                   Innovation and early adoption of technologies that deliver a better service at more value has been made an even
                   greater priority at Optimum Security. So that we can provide cost effective but quality security services, we have
                   recently introduced the Mocotouch NFC and PIR Sensor technologies into our service lines.

                   The Mocotouch technology allows for greater client monitoring of guard activities at your site and also as acts as
                   proof of attendance, all in real time. PIR sensors can be used to automatically detect intruders at distances of up
                   to 20 meters thus offering significant cost savings over other electronic security devices such as CCTV systems.

                   Optimum Security has been providing outstanding security solutions since 1998. Our commitment to quality

                   Manned Guarding
                   Optimum’s manned guarding service is designed to fulfil the following main service objectives:

                       1.   A licensed Security Guard service will ensure site security and a patrolling service, with high
                            visibility, in accordance with specific instructions of the customer. This may be a static “gate”
                            service, a site patrol service or a combination of these.

                       2. The provision of trained managers and supervisors to liaise with the customer’s staff to ensure
                          that all service standards agreed are achieved

                       3. The provision of fully trained and licensed back up staff.

                       4. A flexible contract allowing the customer to adapt the service as requirements change.


                       5.   The use, wherever required, of cost-effective technology to complement security personnel
                            services.

                   Our Security Officers are responsible for providing a secure environment at your premises. When on duty
                   they will perform essential tasks at the premises and develop productive and friendly relationships with
                   all personnel. Security Officers are often the first point of contact for members of the public, and therefore
                   will adhere to high standards of customer care at all times.


                   General duties will normally include:

                               •   Maintain security in accordance with assignment instructions at the site.


                               •   Deal courteously and informatively with all visitors to the premises.


                               •   Maintain regular patrols, time duration and frequency to be determined by the customer
                                   and a watch over all designated areas.


                               • Key control (if required) and maintenance of Logs & records.

                   Remote monitored CCTV

                   Optimum provides a full remotely monitored CCTV service. From the initial site survey, installation,
                   commissioning and monitoring, Optimum Security has considerable experience in these areas.

                   This service is provided on a weekly rental basis so that there is no capital charge to you, the client. Our
                   in-house engineers will undertake installation, commissioning of the entire CCTV system and also provide

                   hands on training to client staff on the everyday operation of the system.

                   The CCTV system is then connected to our 24 hour Control Centre. This link can usually be achieved via a
                   standard broadband connection and because of the advanced technology and equipment employed, there
                   is minimal loss in video quality or reliability. Images achieved are evidence quality.

                   From our Control Centre, events are then monitored in real time using specialist Event Monitoring and
                   Recording Software to detect and record motion and other events on your premises. Whenever there is
                   movement in specified areas, the software triggers an alert to our Control Operators who then investigate
                   and liaise with our Mobile Patrol teams and/or the emergency services to provide a response to your
                   premises as appropriate.

                   Implementation of this system typically follows these steps:

                           Initial enquiry made by the client via phone, email or website
                           Optimum arranges with the client for a site visit/survey
                           Detailed site plans are obtained from client (preferably plans should be to scale)
                           A tailored quotation is prepared with hire terms and conditions
                           A signed service agreement is received from client and our engineers attend site for installation
                            and commissioning

                   Access Control Systems




                   We are uniquely in a position to offer a service that achieves many financial and other benefits, based on a
                   customised Access Control Unit (see example dimensions below) and “state of the art” Access Control
                   systems. The service comes with no capital charge for the systems, technology or the unit itself as it is

                   incorporated in the charge for the service.

                   There are tremendous benefits for any construction site/project including:

                          Boosts compliance with Health & Safety and Fire regulations by automating log-in, log-
                           out register and creation of Fire register in case of emergency

                          Improves security through professional access control and the use of modern RFID
                           cards or biometric systems.


                          Enables cost-effective monitoring of work-time allowing extraction of data to be used in
                           conjunction with accounting software for work-time calculation especially for subcontractors, as
                           well as in project analysis to monitor any particular trade flow, man hours, etc at any specific time
                           during the length of the project.

                                                                          The ACUs are specifically configured, designed
                                                                          and tested for construction industry. They come
                                                                          as off-site preconfigured plug-and-use units, and
                                                                          only require mains power connection on site. The
                                                                          issuing of access ID cards to personnel takes 2-3
                                                                          minutes (six hours for approx. 300 staff). Each
                                                                          system includes 100 ID cards to start with. The
                             flexibility of our selected suppliers gives us possibility to offer our clients an option of
                            customising any of Access Control systems to their specific needs (e.g. unit may incorporate

                                                                        induction room, waiting room, storage facility,

                   The system comprises of a main Access control computer on the Windows XP platform which stores
                   authorisation data and keeps the log of all issued cards and all access activity.

                   The system allows one to deploy up to 255 control boards. Each board can control one double-sided door
                   or two single-sided doors. (Double sided door is one which requires authorisation for entrance as well as
                   for exit, but single-sided door requires authorisation only for entrance, where exit is allowed by pressing a
                   button or other preconfigured event.) Each door is supplied with a break-glass button, which is used in
                   emergency to change the state of door into alarm and allow free exit (or lock the door if set otherwise).
                   The system allows smooth integration in to most fire/burglar alarm systems with easy set up of events for
                   each alarm.

                   Also, the whole system offers great scalability, as from one Access Control computer you can easily control
                   a network of monitored access doors throughout your entire premise. All control boards can be quickly
                   integrated into your computer network infrastructure by adding to them LAN PCB. This will allow a
                   deployment of monitored access on any floor of your building or an office in other city or town, as long as
                   you have a network connection between these offices.

                   Each employee and visitor will be issued with personalised ID Access Card (RFID cards), which they
                   would require to access and leave the room, these actions will be recorded on the PC and can be retrieved
                   at any time. Visitors will be provided with temporary cards, which they would have to return when leaving
                   the building and the cards can be programmed to be active for a certain time.

                   The software has a number of customised templates to access reports, which can be extracted in suitable
                   formats (Excel spreadsheet, PDF file, etc.) for further analyzing or archiving.

                   The access control system is supplied with backup batteries to ensure it is fully functional and
                   independent from power cuts, computer failures, etc. In case of a drop in connection between the main PC
                   and control boards, it will store all the events in its built-in memory.



                   Mobile Patrol and Response Services
                   Optimum provides mobile patrol services that are backed up by a full response service, in case of
                                                                       emergencies or other security incidents. This can be
                                                                       an effective alternative to a static security guard.

                                                                         In circumstances where a full security service would
                                                                         not be necessary, we can make arrangements to
                                                                         attend your premises/site at agreed intervals. Our
                                                                         Mobile Patrol teams will visit your premises or site
                                                                         and conduct patrols in accordance to client
                                                                         instructions. If there are any incidents or security
                                                                         breaches, they will liaise with the clients’ named
                                                                         contact person as well as with the emergency
                                                                         services to ensure that the security situation is
                                                                         brought back to normal.

Key Holding
Optimum Security can provide a full key holding service that includes a scheduled lock up service,
switching off electrical equipment, checking and securing doors, windows and fire exits plus testing and
activating alarm systems at your premises.

This service will also provide an alarm response service. Our Mobile Patrol team will attend site on alarm
activation and liaise with emergency services and the clients’ named contact person until the security
situation is resolved.


Identifying Savings through Innovation

In today’s economic and security environment, it is has become essential to identify and utilise cost saving
security solutions without compromising on the quality of service.

The innovative application of new technology and utilising human resources more efficiently has become
Optimum’s answer to this quest. Our first priority is usually to conduct a risk assessment at your premises
or site to determine which products can be integrated into the clients’ security solution and indentify
where human resources can be reduced or better utilised.

Optimum can deploy these following technologies:

Mocotouch
This technology can be used to monitor the activities of security guards while they are at the clients’
premises. It is also used as a proof of time and attendance.

Mocotouch works via a NFC enabled GPRS/GSM mobile phone that can send information, both static
data of patrol points and pictures of premises, in real time. The NFC feature is used to ensure that patrols
are conducted at all designated areas.

This technology can be used by the client to receive information and send instructions directly to security
guards on duty, all in real time, on what needs to be done for instance in case of a security breach or to
send special instructions.

Optimum will normally provide this technology at no additional cost for manned guarding

PIR Alarm System
This is a motion detection alarm system that can be used to automatically detect intruders at distances of
up to 20 meters. PIR motion detectors are installed and configured to communicate back to a receiver that
can be up to 900 meters away.

When motion is detected, a signal is sent back to the receiver and it then sets off an alarm. The alarm can
be configured to activate a siren, security lights, speech alarms to warn off intruders or even a telephone
dialler that communicates back to our Control Room.

                     This system is an excellent replacement for a CCTV camera system where budget constrains exist.

                     We have written and designed our quality system so that throughout the company’s operation,
                     information will be gathered which in turn informs the management whether the operating procedures
                     and instructions have been effective. The management will then be able to identify any areas of weakness
                     or non-conformance in our organisation and highlight areas where change or improvement is needed. The

                   Licensing and the Private Security Industry Act 2001
                   The SIA licence is granted only after stringent identity and criminal record checks through the new
                   Criminal Records Bureau and the applicant has completed certain mandatory training. Consequently, all
                   Optimum Security Ltd security personnel are fully trained and licensed.

                   Optimum Security Ltd is also a member of the SIA regulated Approved Contractor Scheme. This voluntary
                   scheme assesses members on criteria including compulsory licensing of staff, best practice, commitment
                   to customer service and sound financial and managerial background.

                   Membership of the SIA Approved Contractor Scheme is therefore a guarantee to our clients that we
                   subscribe to and adhere to industry best practice.

                   It is also a guarantee to you, our clients, that Optimum Security vets its staff in accordance to the British
                   Standard BS7858 on the Security Screening of Individuals Employed in a Security Environment.

                   Security screening in accordance with this prescribed standard (BS7858) may have implications in
                   relation to insurance. Failure to adhere to this vetting standard often invalidates insurance cover.

                   Health & Safety:
                   The management of Health & Safety within Optimum Security is led from the top of the organisation,

                   recognising that every employee has their own responsibilities.

                   During contract commencement we carry out a detailed risk analysis and survey of the premises/site we
                   will be guarding. This survey not only takes into account duty requirements but also analyses how the
                   duty requirements are to take place and whether or not safe practices are adopted. If risks are detected
                   then active preventative measures are put into action and client/company consultation will take place.

                   From the survey, a set of assignment instructions is produced.

                   If there are any activities carried out on a site, which could lead to unsafe working we will ensure that staff
                   are given the training and awareness of necessary procedures (e.g. handling and lifting) and are issued
                   with the necessary PPE equipment.

So that we can provide cost effective but quality security services, we have recently introduced the Mocotouch NFC and PIR Sensor technologies into our service lines. The Mocotouch technology allows for greater client monitoring of guard activities at your site and also as acts as proof of attendance, all in real time. PIR sensors can be used to automatically detect intruders at distances of up to 20 meters thus offering significant cost savings over other electronic security devices such as CCTV systems.   • 4. Optimum Security Ltd. Range of Services Manned Guarding Optimum’s manned guarding service is designed to fulfil the following main service objectives: 1. A licensed Security Guard service will ensure site security and a patrolling service, with high visibility, in accordance with specific instructions of the customer. This may be a static “gate” service, a site patrol service or a combination of these. 2. The provision of trained managers and supervisors to liaise with the customer’s staff to ensure that all service standards agreed are achieved 3. The provision of fully trained and licensed back up staff. optimum security 4. A flexible contract allowing the customer to adapt the service as requirements change. 5. The use, wherever required, of cost-effective technology to complement security personnel services. group Our Security Officers are responsible for providing a secure environment at your premises. When on duty they will perform essential tasks at the premises and develop productive and friendly relationships with all personnel. Security Officers are often the first point of contact for members of the public, and therefore will adhere to high standards of customer care at all times. General duties will normally include: • Maintain security in accordance with assignment instructions at the site. • Deal courteously and informatively with all visitors to the premises. • Maintain regular patrols, time duration and frequency to be determined by the customer and a watch over all designated areas. • Key control (if required) and maintenance of Logs & records. • Emergency procedures:- Fire procedures Unauthorised intrusion Public arrests 3

From the initial site survey, installation, commissioning and monitoring, Optimum Security has considerable experience in these areas. This service is provided on a weekly rental basis so that there is no capital charge to you, the client. Our in-house engineers will undertake installation, commissioning of the entire CCTV system and also provide group hands on training to client staff on the everyday operation of the system. The CCTV system is then connected to our 24 hour Control Centre. This link can usually be achieved via a standard broadband connection and because of the advanced technology and equipment employed, there is minimal loss in video quality or reliability. Images achieved are evidence quality. From our Control Centre, events are then monitored in real time using specialist Event Monitoring and Recording Software to detect and record motion and other events on your premises. Whenever there is movement in specified areas, the software triggers an alert to our Control Operators who then investigate and liaise with our Mobile Patrol teams and/or the emergency services to provide a response to your premises as appropriate. Implementation of this system typically follows these steps:  Initial enquiry made by the client via phone, email or website  Optimum arranges with the client for a site visit/survey  Detailed site plans are obtained from client (preferably plans should be to scale)  A tailored quotation is prepared with hire terms and conditions  A signed service agreement is received from client and our engineers attend site for installation and commissioning 4

Access Control Systems We are uniquely in a position to offer a service that achieves many financial and other benefits, based on a customised Access Control Unit (see example dimensions below) and “state of the art” Access Control systems. The service comes with no capital charge for the systems, technology or the unit itself as it is optimum security incorporated in the charge for the service. There are tremendous benefits for any construction site/project including:  Boosts compliance with Health & Safety and Fire regulations by automating log-in, log- out register and creation of Fire register in case of emergency group  Improves security through professional access control and the use of modern RFID cards or biometric systems.  Enables cost-effective monitoring of work-time allowing extraction of data to be used in conjunction with accounting software for work-time calculation especially for subcontractors, as well as in project analysis to monitor any particular trade flow, man hours, etc at any specific time during the length of the project.  Saves Site Management time and hassle- we simply deliver, setup and provide the service making the work of site management much easier. The ACUs are specifically configured, designed and tested for construction industry. They come as off-site preconfigured plug-and-use units, and only require mains power connection on site. The issuing of access ID cards to personnel takes 2-3 minutes (six hours for approx. 300 staff). Each system includes 100 ID cards to start with. The flexibility of our selected suppliers gives us possibility to offer our clients an option of customising any of Access Control systems to their specific needs (e.g. unit may incorporate induction room, waiting room, storage facility, The Access Control Unit visitor’s changing room, etc.). 5

The system comprises of a main Access control computer on the Windows XP platform which stores authorisation data and keeps the log of all issued cards and all access activity. The system allows one to deploy up to 255 control boards. Each board can control one double-sided door or two single-sided doors. (Double sided door is one which requires authorisation for entrance as well as for exit, but single-sided door requires authorisation only for entrance, where exit is allowed by pressing a button or other preconfigured event.) Each door is supplied with a break-glass button, which is used in emergency to change the state of door into alarm and allow free exit (or lock the door if set otherwise). The system allows smooth integration in to most fire/burglar alarm systems with easy set up of events for each alarm. Also, the whole system offers great scalability, as from one Access Control computer you can easily control a network of monitored access doors throughout your entire premise. All control boards can be quickly integrated into your computer network infrastructure by adding to them LAN PCB. This will allow a deployment of monitored access on any floor of your building or an office in other city or town, as long as you have a network connection between these offices. optimum security Each employee and visitor will be issued with personalised ID Access Card (RFID cards), which they would require to access and leave the room, these actions will be recorded on the PC and can be retrieved at any time. Visitors will be provided with temporary cards, which they would have to return when leaving the building and the cards can be programmed to be active for a certain time. group The software has a number of customised templates to access reports, which can be extracted in suitable formats (Excel spreadsheet, PDF file, etc.) for further analyzing or archiving. The access control system is supplied with backup batteries to ensure it is fully functional and independent from power cuts, computer failures, etc. In case of a drop in connection between the main PC and control boards, it will store all the events in its built-in memory. Mobile Patrol and Response Services Optimum provides mobile patrol services that are backed up by a full response service, in case of emergencies or other security incidents. This can be an effective alternative to a static security guard. In circumstances where a full security service would not be necessary, we can make arrangements to attend your premises/site at agreed intervals. Our Mobile Patrol teams will visit your premises or site and conduct patrols in accordance to client instructions. If there are any incidents or security breaches, they will liaise with the clients’ named contact person as well as with the emergency services to ensure that the security situation is brought back to normal. Key Holding Optimum Security can provide a full key holding service that includes a scheduled lock up service, switching off electrical equipment, checking and securing doors, windows and fire exits plus testing and activating alarm systems at your premises. This service will also provide an alarm response service. Our Mobile Patrol team will attend site on alarm activation and liaise with emergency services and the clients’ named contact person until the security situation is resolved. Identifying Savings through Innovation In today’s economic and security environment, it is has become essential to identify and utilise cost saving security solutions without compromising on the quality of service. The innovative application of new technology and utilising human resources more efficiently has become Optimum’s answer to this quest. Our first priority is usually to conduct a risk assessment at your premises or site to determine which products can be integrated into the clients’ security solution and indentify where human resources can be reduced or better utilised. Optimum can deploy these following technologies: Mocotouch This technology can be used to monitor the activities of security guards while they are at the clients’ premises. It is also used as a proof of time and attendance. Mocotouch works via a NFC enabled GPRS/GSM mobile phone that can send information, both static data of patrol points and pictures of premises, in real time. The NFC feature is used to ensure that patrols are conducted at all designated areas. This technology can be used by the client to receive information and send instructions directly to security guards on duty, all in real time, on what needs to be done for instance in case of a security breach or to send special instructions. Optimum will normally provide this technology at no additional cost for manned guarding assignments.*Terms Apply. PIR Alarm System This is a motion detection alarm system that can be used to automatically detect intruders at distances of up to 20 meters. PIR motion detectors are installed and configured to communicate back to a receiver that can be up to 900 meters away. When motion is detected, a signal is sent back to the receiver and it then sets off an alarm. The alarm can be configured to activate a siren, security lights, speech alarms to warn off intruders or even a telephone dialler that communicates back to our Control Room. 7

Quality Standards Quality Policy and System We have written and designed our quality system so that throughout the company’s operation, information will be gathered which in turn informs the management whether the operating procedures and instructions have been effective. The management will then be able to identify any areas of weakness or non-conformance in our organisation and highlight areas where change or improvement is needed. The system however will not make the changes for the management and it is up to us to decide what to do, optimum security when to do it and how to do it. The system will then enable measurement and feedback on the optimum security effectiveness of the new instructions. Licensing and the Private Security Industry Act 2001 The SIA licence is granted only after stringent identity and criminal record checks through the new Criminal Records Bureau and the applicant has completed certain mandatory training. Consequently, all Optimum Security Ltd security personnel are fully trained and licensed. Optimum Security Ltd is also a member of the SIA regulated Approved Contractor Scheme. This voluntary scheme assesses members on criteria including compulsory licensing of staff, best practice, commitment to customer service and sound financial and managerial background. Membership of the SIA Approved Contractor Scheme is therefore a guarantee to our clients that we subscribe to and adhere to industry best practice. It is also a guarantee to you, our clients, that Optimum Security vets its staff in accordance to the British Standard BS7858 on the Security Screening of Individuals Employed in a Security Environment. optimum security Security screening in accordance with this prescribed standard (BS7858) may have implications in relation to insurance. Failure to adhere to this vetting standard often invalidates insurance cover. Health & Safety: The management of Health & Safety within Optimum Security is led from the top of the organisation, group recognising that every employee has their own responsibilities. During contract commencement we carry out a detailed risk analysis and survey of the premises/site we will be guarding. This survey not only takes into account duty requirements but also analyses how the duty requirements are to take place and whether or not safe practices are adopted. If risks are detected then active preventative measures are put into action and client/company consultation will take place. From the survey, a set of assignment instructions is produced. If there are any activities carried out on a site, which could lead to unsafe working we will ensure that staff are given the training and awareness of necessary procedures (e.g. handling and lifting) and are issued with the necessary PPE equipment. 9
