The methodology accounts for variables such as coal quality, plant configuration, and operating conditions. It recommends establishing an international database of power plant performance data to help identify underperforming plants for potential efficiency improvements. This would help policymakers monitor and regulate coal use for power generation in a more sustainable manner.
