war census (1991), the population of Banja Luka has doubled (from 97,194 to 195,629), but now three-quarters of the population are located in urban areas. Grad Banja Luka je najvećaurbanaaglomeracijauRepubliciSrpskoji najvećigraduzapadnomdijeluBosneiHercego- vine. , ,,, ,, STANOVNIŠTVO Demografski razvoj Banje Luke odvijao se krajem 20. i početkom 21. vijeka u izuzetnim društveno-ekonomskim i istorijskim uslovi- ma. Demografski razvoj su obilježile migracije, koje su uticale na kretanje stalnog ili ukupnog stanovništva. Dok je kretanje ukupnog sta- novništva bilo u znatno većoj mjeri nego rani- jih decenija, pod uticajem spoljnih migracija (intenzivnog doseljavanja, ali i iseljavanja), u prirodnom kretanju stanovništva nastavljena je dugoročna uočljiva tendencija opadanja prirod- nog priraštaja stanovništva. Početkom 1990-ih godina Banja Luka se našla u centru migracija izazvanih ratnim dejstvima u Hrvatskoj i Bosni i Hercegovini i u njoj je u toku tri i po ratne godine privremeno ili stal- no boravište našlo do sto hiljada stanovnika. Od prvog popisa stanovništva poslije Drugog svjetskog rata (1948), kada je u Opštini Banja- luka bilo registrovano oko sto hiljada stanovni- ka, od čega jedna trećina u gradskom središtu, do posljednjeg predratnog popisa (1991), broj stanovnika Banje Luke je udvostručen (sa 97.194 na 195.629), ali tada s tri četvrtine stanovnika u urbanom području. Prema preliminarnim rezultatima popisa sta- novništva, domaćinstava i stanova u BiH iz oktobra 2013. godine, na području Grada Banje Luke popisano je 199.191 stanovnik, 65.225 domaćinstava i 87.986 stanova. 98

BANJA LUKA BANJA LUKA PRIVREDA U 2014. godini u svim oblicima privređivanja na području grada Banje Luke (8.380 registrovanih pravnihlica i 6.693 samostalnapreduzetnika) bilo je zaposleno 61.439 radnika. U strukturi zaposlenihnajvećeučešćeod17,7% ostvarilisuu oblasti trgovine, a zatim slijede zaposleni u jav- noj upravi od 15,9%, u prerađivačkoj industriji od 12,3%, u zdravstvu od 10,2%, obrazovanju 9,2%, finansijskoj djelatnosti 5,6%, informacija- ma i komunikacijama 5,3%, naučnotehničkim djelatnostima 4,6%, građevinarstvu 4,4%, dok je u ostalim privrednim i društvenim djelatnosti- ma zaposleno 14,8% ukupnog broja zaposlenih. Visina prosječne mjesečne neto zarade u 2014. godini na području grada iznosila je 939 KM. Tokom 2014. godine banjolučka preduzeća su ostvarila vrijednost izvoza od 559,88 miliona KM, a uvoza od 2,12 milijardi KM, tako da je pokrivenost uvoza izvozom iznosila 26,4%. Najveća vrijednost izvoza ostvarena je na tržištu Hrvatske, Srbije, Njemačke, Austrije i Italije. Zemlje iz kojih se tokom 2014. godine najviše uvozilosuRusija,Srbija,Kina,ItalijaiNjemačka. Realizovane investicije u 2014. godini na području grada iznosile su 499,59 miliona KM. U odnosu na ukupnu vrijednost ostvarenih investicija u Republici Srpskoj u 2014. godini (1,62 milijarde KM), ukupno ostvarene investicije na području grada Banjaluke u 2014. godini predstavljaju 30,8%. činilo je 18.073 nezaposlenih lica. Pre- ma evidenciji Biroa, tokom 2014. godine po osnovu zaposlenja brisano je s evidencije 3.955 nezaposlenih lica. U strukturi ukupnog broja aktivne ponude radne snage, nezaposle- nih ženskog pola je 50,2%, a muškaraca je 49,8%. U starosnoj strukturi nezaposlenih lica gotovo polovinu (48,6%) čine nezaposle- ni životne dobi od 30 do 50 godina. Posmatra- jući kvalifikacionu strukturu aktivne ponude radne snage, najveće učešće od 32,8% imaju nezaposlena lica srednje stručne spreme, a za- tim slijede nezaposleni kvalifikovani radnici s učešćem od 32,7%. U periodu januar-april 2014. godine aktivna ponuda radne snage iznosila je prosječno 18.572 nezaposlena lica. Od početka gotovinskih prodaja državnog kapitala u banjolučkim preduzećima, odno- sno od 2000. godine do maja 2014. godine, privatizovano je ukupno 130 preduzeća ili 70,27% ukupnog broja banjalučkih preduzeća predviđenih za privatizaciju (185). Prihod ostva- ren prodajom državnog kapitala navedenih 130 banjalučkih preduzeća iznosi 1.371.104.284,75 KM, a u strukturi navedenog prihoda, 96,2% potiče od privatizacije 15 strateških preduzeća (1.319.468.961,90 KM), a 3,8% (51.635.322,85 KM) od privatizacije 115 banjalučkih preduzeća od lokalnog značaja. Evidentna je usporena di- namika privatizacije banjalučkih preduzeća, s obzirom na to da već duži niz godina vlada ne- zainteresovanost kupaca za kupovinu akcija i pored snižavanja cijena akcija, a takođe je evidentna i nezainteresovanost potencijal- nih ulagača da putem ponavljanih licitacija stečajnih dužnika kupe imo- vinu preduzeća u stečaju. Međutim, znatno veće učešće ostvarile su druge privredne grane: saobraćaj i veze, građevinarstvo, finansijskotehničke i poslovne usluge, poljoprivreda i trgovina, koje postaju nosioci privrednog razvoja. Posljednjih godina na nivou lokalne zajed- nice ostvareni su određeni rezultati s aspek- ta privrednog razvoja, od kojih su naročito značajni sljedeći: - utvrđeni su pravci razvoja grada i usvojena Strategija razvoja grada za period od 2007. do 2015. godine, u okviru koje je definisano 195 projekata ukupne vrijednosti od 1 milijarde 977 miliona KM, s ciljem unapređenja funkcio- nisanja komunalnih preduzeća, u Banjoj Luci se realizuju značajni projekti (etapna rea- lizacija projekta izgradnje Centralnog grad- skog groblja u Vrbanji, realizacija dva projekta u sistemu vodosnabdijevanja i odvodnje putem kredita Svjetske banke i KfW banke, prevazi- laženje problema u funkcionisanju daljin- skog grijanja, urađena Studija sanacije i rekon- strukcije banjolučkog toplifikacionog sistema, etapna realizacija projekta sanacije i prošire- nja Regionalne deponije u Ramićima, rea- lizacija prve faze Tehnološkog biznis-parka), -realizovane brojne aktivnosti na unapređenju i razvoju turizma, podizanju i jačanju preduzetništva i unapređenju poljoprivredne djelatnosti, naročito s aspekta ruralnog razvoja, realizovani projekti izgradnje Akva-cen- tra-vodenog parka u naselju Borik i kompleksa Olimpijskog bazena. Osnovno, srednje i visoko obrazovanje su u nadležnosti Ministarstva prosvjete i kulture Republike Srpske. U školskoj 2013/2014. godini u osnovnim školama se školuju 16.183 učenika od prvog do devetog razreda. Na po- dručju grada srednje obrazovanje, kako opšte tako i stručno, odvija se u 17 srednjih ško- la, i to u 13 javnih i četiri privatne. U školskoj 2013/2014. godini školuje se ukupno 10.928 srednjoškolaca. Banja Luka je univerzitetski grad. U gradu na Vrbasu studenti iz svih krajeva RS, BiH i šire imaju mogućnost da visokoškolsko obrazovanje stiču na Javnom univerzitetu Banja Luka, koji u svom sastavu ima 16 fakulteta i 52 studijska programa. Na Javnom univerzitetu se školuje oko 17.000 studenata. BANJA LUKA BANJA LUKA SOCIJALNA ZAŠTITA Usluge socijalne zaštite stanovnicima Banje Luke pruža Javna ustanova “Centar za socijalni rad”, kojoj je osnivač Skupština Grada i na koju je Grad prenio javno ovlašćenje za obavljanje ovih usluga. Od 2000. godine Grad Banja Luka je kao jed- na od četiri opštine u BiH, zajedno sa Centrom za socijalni rad, uključen u realizaciju Projekta “Reformisanje sistema i struktura režima cen- tralne i lokalne socijalne politike”. U skladu sa iskustvima iz navedenog projekta, stručni rad- nici Centra i Gradske uprave su, u saradnji sa drugim partnerima, izradili a Skupština Grada usvojila sljedeće strateške dokumente: Plan razvoja socijalne zaštite u Gradu Banja Luka 2003-2005. Plan razvoja socijalne zaštite u Gradu Banja Luka 2005-2008. Program razvoja socijalne zaštite u Gradu Banja Luka za period 2013-2015. godine. U skladu sa ciljevima, definisanim ovim doku- mentom, uvedeni su novi modeli rada, izvršena je potpuna reforma u načinu pružanja usluga Centra za socijalni rad. Reforma modela rada, prije svega, odnosi se na promjenu pristupa u radu sa korisnicima, gdje se koristi pristup ori- jentisan na korisnika, kod kojeg su korisnik i njegove potrebe u fokusu rada stručnih radnika. Ovaj pristup sa sobom je donio i promjenu u or- ganizacijiradagdjesesapolivalentnog,odnosno rada po mjesnim zajednicama, prešlo na speci- jalistički pristup, koji prije svega podrazumije- va specijalističke poslove koji su fokusirani na potrebe korisnika: poslove za rad sa djecom bez adekvatnog roditeljskog staranja, poslove za rad sa djecom sa posebnim potrebama, poslove rada sa nasiljem u porodici, rad sa licima sa problemima u mentalnom zdravlju, rad sa licima sa invaliditetom, rad sa licima zavisnim o alkoholu i psihoaktivnim supstancama, rad u zajednici, porodično savjetovalište i drugi poslovi. Sve proširene usluge se realizuju u partner- skoj saradnji sa nevladinim organizacijama i korisničkim udruženjima. BANJA LUKA BANJA LUKA KULTURA I UMJETNOST Banja Luka od pradavnih vremena nosi tra- gove različitih kultura, koje su se preplitale na ovom prostoru i koje su ostavile veliki broj kul- turno-istorijskih spomenika, kao svjedoka ra- zličitih epoha i ljudskog stvaralaštva. Najstariji istorijski spomenik u gradu je tvrđava Kastel. Za noviju istoriju najznačajnije je banova- nje Svetislava Tise Milosavljevića, čiji je pe- riod uprave zapamćen po procvatu cijele regije. U vrijeme uprave bana Milosavlje- vića, banjolučko plodno stvaralaštvo afirmiše poznate stvaraoce i animatore u oblasti kul- ture, koji na izbirljivu kulturnu pozorni- cu grada postavljaju najvrednija ostvarenja. Za vrijeme uprave bana Milosavljevića nas- tali su: Banska palača (danas Gradska upra- va), Banski dvor, Narodno pozorište (osnova- no 1930. god., a današnje zdanje podignuto je 1934), Higijenski zavod, objekti Učiteljske i Po- ljoprivredne škole, istočno krilo ondašnje Gim- nazije, te sedam stambenih zgrada za činovnike (u današnjoj Aleji svetog Save i kod Pošte), a ban Milosavljević je zaslužan i za nastanak ba- njolučkog Gradskog parka sa spomenikom Pet- ruKočiću,zadogradnjuhotela“Bosna”,asfaltira- nje i osvjetljenje ulica, gradnju Sokolskog doma, Gradske opštine, hotela “Palas” i, uopšte, za sveukupni polet Banje Luke. Narodno pozorište i Etnografski muzej osnovani su 1930. godine. Prvi upravnik Muzeja bio je čuveni slikar Špiro Bocarić. U početku osmišljen kao etnografski, Muzej vremenom povećava fond istorijske i ar- hivske građe. Ime Dušana Mitrovića zauzima počasno mjesto u pozorišnim analima. Bio je upravnik prvog pozorišnog ansambla, koji se sa- stojao od desetak glumaca, među kojima su bili Vjekoslav Afrić i Vlado Zeljković. Iz njih će se kas- nije izroditi asovi koji će širom svijeta pronijeti slavu našeg grada. Zbog toga je sport u Banjoj Luci imao, ima i imaće posebno mjesto, kao važan segment u razvoju i napretku grada. Zavidne uspjehe na sportskim takmičenjima postizali su banjolučki bokseri, strijelci, šahi- sti, padobranci, fudbaleri, biciklisti, kajakaši, košarkaši i drugi sportisti koji su svom gra- du podarili 12 medalja sa Olimpijskih igara (8 zlatnih), 15 medalja sa Svjetskih prvenstava, 6 medalja sa Evropskih prvenstava, 4 sa Univer- zijade, 11 sa Mediteranskih igara i 39 sa Bal- kanskih prvenstava, jednog klupskog prvaka Evrope (RK ‘‘Borac’’), pobjednika Srednjoev- ropskog fudbalskog kupa (FK ‘‘Borac’’) te bro- jnih naziva prvaka prethodne Jugoslavije kako u ekipnim tako i u pojedinačnim takmičenjima. U Banjoj Luci organizovano je i aktivno radi 116 sportskih organizacija u 25 sportskih grana. Osim navedenih sportskih organizacija u gra- du je organizovano i 26 sportsko – rekreativnih udruženja građana, 7 sportskih organizaci- ja i udruženja invalidnih lica, te 10 gradskih granskih sportskih saveza, 15 sportskih save- za Republike Srpske i 3 sportska saveza Bosne i Hercegovine. Najmasovnija grana sporta je fudbal koji broji 22 sportske organizacije, zatim košarka 14, karate 9, rukomet 7, šah 7, itd. Remarkable successes in sports competitions have achieved Banja Luka boxers, shooters, chess players, jumpers, footballers, cyclists, kay- akers, basketball players and other athletes who gave the City its 12 Olympic medals (8 gold), 15 World Championship gold medal, 6 medals of the European Championships, four of the Universe Championships, 11 of the Mediter- ranean Games and 39 of the Balkan Champi onships, a club champion of Europe (Hend- ball Club Borac), winner of the Central Eu- ropean Football Cup (FC Borac), and many medals in championships of the former Yugo- slavia as in team also in individual competi- tions.In Banja Luka, it was founded and still is active 116 sports organizations in 25 branches of sports. In addition to the aforementioned sports organization in the city is also found- ed 26 sports - recreational associations of citizens, 7 sports organizations and associa- tions of disabled persons, and 10 City’s branches of sports federations, 15 sports associations of Republic of Srps- ka and 3 sports federations at the level of Bosnia and Herzegovina. BANJA LUKA BANJA LUKA MLADI Tokom 2006. godine, shodno uočenim potre- bama i zahtjevima omladinskih organizaci- ja, Grad Banja Luka je pokrenuo inicijativu za pronalaženje adekvatnog prostora koji bi svo- jom multifunkcionalnošću mogao da zadovolji potrebe mladih grada. Dio objekta Doma soli- darnosti, korisne površine 1216 m , prepoznat je kao moguće rješenje i adaptiran je za potre- be Doma omladine, a Gradska uprava je u iz- vođenje radova uložila preko 900.000 KM. Sanacija i adaptacija dijela objekta Doma so- lidarnosti namjenjenog za Dom omladine, uz opremanje dvije kancelarije i amfiteatra, završe- na je u 2007. godini, a aprila 2008. godine Om- ladinskom savjetu Banja Luka dodijeljenja je na korištenje bez naknade kancelarija u Domu omladine i tom prilikom je predstavljeno idejno rješenje enterijera, odnosno opremanja Doma omladine. Opremanje preostalog dijela objekta, kao po- sljednja faza pripreme prostora za funkcion- isanje u punom kapacitetu, realizovaće se u narednom periodu. UDRUŽENJA GRAĐANA / NEVLADINE ORGANIZACIJE Udruženja građana /nevladine organizaci- je predstavljaju veoma značajan faktor u pre- poznavanju i rješavanju problema lokalne za- jednice, tako što svojim aktivnostima doprinose zadovoljavanju raznih potreba, ostvarivan- ju prava građana, formiranju javnog mnije- nja i iniciranju određenih aktivnosti u lokalnoj zajednici. Na području Banje Luke civilni sektor je ost- vario značajan nivo razvoja u okviru kojeg se izdvojio određen broj udruženja građana/NVO, koja su svojim radom i aktivnostima značajno uticala na zadovoljavanje potreba i kvalitet živo- ta građana, te se mogu posmatrati kao partneri Grada i gradskih javnih ustanova u servisiranju određenih potreba građana na lokalnom nivou. To je prepoznato od strane Skupštine Grada i rezultat je donošenje Odluke o utvrđivanju sta- tusa udruženja od interesa za Grad Banju Luku za 47 udruženja građana/NVO iz različitih oblasti djelovanja. CITIZENS’ ASSOCIATIONS / NGOS Citizens’ associations / NGOs are a very im- portant fac-tor in identifying and solving the problems of the local community, so their ac- tivities contribute to meeting a variety of needs, the rights of citizens, the formation of public opinion and initiation of certain activities in the local community. In the city of Banja Luka, civil society has achieved a significant level of development in which it set aside a number of civic associations / NGOs, who, through their work and activities contributed significantly to meeting the needs and quality of life, and can be seen as a partner of the City and the City’s public institutions in servicing the specific needs of citizens at the lo- cal level. This was recognized by the City Council, which resulted in the decision on determining the sta- tus of the association of interest to the City of Banja Luka for 47 civic associations / NGOs in various fields of activity. 46 47 2

BANJA LUKA BANJA LUKA Gradska uprava Grada Banja Luka u cilju kvalitetnije saradnje i praćenja rada udruže- nja građana i realizacije njihovih projekata i aktivnosti, u okviru Odjeljenja za društvene djelatnosti, vodi evidenciju udruženja građana/ nevladinih organizacija koja djeluju na područ- ju grada. U ovu evidenciju do kraja 2013. godine upisano je oko 335 udruženja građana/NVO, s tim da je jedan broj udruženja stagnirao u pogledu re- alizacije programskih aktivnosti, odnosno nije u prethodnom periodu ostvarivao saradnju sa Gradom ili je prestalo sa radom. Ipak je uočeno da određen broj organizaci- ja svojim aktivnostima i implementacijom projekata značajno doprinose rješavanju pro- blema i zadovoljavanju potreba krajnjih ko- risnika, odnosno lokalnog stanovništva, bilo da projekte i druge aktivnosti realizu- ju u partnerstvu sa Gradom ili sa drugim partnerom iz javnog sektora (resorna mini- starstva, Centar za socijalni rad, Centar za predškolsko vaspitanje i obrazovanje, Dom zdravlja i drugi). Neke od organizacija koje su srodneposvojimciljevima,kaoštosuorganizaci- je invalidnih lica, umrežene su i često nastupa- ju zajedno u implementaciji projekata, te na taj načinpostižuznatnoboljeefektedjelovanjaiveći stepen zadovoljstva korisnika njihovih usluga. Pokazalo se da su najaktivnije organizacije koje realizuju projekte iz sljedećih oblasti: - suzbijanje i prevencija bolesti zavisnosti; - zaštita od porodičnog nasilja; - proširene usluge socijalne zaštite (niz mješo- vitih usluga socijalno ugroženim i ranjivim grupama); - dnevni centri fokusirani na različite grupe ko- risnika; - edukacija djece i omladine; - zaštita ljudskih prava s akcentom na zaštitu dječijih prava; - promocija pronatalitetne politike. BANJA LUKA BANJA LUKA Banja Luka je jedina lokalna zajednica u Bosni i Hercegovini koja u sastavu Administrativne službe, u Odjeljenju za društvene djelatnosti ima Odsjek za izbjegle, raseljene, povratnike, vjerska pitanja i nacionalne manjine (osnovan 2003. go- dine), koji je kroz protekli period pružao razne oblike pomoći izbjeglim i raseljenim licima i povratnicima, kao što su rješavanje statusnih i imovinskih prava, zapošljavanje, ostvariva- nje zdravstvene i socijalne zaštite, sa posebnim akcentom na stambeno zbrinjavanje, sanaciju i rekonstrukciju stambenih jedinica. Na bazi Evropske okvirne Konvencije o nacionalnim manjinama i Zakona o zaštiti prava nacional- nih manjina u BiH koji je donesen u maju 2003. godine, Grad je na organizovan način pristupio saradnji sa udruženjima nacionalnih manjina. Krajem 2007. godine, Grad je dobio visoko priznanje Kongresa lokalnih i regionalnih vlasti Savjeta Evrope u Strazburu - Prvu nagra- du za saradnju sa nacionalnim manjinama. U narednom periodu posebna pažnja će se usmjeriti na daljnje unapređenje saradnje sa udruženjima i savezima nacionalnih manjina, sa akcentom na jačanje saradnje i kulturno po- vezivanje sa zemljama njihovog porijekla. Refugees, displaced persons and ethnic minori- ties Banja Luka is the only local community in Bosnia and Herzegovina that as a part of the Administrative Service, at the Department of Social Services has a section on refugees, dis- placed persons, returnees, religious affairs and national minorities (established in 2003), that has trough last period provided various forms of assistance to refugees and displaced persons and returnees, as well as helped the resolution of status and property rights, employment, health and social care, with special emphasis on housing, rehabilitation and reconstruction of housing units. Based on the European Frame- work Convention for National Minorities and the Law on Protection of Rights of National Minorities in B&H, which was adopted in May 2003, and the City has in an organized manner joined together with minorities unions. At the end of 2007, the City has received high recognition of the Congress of Lo- cal and Regional Authorities of the Coun- cil of Europe in Strasbourg - First prize for cooperation with national minorities. In the coming period, special attention will be direct- ed at further enhancing cooperation with asso- ciations and federations of national minorities, with a focus on strengthening cooperation and cultural connection to their countries of origin. BANJA LUKA -108 GODINA RADA- Godine 1908. počelo je organizovano vodosnab- dijevanje Banje Luke. Naime, prije 107 godina aktivirano je izvorište Subotica i cjevovodima dužine preko 20 km voda je dovedena u grad. Ovo izvorište i danas daje oko 15-20 l/s vode. Godine 1942. za potrebe snabdijevanja gra- da vodom započinje eksploatacija prirodne podzemne izdani uz rijeku Vrbas u profilu Desne Novoselije, oko 6 km uzvodno od grada. Te godine u rad su puštena 2 bunara, a do 1987. godine na ovom prostoru aktivirano je ukupno 10 bunara. Danas ih je u funkciji 8 sa maksimal- no 400 l/s. Godine 1977. u rad je puštena fabrika vode s modernim postrojenjem koje prerađuje površinsku vodu rijeke Vrbas u vodu za piće. Nakon revitalizacije postrojenja 2001. godine, kapacitet fabrike je sa 600 povećan na maksimal- nih 700 l/s vode. Maksimalni kapacitet sva tri izvorišta od oko 1120 l/s vode u ljetnom periodu ne podmiruje potrebe konzumnog područja pa je 2002. godine Skupština grada Banje Luke donijela Odluku o izgradnji druge faze fabrike vode, uz posto- jeću u Novoseliji, s kapacitetom od 800 l/s vode. U prvoj etapi 2. faze izgrađena je filterska stanica za direktnu filtraciju 800 l/s vode, što se može koristiti 75% dana u godini jer to kvalitet Vrbasa dozvoljava. Izgrađen je i rezervoar za pitku vodu od 7 000 m , a svi objekti povezani su novim cjevovodima. Ovi objekti u rad su pušteni 19.04.2007. godine i u njih je ukupno uloženo 8.978.047,90 KM. Slijedi druga etapa 2. faze fabrike vode, tj. nabavka tehnološko-procesne opreme za objekat za pripremu vode. Nabavljena je oprema eminentnih svjetskih proizvođača za jednu liniju pripreme vode od 400 l/s. Oprema je uslovljavala izradu izvedbe- nog projekta pa je nakon nabavke obezbjeđena urbanističko–tehnička dokumentacija i projek- tovanje, izvršen izbor izvođača radova i u avgustu 2012. godine završena je gradnja na objektu koji je pušten u rad 27.09.2012. godine. Ukupan iznos uložen u drugu etapu iznosi 7.628.249,46 KM. Značaj izgrađenih objekata je sljedeći: • objekat za pripremu vode obezbjeđuje kondi- cioniranje vode s najsavremenijom teh- nologijom, uz garantovanje visokog kvaliteta izlaznog proizvoda u kapacitetu 400 l/s; • kvalitet rijeke Vrbas, sirovine za proizvodnju vode, 75% dana u godini omogućava direkt- nu filtraciju i distribuciju u sistem od 800 l/s; • izgradnjom novog rezervoara čiste vode povećan je kapacitet za 7000m , što daje veću pogonsku sigurnost i potpunu sigurnost za uredno vodosnabdijevanje; • dobija se mogućnost izgradnje kapitalnih objekata (rezervoara, pumpnih stanica i vodovoda) na područjima grada koja do sada nisu imala snabdijevanje vodom iz grad- • dobija se mogućnost snabdijevanja vodom za preko 300.000 stanovnika, odnosno dovoljne količine za razvoj grada do 2020 / 2025. go- dine; • redovno održavanje obuhvata 718 km vodovodne mreže, 220 km priključne mreže sa 33.330 piključaka kao i 363 km kanalizaci- one mreže. • pruža se mogućnost za razvoj grada i su- sjednih opština u svim segmentima i pravcima na osnovu dugoročnog obezbjeđenja osnovne komunalne usluge i najvažnije životne namirnice -VODE. Radilo se o opremi za bistrenje vode i predo- zonizaciju, što čini znatnu modernizaciju teh- nološkog procesa u odnosu na postojeću fabriku vode. Pošto je ova etapa finansirana iz kreditnih sredstava Svjetske banke, sve aktivnosti su vođene uz stručnu podršku i procedure investitora.   • 32. BANJA LUKA BANJA LUKA “VODOVOD” a.d., BANJA LUKA -107 YEARS OF WORK- Year of 1908th has been established as the be- ginning of organized water supply for the city of Banja Luka. So therefore, 105 years ago spring Subotica has been activated and pipeline long over 20 km has brought water to the city. This well until today gives about 15 to 20 l/s of water. In1942 begun exploitationofnaturalgroundwater issuedbytheriverVrbasintheprofileoftheDesna Novoselija, about 6 km upstream from the city, for the purpose of supplying the city with water. That year two springs have been put into func- tion, and until 1987 in this region total of 10 springs have been activated. Today, there are 8 of them in function with a maximum of 400 l/s. In 1977 water plant has been put into operation, with modern equipment that processes surface water of the river Vrbas into drinking water. After rehabilitation of facility in 2001, the ca- pacity of the plant has been increased from 600 to a maximum of 700 l/s of water. Maximum capacity of all three wells holds about 1.120 l/s of water, and that is not sufficient in the sum- mer time for the consumption needs of area, so therefore in 2002 City of Banja Luka Assembly voted a Decision of constructing the second phase of the water plant, along with the exist- ing Novoselija, with a capacity of 800 l/s of wa- ter. In the first stage of phase II, filtering station was built in for direct filtration of 800 l/s of wa- ter, which can be used 75% time of the year total, because the quality of the river Vrbas allows it. Also, a reservoir for drinking water of 7.000 m3 has been built, and all of facilities have been con- nected to new pipelines. These facilities have been put into operation on 19.04.2007 and a total of 8.978.047, 90 KM has been invested into them. Following now is the second stage of phase II of the water plant, i.e. purchasing of technological and processing equipment for the water treat- ment facility. It is the equipment for sedimenta- tion and front zonation, which makes a substan- tial modernization of technological processes in Equipment was purchased from leading global manufacturers for one line of water treatment of 400 l/s. The equipment was conditional to the making of completed project, so after pro- curement of equipment ensured was also urban technical documentation and planning, the se- lection of contractors and in August of this year completed was the construction of the build- ing that was put into operation on 27.09.2012. The total amount invested into the sec- ond stage amounts to 7.628.249, 46 KM. The importance of constructed facilities is as it follows: • facility for water treatment provides condi- tioning of water with the latest technology, along with a guaran-tee of high quality of output, to the capacity of 400 l/s; • quality of the river Vrbas, raw material for the produc-tion of water, makes possible 75% time of the total of whole year direct filtration and distribution system of 800 l/s; • constructionofnewreservoirofcleanwaterin- • provides supply of water for over 300,000 in- habit ants, respectively sufficient quantities’ for City’s growth until 2020 - 2025.; • provides possibilities for City’s development and also neighbouring municipalities, in all of the segments and directions and it is on the basis of long-term securement of this primary utilities service and most important ingredient to living creatures, that is called: WATER. relation to the existing water company.
