While students are facing dif-
ficulties during the transition
from quarters to semesters, pro-
fessors are confronting prob-
lems of their own.
Under the quarter system,
Ohio University’s spring break
coincided with the break of Ath-
ens City Schools, which proved
convenient for professors with
children enrolled in the local
public schools.
Although the university
worked together with the school
system to agree upon the same
dates for spring break of 2013,
Athens City Schools superinten-
dent Carl Martin said the district
was forced to change the dates.
This change interrupts vaca-
tion plans for many families and
leaves some questioning who
will watch their children dur-
ing the public school’s week of
break.
Athens High School students
are required to take the Ohio
Graduation Test to receive their
diplomas. The spring break that
was originally agreed upon by
OU and the district was set for
the first week of March — one
week before the OGT.
The test date is set by the state
and is not allowed to change.
“It would not be responsible
of us to not change the spring
break schedule with high-stakes
testing when they are (current-
ly) placed,” Martin said.
Martin added that staff mem-
bers of the Athens City Schools
think it would be unwise to take
a week off right before such an
important test.
David Descutner, the Uni-
versity College Dean, said uni-
versity staff members were sur-
prised that Athens City Schools
announced their spring break
to be different, but they under-
stand the reasoning.
Individuals from the Regis-
trar’s Office, Quarters to Semes-
ters Transition Office, faculty,
and staff are forming a group to
discuss what steps to take next,
Descutner said.
This group will set up a meet-
ing with representatives of Ath-
ens City Schools later in the
spring to try and reach a solu-
tion.
Bernhard Debatin, a pro-
fessor in the E.W. Scripps
School of Journalism, has two
elementary age kids to think
about for next year.
He proposed the possibility
of education majors at OU pro-
viding an activity day camp for
children of professors during
their spring break.
This is a beneficial sug-
gestion to consider both for
parents and the education
students, who will gain experi-
ence, Debatin said.
“We are hopeful that OU will
take this into consideration in
future years when they schedule
their spring break, but it is no
fault of anyone,” said Martin.

With a massive rock tear-
ing through a northern Athens
neighborhood late last month,
the safety of slopes around
town has come into question.
Yet, local engineers don’t
believe that there is such a
problem, even though a rock-
scaling ordinance passed in
February.
Ron Lucas, the assistant
safety service director for the
City of Athens, said the rock-
scaling ordinance was passed
in order to allow for the Ohio
Department of Transportation
to perform rock scaling near
state Route 33, which happens
to be within the city limits
and therefore needed city ap-
proval.
Rock scaling, also known
as slope stabilization, is the
physical removal of rocks from
the edges of slopes. While the
process is only occurring on
a small stretch of land, it still
will require a lot of work.
“It’s a labor-intensive pro-
cess,” Lucas said. “Climbers
and heavy equipment are used
to do this. One method is boul-
der busting, where hydraulics
are used to break up the bigger
stuff.”
Even with this project and
the recent rock fall, Lucas said
he doesn’t believe the risk of a
rockslide is a problem in Ath-
ens.
“I know there is some loose
stuff near the highway,” Lucas
said. “I think that rockslides
around here are very prevent-
able; we don’t have the problems
such as ones along Route 7.”
ODOT District 10 Deputy
Director Steve Williams agreed
with Lucas that rock falls are
not a problem in the area but
said that ODOT does occa-
sionally check on state Route
33 and admits that there is still
the element of surprise, such
as last month’s incident.
“We do periodic inspections
and get contractors when we
need repair,” Williams said.
“Of course, sometimes we are
surprised by incidents in areas
we haven’t inspected. Usually
they are worse in the spring af-
ter the winter’s freeze passes.”
Lucas said that when one of
these rocks falls onto a local
road, the city must clean it up.
“We need to remove any im-
pediment to the driving pub-
lic,” Lucas said. “Sometimes we
are reimbursed for our efforts,
sometimes not. If something
falls on private property it is
their job to clean it up. The state
determines if an area is at risk.”
Though the city does take
some measures toward taking
care of the slopes, Lucas said it
is not an issue on which they
focus.
“We repair slips through-
out the city and we monitor
certain ones to make sure no
earth is moving,” Lucas said.
“We definitely have our eyes
on it. I wouldn’t say we are re-
active, but couldn’t exactly say
we are proactive either. We just
have many different things
around here that need our at-
tention.”
Athens Director of Engi-
neering and Public Works Andy
Stone said rock falls are not a
source of regular concern but
more of a freak occurrence.
“I do not think it’s a problem
here, there are not that many
exposed rock angles,” Stone
said. “This isn’t a common
situation in this state, as soil
slips are more common. What
happened on Fairview was
very rare; it happened near an
old clay mine, which definitely
was a factor.”

Under the quarter system, Ohio University’s spring break coincided with the break of Ath- ens City Schools, which proved convenient for professors with children enrolled in the local public schools. Although the university worked together with the school system to agree upon the same dates for spring break of 2013, Athens City Schools superinten- dent Carl Martin said the district was forced to change the dates. This change interrupts vaca- tion plans for many families and leaves some questioning who will watch their children dur- ing the public school’s week of break. Athens High School students are required to take the Ohio Graduation Test to receive their diplomas. The spring break that was originally agreed upon by OU and the district was set for the first week of March — one week before the OGT. The test date is set by the state and is not allowed to change. “It would not be responsible of us to not change the spring break schedule with high-stakes testing when they are (current- ly) placed,” Martin said. Martin added that staff mem- bers of the Athens City Schools think it would be unwise to take a week off right before such an important test. David Descutner, the Uni- versity College Dean, said uni- versity staff members were sur- prised that Athens City Schools announced their spring break to be different, but they under- stand the reasoning. Individuals from the Regis- trar’s Office, Quarters to Semes- ters Transition Office, faculty, and staff are forming a group to discuss what steps to take next, Descutner said. This group will set up a meet- ing with representatives of Ath- ens City Schools later in the spring to try and reach a solu- tion. Bernhard Debatin, a pro- fessor in the E.W. Scripps School of Journalism, has two elementary age kids to think about for next year. He proposed the possibility of education majors at OU pro- viding an activity day camp for children of professors during their spring break. ALLAN SMITH For The Post | as299810@ohiou.edu ——— With a massive rock tear- ing through a northern Athens neighborhood late last month, the safety of slopes around town has come into question. Yet, local engineers don’t believe that there is such a problem, even though a rock- scaling ordinance passed in February. Ron Lucas, the assistant safety service director for the City of Athens, said the rock- scaling ordinance was passed in order to allow for the Ohio Department of Transportation to perform rock scaling near state Route 33, which happens to be within the city limits and therefore needed city ap- proval. Rock scaling, also known as slope stabilization, is the physical removal of rocks from the edges of slopes. While the process is only occurring on a small stretch of land, it still will require a lot of work. “It’s a labor-intensive pro- cess,” Lucas said. “Climbers and heavy equipment are used to do this. One method is boul- der busting, where hydraulics are used to break up the bigger stuff.” Even with this project and the recent rock fall, Lucas said he doesn’t believe the risk of a rockslide is a problem in Ath- ens. “I know there is some loose stuff near the highway,” Lucas said. “I think that rockslides around here are very prevent- able; we don’t have the problems such as ones along Route 7.” ODOT District 10 Deputy Director Steve Williams agreed with Lucas that rock falls are not a problem in the area but said that ODOT does occa- sionally check on state Route 33 and admits that there is still the element of surprise, such as last month’s incident. “We do periodic inspections and get contractors when we need repair,” Williams said. “Of course, sometimes we are surprised by incidents in areas we haven’t inspected. Usually they are worse in the spring af- ter the winter’s freeze passes.” Lucas said that when one of these rocks falls onto a local road, the city must clean it up. “We need to remove any im- pediment to the driving pub- lic,” Lucas said. “Sometimes we are reimbursed for our efforts, sometimes not. If something falls on private property it is their job to clean it up. The state determines if an area is at risk.” Though the city does take some measures toward taking care of the slopes, Lucas said it is not an issue on which they focus. “We repair slips through- out the city and we monitor certain ones to make sure no earth is moving,” Lucas said. “We definitely have our eyes on it. I wouldn’t say we are re- active, but couldn’t exactly say we are proactive either. We just have many different things around here that need our at- tention.” Athens Director of Engi- neering and Public Works Andy Stone said rock falls are not a source of regular concern but more of a freak occurrence. “I do not think it’s a problem here, there are not that many exposed rock angles,” Stone said. “This isn’t a common situation in this state, as soil slips are more common. What happened on Fairview was very rare; it happened near an old clay mine, which definitely was a factor.” VIA THE ASSOCIATED PRESS A boulder, estimated at about 100 tons and 25 feet in diameter, rests atop a parked car.
