• Cheap location with lowest operating costs in Europe and salaries
• Ease of recruiting and laying-off employees in the absence of strong legal restrictions
or trade unions
• Highly educated population (100% literacy rate), strong presence of higher
educational establishments (317 colleges and universities)
• European mentality

• Well-developed and developing IT infrastructure, with a fast-growing innovation
ecosystem.

• Political and economic challenges after the recent revolution and geopolitical crisis in
the region, but with good positive dynamics
• High level of corruption across most government bodies. However, some progress has
been noticed since the 2014 revolution
• Legal complications (legal entity registration and closure laws, loopholes in
commercial, financial and technological fields, little efficient IP protection legislation).
However, legislation is to be harmonized with EU rules.
• No tax breaks and even cases of arbitrarily-led tax police inspections in IT companies
• Education is slow to adapt to new trends
• Population decrease, IT Specialists relocate abroad, growing international and CEE
competition

companies with high specialization. Kyiv IT Cluster has the whole community to
choose from.

• Help develop a certain ecosystem direction. We are most interested in AI at the
moment. We would like to launch local courses and prepare a big number of AI
professionals and data scientists, bring inspiring speakers and mentors, create an AI
incubator.
• Other directions are also possible to consider.
• Grant for creating a communication platform between major stakeholders in Kyiv.
• Grant for creating an education platform in Kyiv.
