The theme of change has moved beyond the campaign to become the central motif of Obama’s presidency. One of the biggest changes Obama has promised to make is a fundamental reconfiguration of former President George W. Bush’s Management Agenda. Obama has pledged to eliminate ideological performance goals and replace them with goals Americans care about and that are based on congressional intent and feedback from those served by government programs. Although few would disagree with the reasoning, it is unclear how we will reach this goal. This Keynote will offer insights into Obama’s Management Agenda and what government managers and employees should expect moving forward. The appointment of the nation’s first Chief Performance Officer reflects the centrality of reducing waste and inefficiency in Obama’s presidency. In this newly created role, Nancy Killefer will be responsible for streamlining the processes of all government programs and restoring the American public’s trust during this economic crisis. For too long, millions of taxpayer dollars have been spent on poorly performing programs because of lack of oversight and accountability.
