The power headroom report (PHR) is used by the UE to report available transmit power headroom to the base station. The PHR is encoded in 6 bits and can indicate power headroom from -23 dB to +40 dB. Positive values indicate the difference between maximum UE power and current power, while negative values indicate the difference between maximum power and calculated transmit power assuming the current grant. The PHR can be configured for periodic or event-triggered reporting based on downlink path loss changes. Dual connectivity introduces additional complexity for power headroom reporting, as power is a shared resource across both cell groups and reports must account for power usage in the other group.
