2. Republica Moldova în cadrul Convenției-cadru a
Organizației Națiunilor Unite cu privire la schimbarea
climei (CONUSC)
1) RM a aderat la CONUSC la 12 iunie 1992, Convenţia fiind
ratificată de Parlament RM pe 16 martie 1995.
2) Protocolul de la Kyoto a fost ratificat de către RM pe
13.02.2003. În calitatea sa de ţară din non-Anexa I, RM nu are
angajamente de reducere a emisiilor de GES.
3) La 4 mai 2017 RM a aderat la Protocolul de la Paris la
CONUSC, care pentru țara noastră prevede 2 scenarii privind
atingerea țintelor de reducere a emisiilor de Gaze cu Efect de
Seră (GES) și anume
a) scenariul necondiționat (minus 64-67% comparativ cu
anul 1990) și
b) Scenariul condiționat (minus 78% comparativ cu anul
1990)
3. Obiectivele Acordului de la Paris la Convenția-cadru a
Organizației Națiunilor Unite cu privire la schimbarea
climei.

Articolul 2
Prezentul Acord, în îmbunătățirea implementării Convenției, inclusiv a obiectului său, are
ca scop consolidarea reacției globale la amenințarea schimbărilor climatice, în contextul
dezvoltării durabile și eforturilor de eradicare a sărăciei, inclusiv prin:
1) Menținerea creșterii temperaturii medii globale cu mult sub 2°C peste nivelele pre-
industriale și continuarea eforturilor de limitare a creșterii temperaturii la 1.5°C peste
nivelele pre-industriale, recunoscând că astfel s-ar reduce în mod semnificativ riscurile
și impacturile schimbărilor climatice;
2) Creșterea abilitățiii de adaptare la impacturile adverse ale schimbărilor climatice și
încurajarea rezistenței la schimbările climatice și dezvoltarea cu emisii scăzut de gaze
cu efect de seră, într-un mod ce nu amenință producția; și
3) Armonizarea fluxurilor financiare cu o evoluție către un nivel scăzut de emisii de
gaze cu efect de seră și o dezvoltare rezistentă la schimbări climatice.
4. Obligațiunile țării în cadrul Acordului de la Paris cu referire la
mecanismele financiare

Articolul 9
Părțile state dezvoltate asigură resurse financiare pentru sprijinirea Părților,
state în curs de dezvoltare, atât pentru reducerea emisiilor de gaze cu efect de
seră, cât şi pentru adaptarea la efectele schimbărilor climatice în continuarea
obligaţiilor existente ale acestora sub Convenţie.
Instituţiile care servesc prezentul Acord, inclusiv entităţile operaţionale ale
Mecanismului Financiar al Convenţiei, au ca scop asigurarea unui acces eficient
la resursele financiare prin proceduri de aprobare simplificate şi o
disponibilitate îmbunătăţită a sprijinului pentru Părțile, state în curs de
dezvoltare, în special pentru statele cel mai puţin dezvoltate şi statele insulare
mici în curs de dezvoltare, în contextul planurilor şi strategiilor naţionale privind
schimbările climatice ale acestora.
5. Fondului Verde pentru Climă – Mecanism Financiar al
CONUSC și Acordului de la Paris
La COP 16, care a avut loc la Cancun, prin decizia 1 /
CP.16, părțile au înființat Fondul Verde pentru Climă
(FVC) ca entitate operațională a Mecanismului
Financiar al Convenției în temeiul articolului 11.
Fondul este guvernat de Consiliul GCF și este
răspunzător și funcționează sub îndrumarea COP
pentru a sprijini proiecte, programe, politici și alte
activități în țările în curs de dezvoltare Părți care
utilizează ferestre de finanțare tematice.
6. Scurt istoric privind crearea FVC (I)
Fondul Verde pentru Climat a fost înființat cu o misiune de a avansa
scopul de a menține creșterea temperaturii pe planeta noastră de
origine sub 2 grade Celsius.
Fondul este o inițiativă unică la nivel mondial de a răspunde la
schimbările climatice prin investiții în dezvoltare cu emisii reduse și
rezistente la schimbările climatice. GCF a fost înființată de 194 de
guverne pentru limitarea sau reducerea emisiilor de gaze cu efect de
seră în țările în curs de dezvoltare și pentru a ajuta adaptarea
societăților vulnerabile la efectele inevitabile ale schimbărilor climatice.
Având în vedere urgența și gravitatea provocării, Fondul este mandatat
să facă o contribuție ambițioasă la răspunsul mondial unificat la
schimbările climatice.
7. Scurt istoric privind crearea FVC (II)
GCF a fost proiectat de Comitetul de tranziție (TC) conform deciziei 1 /
CP.16, paragraful 109. Pe baza raportului TC (FCCC / CP / 2011/6 și
Add.1), la COP 17 de la Durban , Părțile au adoptat Decizia 3 / CP.17 și au
aprobat Instrumentul de guvernare pentru FVC.
Instrumentul de guvernare pentru GCF prevede că activele FVC vor fi
administrate de un mandatar numai în scopul și în conformitate cu
deciziile relevante ale Consiliului FVC. Banca Mondială a fost invitată de
către COP să servească drept mandatar interimar al FVC, supusă unei
revizuiri la trei ani de la operaționalizarea Fondului. În 2015, Consiliul
GCF a invitat Banca Mondială să continue să servească drept mandatar
interimar până la numirea unui mandatar permanent (Decizia B.08 / 22 a
consiliului de administrație).
8. Scurt istoric privind crearea FVC (III)
La COP 18, care a avut loc la Doha, părțile au solicitat Comitetului
permanent pentru finanțe și consiliului FVC să elaboreze înțelegeri
între COP și FVC pentru acordul Consiliului și acordul ulterior al COP.
Părțile au recunoscut că prevederile cuprinse în articolul 11
alineatul (3) și în decizia 3 / CP.17 și instrumentul de guvernare al
GCF din anexa la 3 / CP.17 constituie baza pentru înțelegerile dintre
COP și GCF. La COP 19, care a avut loc la Varșovia, părțile au
convenit asupra aranjamentelor dintre COP și GCF pentru a se
asigura că GCF este răspunzător și funcționează sub îndrumarea
COP.
Părțile, la COP 18, au aprobat decizia consensului din partea
Consiliului GCF de a selecta Songdo, Incheon, Republica Coreea ca
gazdă a GCF. La COP 19, părțile au salutat înființarea secretariatului
GCF independent și au oferit orientări inițiale pentru GCF.
9. Obiectivele FVC
Entitate operațională a mecanismului financiar al
CONUSC stabilit la COP 16-a cu operaționalizare
deplină în 2014
A sprijini eforturile țărilor în dezvoltare de a răspunde
provocărilor schimbărilor climatice prin reducerea GES
și adaptarea la SC.
A promova schimbarea de paradigmă către o
dezvoltare cu emisii reduse și rezilientă la SC, prin
implementarea de proiecte transformative, ținând
cont de nevoile țărilor vulnerabile la SC.

11. Instrumentul de guvernare pentru Fondul climatic verde a fost
aprobat la cea de-a șaptesprezecea sesiune a CONUSC prin Decizia 3 /
CP.17. Punctele 7 și 8 ale Instrumentului de guvernare.
7. Fondul va avea personalitate juridică și va avea capacitatea juridică
necesară pentru exercitarea funcțiilor sale și protejarea intereselor
sale.
8. Fondul va beneficia de privilegiile și imunitățile necesare pentru
îndeplinirea scopurilor sale .
În prezent, Fondul nu este legat instituțional de Secretariatul
Organizației Națiunilor Unite și nici nu poate fi clasificat ca o agenție
specializată a Națiunilor Unite. Astfel, Convenția privind privilegiile și
imunitățile Organizației Națiunilor Unite și Convenția privind
privilegiile și imunitățile agențiilor specializate nu se aplică FVC.

17. Accesul la resursele FVC/GCF
• Printr-o modalitate participativă la nivel de țară, AND identifică
cadrul strategic prin care va aborda schimbările climatice și va
oferi o supraveghere strategică largă a activităților FVC în țară.
• Accesul la resursele Fondului pentru realizarea proiectelor /
programelor privind SC se va realiza prin entități și intermediari
acreditați la nivel național, regional și internațional.
• Entitățile care solicită acreditarea Fondului vor fi evaluate în
conformitate cu principiile și standardele fudiciare ale Fondului,
garanțiile sociale și de mediu și politica de gen.

Activități curente a MADM în cadrul Programului Readiness
Acreditare.
- Procesul de autoevaluare a capacității de acreditare
- Suport în procesul de acreditare a instituțiilor naționale
Elaborarea propunerilor de proiect.
- Propunerile de Proiect pot fi elaborate paralel cu procesul de
acreditare, in cazul in care acreditarea este posibila. În circumstanțele
unui scenariu nefavorabil [spre exemplu daca instituția nu va fi
acreditata ] propunerile de proiect elaborate, ulterior vor fi înaintate
catre Fond în parteneriat cu o intitate internationala acreditata [ spre
exemplu PNUD, BM, FAO ect ].
- Elaborarea unei propuneri de Proiect se începe cu perfectarea
"Notei de concep" a Proiectului. Nota de concept se elaboreaza din
contul beneficiarului, iar Ministerul Vă poate oferi suport logistic în
acest aspect. Pentru pregatirea Propunerii de Proiect propriu zisa se
poate solicita suport din partea FVC.
