Wood biomass represents around 9% of Bosnia and Herzegovina's total primary energy supply and has significant untapped potential to contribute further. However, reliable data on biomass potentials is lacking due to the involvement of various public institutions. A new biomass monitoring program estimates total technical biomass potential of 10.4 million tonnes per year, of which 11.6-14.7% is currently unused. Unused potential exists in forests, wood processing residues, agricultural residues, and animal waste. Realizing this potential requires improved institutional frameworks for coordination, strategic plans, supportive legislation, and recognition of biomass's role across sectors including energy, environment, and industry.

3. Obaveze Bosne i Hercegovine
• Obaveze BiH u oblasti energije i klime primarno proizlaze iz sljedećih
međunarodnih sporazuma:
• Pariški sporazum o klimatskim promjenama (2015)
• Utvrđeni doprinos Bosne i Hercegovine (NDC) za period 2020.-2030.
• Sofijska deklaracija o Zelenom planu za Zapadni Balkan (2020)
• Usklađivanje zemalja zapadnog balkana sa zelenim planom EU
• Ugovor o uspostavi Energetske zajednice (2006)
• Nove odluke Ministarskog vijeća iz 2021 – Paket „Čista energija za sve“
4. Glavne obaveze Bosne i Hercegovine
• Bosna i Hercegovina se obavezala preuzimati dijelove pravnog okvira EU u
nacionalno zakonodavstvo sa ciljem:
• Uspostavljanja zajedničkog tržišta,
• Usklađivanja rada energetskog sektora sa EU pravilima,
• Unapređenja sigurnosti snabdijevanja,
• Podsticanja investicija,
• Zaštite okoliša...
• Bosna i Hercegovina se obavezala da će sa EU raditi na postizanju cilja klimatske
neutralnosti do 2050. godine
5. Status ispunjenja obaveza

6. A dolaze i nove obaveze...
• Implementacija tzv. „Četvrtog paketa“ za oblasti:
• energetska efikasnost,
• obnovljivi izvori energije,
• upravljanje energetskom unijom,
• organizacija tržišta električne energije,
• sigurnost snabdijevanja električnom energijom i prirodnim
gasom.
• Priprema Nacionalnog energetskog i klimatskog
plana (NECP)
• Implementacija ETS mehanizma
• Novi ciljevi u oblasti EE i OIE...
Rok za implementaciju novih obaveza
iz „Četvrtog paketa“ je kraj 2022. ili
2023. godine!
7. Posljedice neispunjenja obaveza
• Spora tranzicija uzrokuje brojne probleme:
• nekonkurentnost tržišta i proizvoda,
• usporen razvoj regija baziranih na uglju, itd.
• Ugrožena sigurnost snabdijevanja
• Smanjena ulaganja i inves:ranje
• Gubitak statusa neto izvoznika električne energije
• Nemogućnost pristupa fondovima i sredstvima EU i drugih
finansijskih organizacija
• Usporen ili zaustavljen napredak ka EU
8. Naročito značajno – CBAM/EU ETS
• Prekogranična taksa na CO2 za zemlje koje
nemaju uveden sistem oporezivanja CO2
• Obuhvata proizvode: cement, željezo i čelik,
aluminij, vještačka đubriva i električna
energija
• Stupanje na snagu 2023. godine, a puna
primjena od 2026!
• Primjena CBAM na električnu energiju može se
odgoditi do 2030, ali uz ispunjenje niza uvjeta!
• EU ETS ili CBAM
Potrebno je odmah intenzivirati
aktivnosti na usvajanju EU propisa
u sektoru energije!
9. Naredni koraci
• Ubrzati procese izrade i usvajanja dokumenata (strateški i planski
dokumenti - NECP, studije, mape puta...)
• Dodatno ubrzati aktivnosti na izradi, donošenju i implementaciji
nove legislative (državni i entitetski zakoni)
• Kreirati uslove za intenzivno investiranje u OIE
• Pripremiti privredu i javnost za novu budućnost
• Osigurati podršku za ubrzano usvajanje propisa u zakonodavnim
tijelima
