Bulgaria: Sofia Concession
Hyder provided technical due diligence and
transaction advice to successfully close the
EBRD sponsored Sofia Municipality
25-year Water Concession - a flagship for
international PPP in Central and Eastern
Europe. The technical diagnostic identified
serious water distribution and wastewater
treatment shortfalls. These were addressed
through $250m investments in new
infrastructure geared to improving
customer service.
Egypt:Operations&MaintenanceOutsourcing
Responsible for the scoping, design and
procurement outsourcing of operations
& maintenance provision for the newly
commissioned Gabel al Asfar Wastewater
Treatment Plant receiving flows from the
Greater Cairo Wastewater Scheme.
Georgia: Water Sector Reform
We completed a study to identify and
recommend a water sector structure that
would attract the investment required to
rehabilitate and extend the water utility
infrastructure services across the country.
Greece: Water Companies Initial Public
Offerings (IPO)
We provided detailed business and technical
due diligence prior to the EYDAP and EYATH
IPOs to ensure a successful flotation on the
Athens Stock Exchange of 25% Government
stock holding.
Greece: Water Companies Privatisation
We were invited to return to undertake pre-
sale technical due diligence on the two state
owned water companies, EYDAP and EYATH,
focussing on asset condition, performance
and serviceability, with concurrent
review of asset management planning;
security; health and safety; environmental
compliance and regulatory performance.
Operational and capital expenditure profiles
were created to support business modelling.
Oman: Organisational Development
We completed an institutional diagnostic
of the 600-strong staff structure the Public
Authority for Water & Electricity inherited
from Ministry of Housing. Management and
operational processes were reviewed, a new
organisational structure created and staff
competences appraised against operating
model outputs to identify further capacity

Oman: Wastewater Operations
Management Services Contract
Hyder helped develop a strategy to meet
both business objectives and concession
obligations of Oman Wastewater Services
Company. The successful transaction
resulted in an Operations Management
Services Contract for wastewater and
irrigation water services in Muscat, during
an agreed period within which self-
sufficiency would be achieved.
Oman: Majis Industrial Services Co.
Corporate Development
The company achieved core objectives and
established itself as a sustainable multi-
utility service provider, at Sohar industrial
complex, following bespoke corporate
development and business planning advice
provided by Hyder.
Saudi Arabia: Jeddah Water PPPs
Hyder performed the technical advisor
role in delivering these two PPPs. A step
change has been achieved in customer
service levels for water supply, which
was previously highly intermittent, to
become continuous under a multifaceted
Management Contract, whilst city-wide
wastewater treatment, water reuse and
environmental protection provisions
were drafted into a long term concession
agreement.
Saudi Arabia: Makkah/Taif Management
Contract
Lead and technical advisor for this third
PPP for National Water Company, providing
technical diagnostic and transaction
advice with a shorter term of 5 years and a
focus on institutional strengthening and
capacity building.
Saudi Arabia: Marafiq Corporatisation
Technical advisor in a multi-disciplinary
team responsible for establishing a new
power and water utility company for
Jubail and Yanbu industrial cities.
We assisted in organisational and
technical activities to allow Marafiq to
take over responsibility from the Royal
Commission, an integral part of the
Kingdom’s strategy to encourage private
sector participation in the development of
the economy.
Turkey: Tourism Development
Provided comprehensive business planning
services which detailed the extent of water
services infrastructure that was required
within a framework of full cost recovery
tariff to optimise tourism revenues for
Marmaris and Cesme.
UAE: Wastewater Operations &
Maintenance Outsourcing
Hyder scoped, designed and procured of a
new suite of performance based outsourced
contracts to replace previous remeasurable
types. A comprehensive scope of services
was developed to be delivered under a suite
of key performance indicators designed to
incentivise operators to outperform target
levels of service.
UAE: Performance Assessment of Abu
Dhabi Distribution Company
Hyder completed a wide ranging diagnostic
business performance review covering all
aspects of the water distribution business.
The outputs informed the strategy
development for corporate management,
customer service and cost efficiency
improvements to enable privatisation via
an IPO.
UK: Project Aquatrine Concession
Hyder performed the technical advisor role
in the procurement of a 25-year concession
covering £2B of Ministry of Defence water
& wastewater assets. This allowed the
Ministry to ‘exit the water business’ by
engaging the private sector to deliver the
efficiencies and cost savings produced from
UK water industry privatisation.
