Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. Per l’Armatore , Per l’Equipaggio…
Il 23 agosto 2013 le Filippine sono state il trentesimo Paese ad aderire alla
“Convenzione sul lavoro marittimo del 2006” o MLC 2006.
Questo ha apportato una serie di modifiche alle normali operazioni marittime e stabilito i
parametri internazionali riguardo la gestione del personale argomento fino ad allora
complesso e vago.
Definito come il “Seafarer Bill of Rights", l'obiettivo strategico della MLC è quello di
sradicare gli operatori marginali di navi non conformi , dai mari di tutto il mondo.
Come ?
Stabilendo uno standard delle condizioni di lavoro e della protezione dei marittimi
il più simile possibile a quella dei lavoratori impiegati a terra .
Ben evidente, e’ stato il beneficio che hanno ottenuto gli Armatori grazie alla
semplificazione dell’amministrazione, un controllo maggiore del personale operante a
bordo ma soprattutto una posizione e responsabilita’ ben definite.
Le migliori societa’ del settore sono già ampiamente conformi alla MLC.
Il vero cambiamento ha riguardato la sicurezza e la protezione sociale, ma anche regole
per i costruttori, per rispettare gli spazi vitali e il rispetto di culture e religioni diverse.
Introduzione MLC 2006
3. La cosa importante da ricordare circa l'MLC è che, quando il vostro yacht arriva
in un porto, le autorità locali (Port State Control) possono ora salire a bordo non
solo per controllare le dotazioni di sicurezza o se l'IVA e’ stata pagata .
Obiettivo MLC e’ anche controllare le condizioni di lavoro e gli spazi dedicati
all’equipaggio e se e’ correttamente assunto a bordo .
Una lamentela da parte di un membro potrebbe essere sufficiente a richiedere
un controllo .
Un buon punto di partenza quindi , e’ definire il Responsabile/Portavoce
dell’equipaggio a terra come richiede la convenzione.
Per quanto riguarda il marittimo, la visita delle autorita’ aumenta anche la
visibilita’ con le autorità fiscali, in particolare se lo Stato dove si trova la nave e’
anche il luogo dove risiede o il paese dove trascorre la maggior parte del
tempo. E visto che la MLC non richiede che il datore di lavoro provveda ad una
pensione - sta al marittimo organizzarsi privatamente e definire il regime fiscale
di appartenenza .
4. Quindi
La MLC 2006 regola:
-Contratti di lavoro (Standard SEA)
· Livelli di salario minimo e standardizzazione
delle procedure di pagamento dei salari.
· L'orario di lavoro, lavoro straordinario
obbligatorio, un giorno di riposo settimanale, il
congedo a terra e ferie annuali (30 giorni)
· Il rimpatrio a spese dell’armatore in caso di
congedo o fine rapporto di lavoro
· Libero accesso ai servizi per l'impiego
· indennità di disoccupazione
· Servizi di ristorazione a bordo sensibili ai
diversi contesti culturali e religiosi
· Assistenza medica a bordo
· Qualificazione professionale anche per coloro
che svolgono attivita’ di tipo medico e alimentare
· Norme per gli equipaggi , la loro formazione e
l’inquadramento a bordo
·Un portavoce a terra

- Questo non è specificamente trattato nella MLC, ma dove lo yacht è registrato può dire molto alle
autorità dello Stato di approdo . Ricordate, se uno yacht viene arrestato , non può essere noleggiato e
utilizzato. Uno Stato di bandiera elencato in “White list” ( White, Grey, Black List) suggerisce
automaticamente che la barca è ben gestita : sistemi di sicurezza adeguati,controlli regolari ,
organizzazione chiara e trasparente.

- se sei un marittimo e stai pagando qualcuno per ottenere un lavoro, stop. Stanno infrangendo la legge.

- L’armatore è tenuto ad informare il marittimo dei suoi diritti e delle sue funzioni prima di partire in mare,
Presentare il contratto prima che inizi il rapporto di lavoro, discuterlo, verificarlo, accertarsi che sia stato
ben interpretato, farlo firmare e darne una copia al marittimo e’ un dovere .
- Se sei marittimo e non ti viene presentato, questo è un segnale di avvertimento.
-Assicurazioni di responsabilità civile
- Tutte le navi commerciali devono operare come un business a terra. Ciò significa che si deve poter
avere accesso alle informazioni che riguardano settori quali la sicurezza, la disciplina a bordo e dare al
marittimo quei benefit come, assistenza medica, ripatrio,malattia, ferie non godute, maternita’ etc. etc.
6. E le tasse dove sono finite ?
Il mito di lavorare a bordo dei superyacht è stato che il suo reddito fosse esente da tasse
e che non fosse necessario preoccuparsi di imposte sul reddito e di contributi
previdenziali o assicurativi nazionali.
In realtà, e’ stato cosi’ e ironicamente per colpa della MLC, il marittimo puo’ trovarsi
davanti al fisco più spesso rispetto al passato.
Tra l'altro, è assolutamente legale che gli Armatori e datori di lavoro possano effettuare i
pagamenti tramite stati come il Guernsey riconosciute dalla MLC e dove non e’ effettuata
la detrazione delle imposte dallo stipendio, visto che viene lasciata al marittimo e sara’
compito suo definire dove dichiarare le entrate.
Questo e’ stato un grande beneficio per gli armatori che arruolano equipaggi
multinazionali con domicili fiscali differenti dalla loro nazione di origine .
E’ necessario quindi per il marittimo assicurarsi di aver definito chiaramente a quale
paese deve rendere conto, quali moduli e richieste devono essere presentati e a chi.
Avere conoscenza in materia e’ quindi importante per lavorare a bordo di SuperYacht
Privati e Commerciali.
La Nazionalita’, il paese dove si spende la maggior parte del tempo, dove si e’ assunti,
sono le basi per l’analisi .
9. Cosa Fa MRCnel 2016 ?
Gestione e amministrazione, impiego e pagamento equipaggi.
MainRaise Crew limited (MRC) e’ uno dei servizi della Main Raise Yachting
Fornisce una soluzione all’ assunzione dell’equipaggio per proprietari di yacht e yacht manager .
In sintesi i valori del servizio sono :
• MRC è una societa’ con dichiarazione di conformità rilasciata dal Lloyd Register che conferma che la società è
completamente compatibile con l’articolo A1.4 e linee guida standard B1.4 della Convenzione sul lavoro
marittimo della MLC 2006 .
• L’equipaggio viene assunto da MRC separatamente dal cliente
• Il servizio dispensa l’armatore da quelle formalita’ e obblighi connessi all’impiego del personale
- Permette di avere un rappresentante a terra come richiede la convenzione
• L'equipaggio è assunto con un contratto di lavoro marittimo (SEA) in linea con i requisiti della MLC
• L'equipaggio è assunto tramite la LTD in Guernsey favorevole all’impiego dei marittimi
• MRC non e’ solo basata in Guernsey, ma è diretta da residenti che vivono in Guernsey a differenza di alcune
aziende che sono registrate off shore ma gestite da membri EU,

• Gli oneri MRC sono a tariffa fissa, piuttosto che su una percentuale dello stipendio del marittimo .
MRC e’ un servizio pratico che permette all’armatore di essere aggiornato dei cambiamenti legislativi , gestisce le
pratiche amministrative, suggerisce le migliori soluzioni in termini assicurativi, mette a disposizione moduli e
permessi, tiene il conto delle ferie, e si assicura che le qualifiche, visite mediche ,siano in corso di validita’ .
10. • i costi di certificazione e conformità MLC non sono a carico del cliente
Main Raise Crew utilizza un sofisticato e sicuro programma di “cloud based
software” per i dati degli equipaggi. Il software di MRC oltre a consentire il
mantenimento dei registri di pagamento comprende funzioni quali :
• La notifica automatica dei pagamenti degli stipendi via SMS e una e- mail
con busta paga allegata.
• La fatturazione e il pagamento in più valute.
• La ripartizione delle retribuzioni secondo le comodità del lavoratore e in
linea con le direttive MLC.
• La notifica del prossimo rinnovo di qualificazione, corsi di formazione, visti e
certificati medici.
• Rapporto Mensile per l’Armatore
11. Quanto Costa ?
Ad esempio un “Crew Mamber”:
-Registrazione del Marittimo
-Controllo delle qualifiche, creazione della busta paga, contratto di arruolamento SEA,
contratto tra Armatore e MRC, fornitura documenti Tipo al comandante (Crew List,
Captain Standing Order) Verifica delle coperture assicurative
360,00 Euro solo il primo mese
-Servizio Pagamento, busta paga, referente a terra 150 Euro mensili
spese bancarie ………… 15 Euro mensili
A questi prezzi vanno aggiunti costi vanno aggiunte :

*Ci riserviamo la facolta' di proporre il prodotto assicurativo che meglio soddisfa l’ MLC 2006 e risponde alle richieste del cliente ma nel caso l’Armatore avesse il
proprio “Insurance Provider” che offre soluzioni equivalenti possono essere integrati al servizio.
In Collaborazione con le principali Compagnie di Assicurazioni che offrono prodotti dedicati , possiamo apportare un supporto e un controllo degli adempimenti armatoriali in
maniera di infortuni, malattia e previsione pensionistica per gli equipaggi.
Il prezzo delle assicurazioni e’ variabile , i costi del servizio rimangono invariati.
