Case Study
Mr. Knightly has been a Special Education teacher at Jackson Elementary School for seven years. Every five years, he must renew his teaching license and, to do that, he must complete 6-semester hours, or 90-clock hours, of Continuing Education during the five-year period. Recently, he took a course called, “Diversity in the Special Ed Classroom.” Having taught at Jackson Elementary School for so long, he felt he had a pretty good understanding of the disproportionate representation of minorities in the elementary school special education classroom. But, his professor discussed a recent Penn State study that indicated that minorities were actually underestimated in terms of being identified as needing special education services in elementary and middle school. The conflicting reports made his head spin. He decided to talk with his co-worker, Ms. Dailey.
Mr. Knightly and Ms. Dailey sat down for coffee in the teacher’s lounge to discuss this discrepancy in reports.
Ms. Dailey:
“I think we need to focus on what we can do for all students instead of hoping we get it right in identifying those in need of special supports through special education. I mean, we have federal laws that provide criteria for special education services, but we are still failing to meet the needs of many students.”
Mr. Knightly:
“Yeah, I know that there are students who arrive in my class that could probably have stayed in the general education classroom if help had been given in time.”

are attributes or characteristics by which people are categorized, such as gender, age, ethnicity, and social class. Statisticians who work in crime-related fields including criminology look for relationships between such social dimensions and crime in hopes of being able to attribute causes of, predict, and prevent crime. Often they find correlations between a particular social dimension and a particular crime. However, even a strong correlation does
not
equal causation. For example, poor education is related to criminal behavior but it does not cause it. If it did, all people who did not complete high school would be criminals, and of course they are not. At the same time, studying the social dimensions of crime can sometimes provide useful information.

1. The city of Virginia Beach, Va is a scenic stretch of land located at the juncture of Chesapeake Bay and the Atlantic Ocean. Once known mainly for its fields of fruit and grains -- the city as it stands today was not incorporated until 1963 -- the area has increasingly become a mecca for tourists intent on beach, boating or golf vacations. The city is also home to a large military population, and the sound of naval fighter planes is commonplace in the area. (Pearson, 2016)

• Are people visible in the community? Upon driving around the neighborhood early in the morning, I see people walking around the trail with their partner or with a pet. I see people with any ages just enjoying the scenery especially the lake behind the community.
• Who are the people living in the neighborhood? In my neighborhood, its a nice, quiet community that mostly retired people reside. My neighbors from both sides are retired and are over 50 years old. 1. The city of Virginia Beach, Va is a scenic stretch of land located at the juncture of Chesapeake Bay and the Atlantic Ocean. Once known mainly for its fields of fruit and grains -- the city as it stands today was not incorporated until 1963 -- the area has increasingly become a mecca for tourists intent on beach, boating or golf vacations. The city is also home to a large military population, and the sound of naval fighter planes is commonplace in the area. (Pearson, 2016)
Community vitality:
• Are people visible in the community? Upon driving around the neighborhood early in the morning, I see people walking around the trail with their partner or with a pet. I see people with any ages just enjoying the scenery especially the lake behind the community.
• Who are the people living in the neighborhood? In my neighborhood, its a nice, quiet community that mostly retired people reside. My neighbors from both sides are retired and are over 50 years old. I can say that we are the youngest in my neighborhood. Two houses down lived a grandmother and her 2 grandchildren ages 4 and 7 years old. What is their age range? What is the predominant age (e.g., elderly, preschoolers, young mothers, or school-aged children)?
• What ethnicity or race is most common? The majority that lived in my neighborhood are white and some asian descent.
• What is the general appearance of those you observed? Do they appear healthy? Do you notice any people with obvious disabilities, such as those using walkers or wheelchairs, or those with mental or emotional disabilities? Where do they live?
• Do you notice residents who are well nourished or malnourished, thin or obese, vigorous or frail, unkempt or scantily dressed, or well dressed and clean?
• Do you notice tourists or visitors to the community?
• Do you observe any people who appear to be under the influence of drugs or alcohol?
• Do you see any pregnant women? Do you see women with strollers and young children?

Using the information from Assignment 1 and the supporting documents, you must create a proposal for your CEO explaining the issue and implementation recommendations in transitioning the individual learning to organizational learning. Refer to the Project Proposal template, located in Week 8 of the online course shell for additional information on the content of each section of the proposal.
Write a five to seven (5-7) page proposal in which you:
Section 1: Project Summary
Summarize your findings along with the implementation recommendations.
Section 2: Project Background
Determine the issue that has disconnected the culture and organizational learning based on the three (3) selected mystifications from Assignment 1.
Critique the current OLM(s)’ hindrance to organizational learning and provide your recommendation(s) for the organization to address the issue.
Section 3: Project Goals and Methodology
Defend the one (1) OLM that is suitable (i.e., the OLM identified in Assignment 1) for the organization’s training and / or learning circumstances then suggest three (3) pros and three (3) cons of implementing the selected OLM. Next, diagnose the possible source that has prevented productive learning within the organization then support your recommendation(s) for a permanent change.
Suggest two (2) talent management strategies designed to prepare the organization for its readiness to share knowledge and maintain a learning environment.
Section 4: Project Risk Management
Elaborate on two (2) high resistance risks to this transition. Outline a plan for managing each resistance risk.
Generate a high quality After-Action Review (AAR) to monitor the effectiveness of the transition from individual to organization learning.
Specify one (1) training technique for the organization to introduce this new way of learning to the workforce. Next, examine whether or not the current organizational structure and processes can support transition from individual learning to organizational learning.
