1. PradhanMantri Kaushal VikasYojana(PMKVY) isthe leadplanof the Ministryof Skill Development
and Entrepreneurship.The goal of thisSkill CertificationScheme istoempowercountlessyouthto
take up industry-significantexpertise preparingthatwill helptheminsecuringasuperiorbusiness.
People withearlierlearningknowledgeorabilitieswill likewise be evaluatedandconfirmedunder
Recognitionof PriorLearning.
Objectives:
The objective of thisScheme istoencourage andpromote Skill Developmentforthe youth
throughoutthe countryby aligningitself withthe CommonNormsguidelines.
The scheme alsoneeds
to be alignedtocomplementall otherMissionsof the Government,suchasMake in India,Digital
India,SwachhBharat,and Smart Cities.Specifically,the Scheme aimsto:
1-Enable andmobilize alarge numberof youthtotake upindustrydesignedqualityskill training,
become employableandearntheirlivelihood.
Increase productivityof the existingworkforce,andalignskill trainingwiththe actual needsof the
country.
2-Encourage standardisationof the Certificationprocessandputinplace the foundationfor
creatinga registryof skills.
3- Benefit10 millionyouthoverthe periodof fouryears(2016- 2020).
Target Beneficiaries
In line withthe objectivesstatedabove,thisSchemeisapplicable toanycandidate of Indian
nationalitywho:
1-Is an unemployedyouthor,school/collegedropouts,
2- PossessesanAadhaarcard and a bank account
3-Has a verifiablealternateIDsuchas PAN or VoterID (applicable onlyforthe statesof North-East
regionandJ&K - AdditionalIDsmaybe addedfromtime to time)
4-Anyothercriteria,as definedbythe SSCsforthe respective jobroles
College studentsshouldnotbe allowedor enrolledunderPMKVYasthe Scheme focuseson
school/college dropouts.Additionally,incase of corporatesor factory premises,candidatescannot
be theirownemployeesordailywagers.
Accreditation:
Centre Accreditationisaqualityassurance process,underwhichrequiredparametersof TCsare
evaluated.Itisof keyimportance toensure thatthe traineesare providedqualitytraining,thereby
creatingthe requirementtohave a well-definedvalidationprocessof the TCs,creatingthe needof
Centre Accreditation.Accreditationfocusesonlearningandself-development,andencouragesthe
TC to pursue continual excellence.
The processinvolvesacombinedmechanismof self-evaluationbythe TCsand an external
evaluationbyaThirdParty InspectionAgency,hereafterreferredtoasInspectionAgency,to
determine if the prescribedqualitativestandardsare metbythe TC.
ApplicationRegistrationProcess
The parent organizationof the TChas to complete the ApplicationRegistrationProcessasexplained
below.
The parent organizationdesirousof seekingaccreditationforitsTChas to registeronlineonthe
Centre Accreditation&AffiliationPortal,the linkof whichshall be made available onNSDC

2. website.Duringthe registration,the parentorganizationshall uploadthe
followingdataonline withrelevantproofs:
a. Backgroundof the parentorganization
Certificate of itsIncorporation/Registration(fromthe Registrarof firms/companies/society/trust,
whicheverisapplicable)
c. Turnoverand networthof the organizationduringthe lasttwoyearsalongwithproofs,suchas
ITR
for lasttwoyears,CA Certificate,AuditedProfit&Loss(P&L) statementsandbalance sheets
d. PermanentAccountNumber(PAN) of the Parentorganization
Tax DeductionandCollectionAccountNumber(TAN)of the parentorganizationf.Addressof the
Head/Registeredoffice alongwithaddressproof,photographof the office withclearlyvisible
name board/signage
g. E-mail andmobile numberof authorizedpersonatthe parentorganization
h. Pastperformance of the parentorganizationintraining(if any) ,suchas yearsof operationsin
training,numberof traineestrained,certified,andplacedinthe lastthree financial years.
All the relevantdocumentsshouldbe self-attestedbythe authorizedpersonof the parent
organization.
A one-time ApplicationRegistrationFee shall be chargedfromthe parentorganization,forwhichan
online paymentprovisionshall be provided.RefertoSection10 for more details.
On successful completionof the datauploadwithrespecttothe above mentioneddocumentsand
on receiptof the ApplicationRegistrationfee,ane-mail alongwithanApplicationRegistration
Numberandpasswordwill be senttothe e-mail addressof the authorizedpersonmentionedinthe
registrationprocess. Atthisstage,the applications statusiscategorizedas ‘ Application
RegistrationCompleted,andthe uploadeddocumentsare categorizedasApplicationRegistration
Documents.
The above ApplicationRegistrationNumberandpasswordshall be usedbythe parentorganization
to feeddatarelatedtoitsTCs to applyfor Centre Accreditation
Branding:
Social mediapromotion:
All TPs shall documentandshare successstoriesof theircandidateson
varioussocial mediaplatforms.
Each TP is requiredtomaintainaPMKVY dedicatedFacebookpage anduse variousother

3. social mediaplatforms(i.e.Twitter,Youtube)forsharinginformationontrainings,success
stories,profilesof trainersandplacementtie-ups.
TPs are encouragedtocreate videoclippingsof PMKVYsuccessstoriesinvarious
regional languagesandpromote the same ontheirvarioussocial mediaplatforms.
Classroombranding:
Elementswithinthe classroom/laboratoryshallworkasteachingaids.Theycanbe usedby
trainersforvariousclassroom/laboratoryactivities.Theycanalsoworkas a constant
reminderforlearners.The otherelementsinthe classroom/laboratoryshallinspire and
motivate ouryounglearnerson.
