Long before the ages of “Whats up” applications on your smart phones, the first mobile phones came up and Windows 3.11. When I started working and, when I was the first time at the Frontline in Mostar Bosnia & Hercegovina in 1994 with a bulletproof vest (scared like a rabbit) I couldn’t twitter, I coulnd use my Mobile phone to ask how to negotiate a water bridge across the Neretva river so that the Bosniacs on the east side would gain access to the water sources on the Croat West side. So I decided and this bridge was built in fact.
At that time, GTZ introduced Zielorientierte Projektplaniung resultsbased project planing. This was the precursor for the later Project-Cycle-Approach that the EU adopted and uses until this day.
It is interesting to note, when which disaster occurred and when what policy was initiated. Disasters are above the time axis and policies below.
In 1997, I witnessed myself the announcement in the field by German Army (Bundeswehr) that they would provide “humanitarian aid” and repair housing. Of course background of this move must be seen before the German Government’s interest to repatriate out of 350.000 refugees a maximum to their country of origin.
Yesterday, we have already seen the issue brought up by MSF of the misuse and abuse of the humanitarian term for political / military purposes.

Für die von Juni 1997 bis Dezember 2004 eingesetzten deutschen CIMIC-Kräfte (CivilMilitary Cooperation) stand zunächst die Unterstützung von Flüchtlingen und Rückkehrern im Vordergrund. Unter anderem wurden insgesamt rund 1.800 Wohneinheiten instand gesetzt und 42 Schulen wieder aufgebaut oder saniert.

Von Juni 2004 bis März 2011 waren deutsche CIMIC-Soldaten im Rahmen von „Liaison and Observation Units“ zur Gewinnung eines zivilen Lagebildes eingesetzt.
