NMEEE Mission Objectives & Goals
▪ The basic objective of the NMEEE mission is to ensure a
sustainable growth by an approximate mix of 4 E’s,
namely-Energy, Efficiency, Equity and Environment
▪ Promote development objectives, while also yielding
co-benefits for addressing climate change.
▪ Market-based approaches to unlock energy efficiency
opportunities, estimated to be about Rs. 74,000 Crores
▪ By 2014-15:
• Annual fuel savings in excess of 23 million toe
• Cumulative avoided electricity capacity addition of 19,000
MW
• CO2 emission mitigation of 98 million tons per year

PAT – Perform Achieve and Trade
▪ Market based mechanism
▪ Additional incentive for improving energy efficiency
• Improves the cost economics of Energy efficiency projects
• Increases the profitability
▪ Benefits to industry irrespective of their present level
of energy efficiency
▪ Creates a healthy competition on energy efficiency
across industry
▪ Ultimately facilitates natural resource conservation

PAT Scheme – Target setting
▪ Target for Energy Consumption reduction –
almost unit specific
▪ National level target - 10 mMToe
• Apportioned to individual sectors based on their
energy consumption
• Target for individual cement plants- depending
upon the performance of a unit in the sector &
potential for energy saving
PAT Scheme
▪ Covers 478 designated consumers in 8 sectors, consuming about 165 million
toe energy.
▪ National Target = 6.686 million toe at the end of 1st PAT Cycle ( by 2014-15)
▪ Reducing India's CO2 emissions by 24 million tons / year in 2014-15.
-Achievement > Target E-Scerts
-Achievement < Target Purchase E-Scerts / Penalty
▪ The Energy Savings Certificates (ESCerts) so issued will be tradable on special
trading platforms to be created in the power exchange
▪ The direct benefit for the participating industries in this period is reductions in
input costs related to energy of approximately Rs.6,800 Crores.
• Total EE Projects planned in 2012-15 by industry covered under PAT : 2057
• Total anticipated investment : Rs. 17021 Crores

Pre-Considerations:
1. Plant boundary - already defined
2. Single product at output defined. In case of multiple products,
major product considered.
3. Energy consumption considered only for plant process
operations to produce 'defined product'
• Energy consumed in internal transportation, residential
colony etc. excluded
4. Primary energies actually consumed only considered. Any
primary energy purchased & stored inside the system
boundary excluded

  • 3. © Confederation of Indian Industry NMEEE Mission Objectives & Goals ▪ The basic objective of the NMEEE mission is to ensure a sustainable growth by an approximate mix of 4 E’s, namely-Energy, Efficiency, Equity and Environment ▪ Promote development objectives, while also yielding co-benefits for addressing climate change. ▪ Market-based approaches to unlock energy efficiency opportunities, estimated to be about Rs. 74,000 Crores ▪ By 2014-15: • Annual fuel savings in excess of 23 million toe • Cumulative avoided electricity capacity addition of 19,000 MW • CO2 emission mitigation of 98 million tons per year
  • 4. © Confederation of Indian Industry PAT – Perform Achieve and Trade ▪ Market based mechanism ▪ Additional incentive for improving energy efficiency • Improves the cost economics of Energy efficiency projects • Increases the profitability ▪ Benefits to industry irrespective of their present level of energy efficiency ▪ Creates a healthy competition on energy efficiency across industry ▪ Ultimately facilitates natural resource conservation
  • 5. © Confederation of Indian Industry PAT Scheme – Target setting ▪ Target for Energy Consumption reduction – almost unit specific ▪ National level target - 10 mMToe • Apportioned to individual sectors based on their energy consumption • Target for individual cement plants- depending upon the performance of a unit in the sector & potential for energy saving

PAT Scheme ▪ Covers 478 designated consumers in 8 sectors, consuming about 165 million toe energy. ▪ National Target = 6.686 million toe at the end of 1st PAT Cycle ( by 2014-15) ▪ Reducing India's CO2 emissions by 24 million tons / year in 2014-15. -Achievement > Target E-Scerts -Achievement < Target Purchase E-Scerts / Penalty ▪ The Energy Savings Certificates (ESCerts) so issued will be tradable on special trading platforms to be created in the power exchange ▪ The direct benefit for the participating industries in this period is reductions in input costs related to energy of approximately Rs.6,800 Crores. • Total EE Projects planned in 2012-15 by industry covered under PAT : 2057 • Total anticipated investment : Rs. 17021 Crores 6
