The open source community continues to produce innovative and influential open source projects.
Open Source is now in day to day use in Governments across Europe – some with great success, but others are still using it to a degree well below its opportunity level. But why is this? Is it because of lack of understanding or trust, is it because of lack of political will or leadership, is it because it is just too difficult because of past technical decisions? Or all of these?
Are the blockers to progress technical, financial or political? Or all of these?
A new report to be published by the London School of Economics for the UK Government, and which will be previewed during the talk, examines the TCO of Open Source for Government, but also examines the wider drivers and opportunities. Maybe here are the clues on just how we can increase the momentum for its use across Government.
Software development organizations are using open source software at an unprecedented scale to build better software faster. Yet while the adoption of open source races ahead, the establishment of policies to govern its use lag far behind. According to Gartner Group, only a minority of IT organizations have established, open-source governance policies in place, and it predicts that by 2014, 50% of Global 2000 organizations will experience technology, cost and security challenges through lack of open-source governance.

Title: Open Source and Public Policy
Abstract: New regulations in the software industry and adjacent areas such as AI, open science, open data, and open education are on the rise around the world. Cyber Security, societal impact of AI, data and privacy are paramount issues for legislators globally. At the same time, the COVID-19 pandemic drove collaborative development to unprecedented levels and took Open Source software, open research, open content and data from mainstream to main stage, creating tension between public benefit and citizen safety and security as legislators struggle to find a balance between open collaboration and protecting citizens.
Historically, the open source software community and foundations supporting its work have not engaged in policy discussions. Moving forward, thoughtful development of these important public policies whilst not harming our complex ecosystems requires an understanding of how our ecosystem operates. Ensuring stakeholders without historic benefit of representation in those discussions becomes paramount to that end.
Please join our open discussion with open policy stakeholders working constructively on current open policy topics. Our panelists will provide a view into how oss foundations and other open domain allies are now rising to this new challenge as well as seizing the opportunity to influence positive changes to the public’s benefit.

Development organizations and International NonGovernmental Organizations have been emphasizing the high potential of Free and Open Source Software for the Less Developed Countries. Cost reduction, less vendor dependency and increased potential for local capacity development have been their main arguments. In spite of its advantages, Free and Open Source Software is not widely adopted at the African continent. In this book the authors will explore the grounds on with these expectations are based. Where do they come from and is there evidence to support these expectations?
Over the past years several projects have been initiated and some good results have been achieved, but at the same time many challenges were encountered. What lessons can be drawn from these experiences and do these experiences contain enough evidence to support the high expectations Several projects and their achievements will be considered. In the final part of the book the future of Free and Open Source Software for Development will be explored. Special attention is given to the African continent since here challenges are highest. The importance of bridging the digital divide is no longer discussed; the focus has shifted to the design and implementation of programs that aim to close the information and knowledge gap between the developing and developed nations. Unfortunately, the majority of these programs mimic what has been successfully implemented in the developed world. It becomes increasingly clear that these successes do not necessarily translate to the context of developing nations. This chapter develops the hypothesis that information and communication technology (ICT) projects in developing countries will become more successful when they adapt to local conditions. The concept of Appropriate Technology (AT) is explored. This concept has already been embraced by fields like architecture, building technology, and agriculture, but has not yet rooted in the area of ICT.
This article proposes a preliminary theory of Appropriate ICT along the lines of existing theories in AT and system development. The theory identifies Appropriate Technology principles at three levels: hardware, software, and ICT change management. By examining real-life cases in Africa in the context of ICT for Development (ICT4D), the guiding principles of Appropriate ICT (A-ICT) are illustrated. This article will conclude with an agenda for further research in the three identified levels. The research agenda will target academia, governments, non-governmental organizations (NGOs), and industry.
