“We can no longer afford to sustain the old ways when we know there are new and more efficient ways to
getting the job done,” said President Barack Obama. The theme of change has moved beyond the campaign to
become the central motif of Obama’s presidency. One of the biggest changes Obama has promised to make is a
fundamental reconfiguration of former President George W. Bush’s Management Agenda. Obama has pledged to
eliminate ideological performance goals and replace them with goals Americans care about and that are based on
congressional intent and feedback from those served by government programs. Although few would disagree with
the reasoning, it is unclear how we will reach this goal. This Keynote will offer insights into Obama’s Management
Agenda and what government managers and employees should expect moving forward.

Improving government performance is a common idea shared by many Presidential Administrations. Succeeding
Presidents have been able to build off of the initiatives of preceding Presidents. President Barack Obama has
committed to holding federal programs accountable for delivering results to the American people and making
performance transparent. Using the tools and methods created by past Administrations and Congress, what are the
logical next steps to systematically improve performance across the federal government? Marcus Peacock, former
associate director of the Office of Management and Budget, led the team that created the Program Assessment
Rating Tool or PART, which won Harvard University’s Innovations in Government award. He also created the first
‘Stat’ program in the federal government, EPAStat, while serving as the Deputy Administrator at the Environmental
Protection Agency (EPA). During his tenure, EPA was the first federal agency to win the President’s Quality Award
for Overall Management back-to-back. In this keynote, Mr. Peacock will discuss his recommendations on the next

Creating a high-performing federal government is a goal for President Barack Obama’s administration. However,
in order for government to perform well as a whole, performance management must be considered important by
all agencies and branches of government individually. All federal agencies are required to appoint a Performance
Improvement Officer (PIO) who is the coordinator of all performance management initiatives. If PIOs are integral to
achieving performance in federal agencies, why not create the same thing for Congress? Performance Institute
Senior Policy Director Jon Desenberg developed the basis for a Congressional Office of Performance that would be
responsible for improving performance in the legislative branch. He recently gave a presentation on the Hill about the
