4. THE LONG-TERM INVESTING IN CANADA PLAN begins in 2017-18.
It includes the creation of Integrated Bilateral Agreements with Provinces and Territories, a
new line of federally-directed, merit-based programs and a new portal. The Canada
Infrastructure Bank will also be established.
