Micro, Small and Medium Enterprises (MSMEs) sector is the backbone of the national economic structure and has acted as the bulwark for the Indian economy, providing it resilience to fend off global economic shocks and adversities. The development of the sector is extremely critical to meet the national imperatives of financial inclusion and generation of significant levels of employment across urban, rurban and rural areas and to catalyse socio-economic transformation.

Hence, in view of the sector's importance in the overall economic landscape, it is critical the MSME sector develops through the concerted efforts of various stakeholders, including banks and financial institutions, equity funds, industry majors and MNCs, regulators across various ministries at the Center and in the States, and trade associations, together, to create a forward-looking framework and ecosystem. Effect of Monetary Policy on Economic Growth in Nigeriaijtsrd
"The chequered history of the Nigeria monetary policy has created a visible asymmetry in the two known monetary regimes before and after SAP in the country. Years after the Structural Adjustment Programme SAP , the Nigeria economy grew to become the strongest economy in Africa and suddenly plunging into recession, a situation that have adversely affected the growth and development of the economy by ways of rising unemployment rate, soaring poverty and swollen external debt, thus suggesting that the failure of the monetary policy in curbing price instability has caused growth instability as Nigeria's record of growth and development has become very poor. This study therefore examines the effect of monetary policy on economic growth in Nigeria using secondary data covering the period of 1980 2017 that were sourced from the Central Bank of Nigeria statistical bulletin. The model's estimates were estimated via multiple econometric model of the ordinary least square to ascertain the effect of money supply, credit in the economy, interest rate on credit, infrastructure, inflationary rate, external debts, price index on growth in Nigeria. The results show that money supply, interest rate on credit, infrastructure and external debt were statistically significant in explaining its impacts on economic growth while other variables used in the study were all found to be statistically insignificant in explaining the growth rate of the Nigerian economy. The study recommends among others that for effective operation of the monetary policy measures in the Nigerian economy, the Central Bank of Nigeria should be granted full autonomy on its monetary policy functions. Partial autonomy should be replaced with full autonomy for the central banks in the developing economies at large which is invariably subjected to government interference and its politics. With per capita income of US$ 4550, Pakistan occupies at 140th place on this count in the world, thanks to her burgeoning population of 200 million people. Pakistan is one of the Next Eleven, the eleven countries that, along with the BRICs, have a potential to become one of the world's large economies in the 21st century. By 2050, with an estimated GDP of $3.33 trillion, Pakistan is expected to become world’s 18th largest economy, according to Goldman Sachs. However, this progress is not as impressive as it looks or should have been keeping her potential. Similarly her dismal social indicators, structural anomalies and income disparities leave much to be desired.
This presentation sums up the development experience—what Pakistan did marvellously, what it did marginally and where it failed miserably during her development journey. It ends with an the lessons other developing countries can learn from this development experience of Pakistan.

As Indian industry plays a vital role in nation-building, CII undertook a wide-ranging consultative process to prepare a suggested Election Manifesto for consideration of political parties, in the context of subdued GDP growth outlook.
The mission statement of CII’s Suggested Election Manifesto is to ‘Empower All Indians to Build an Inclusive, Developed and Secure Nation’.
We have subsequently had detailed interactions with several Political parties with our suggestions, for their consideration.
This issue of Policy Watch focuses on the suggested Election Manifesto for Political Parties.
Economic theories speculate that savings generate investment which in turn creates employment opportunities that give birth to demand, prices, profit and more production expansion. This expansion if properly utilized will lead to economic growth of a country. This paper attempts to investigate the causal relationship between domestic savings, domestic investment and economic growth in Nigeria. The study uses annual time series data from 1970-2015. Augmented Dickey-Fuller unit root test, Johansen cointegration, fully modified least squares; Vector error correction model (VECM) and Granger causality test based on Toda-Yamamoto procedure were employed in this study. The results shows that all variables are integrated of order one and hence cointegrated. The study finds domestic investment as having positive and significant impact on economic growth in Nigeria in the long-run. The economic impacts of domestic saving and investment on economic growth in the short-run are found to be low, permanent and long lasting. The VECM model has identified a sizeable speed of adjustment by 68.78% for correcting disequilibrium annually for achieving long term equilibrium steady state position. The Granger causality test result shows statistical evidence of bidirectional causality between domestic investment and economic growth and bidirectional causality between domestic savings and domestic investment in the short-run. However, there is no short-run Granger causality between domestic savings and economic growth. The study recommends that promoting investment for higher economic growth is a better policy strategy for Nigeria. Enhancing investment growth through savings is also a policy option suitable for short-run to long-run as evidenced by this study.

The Union Budget 2018-19 is going to be the last full Budget of the incumbent government and will be keenly watched for the twin provisions of driving investment and growth on one hand while maintaining fiscal discipline on the other. CII expects Budget 2018-19 to focus on four key areas: investment revival, job creation, growth of the agricultural sector and development of the social sectors of education and healthcare. CII has recommended that the government stick to fiscal prudence which in turn will help in softening interest rates and boosting GDP growth in the near to medium-term. While a slippage from the budgeted target of 3.2 per cent of GDP fiscal deficit for FY18 looks imminent now, an attempt should be made to raise additional resources so as not to diverge from the targeted deficit level by a large magnitude. This month issue of CII Economy Matters focuses on Pre-Budget Expectations: 2018-19.

We are pleased to release the January 2019 Africa Market Update themed Mitigating rising pressures in sub-Saharan Africa economies. This report comes against the backdrop of a challenging year for economies in the region given a general rise in monetary and fiscal pressures in 2018. On the whole, we expect 2019 to present a litmus test for policy adjustments aimed at countervailing the growing headwinds faced by economies in sub-Saharan Africa notably from a monetary perspective. The report covers the economies of Nigeria, Zambia, Kenya, Tanzania, Uganda, Rwanda, Ethiopia and Ghana.
Developing the Nigeria Manufacturing sector is a route to opening up a new frontier for the expansion of trade, productivity & competitiveness
• Currently, Industrial capacity is very low with critical industries within the real sector performing below expectations
• The contribution of manufacturing to Nigeria’s GDP is less than 10%
• This is very sad given the fact that retail and wholesale trade are growing at a very fast rate
• And given the fact that Agriculture account for almost 24% of Nigeria’s GDP, there are indications that if a proper framework is put in place, Nigeria’s manufacturing can begin to witness phenomenal growth
• Part of the factors that will help shore up local production and reduce the cost of doing business in Nigeria are:

On the back of a stable, OPEC supported oil price well above its historical lows, Nigeria has emerged from recession into a period of weak economic growth. Following the oil price falls to US$30p/b in early 2016, Nigeria had taken tentative steps towards diversifying the economy away from oil towards agriculture. With a stable oil price and growing external reserves, the pain has eased and our attention turned away from the diversification story to the 2019 elections while we fund our expenditure with borrowing. With the increased borrowing, any sustained deterioration in the oil price will put us back in an even more precarious situation than we were before. Nigeria is living on borrowed time and borrowed money. We trust that you will find our latest report insightful and ask that you forward it to colleagues who have an interest in African real estate markets in general and Nigeria in particular.
Financing for Development: Getting Nigeria out of RecessionLinda Odume
In 2016, the Nigerian economy shrank by 1.5% being its first recession in over 20 years. The country in this circumstance will never be able to address participate in the achieving the sustainable development goals. The brief slide hopes to give a concise option of what the Nigerian government can do to be able to get out recession into the path of economic growth.
To maintain its share of the continent’s agriculture GDP by 2030, Nigeria will need to grow its agriculture sector revenues by a compounded annual growth rate (CAGR) of 4.7% annually. To ensure this is achieved, agriculture budget to GDP will have to be sustained by at least 7% annually. It is estimated that agriculture is Africa’s largest economic sector, representing 15% of the continent’s total GDP. Nigeria contributes 14% of Africa’s agriculture GDP. The World Bank forecasts that by 2030, the food market in Africa will grow to be a US$1 trillion industry. Nigeria will need to intensify its investments in improving agriculture yield and integrating the value-chain over the next decade to effectively capture a significant share of the US$1 trillion market.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

The Nigerian economy has witnessed a favourable 2018 outlook following the recent 1.9
percent and 2.5 percent growth projections by the International Monetary Fund (IMF) and
the World Bank respectively. This is as a result of the recent oil price increase in the
international market, increase in Nigeria’s oil output due to improved security in the Niger
Delta, and improved output in the agricultural sector promoted by the Central Bank of
Nigeria (CBN) through its Anchor Borrowers’ Programme (ABP).
According to Fitch Ratings, one of the world’s leading credit rating agencies, “The recovery
will be driven mainly by increased FX (foreign exchange) availability to the non-oil
economy and fiscal stimulus, as higher oil revenue and various funding initiatives have
raised the government’s ability to execute capital spending plans”. What this should mean
is that in terms of infrastructural development, Nigerians should anticipate the awarding of
several contracts and mobilisation with the expected higher levels of money in circulation.
This is good news indeed. But what is really the case in Nigeria?

For the rich, and for those whose wealth flows from one oil well or the other, the economy has
recovered and is having a positive outlook. Nevertheless, we may need to analyse the economic
growth through the perspective of sustainable development. In the field of sustainability, what
matters is how inclusive the economic growth is, in other to impact positively on the ‘real
economy’ – which is the overall societal wellbeing or the economy of the daily lives of the vast
majority of people in a country.
4. Economic Growth through the Lens of Sustainability

According to the United Nations (2014), “sustainability calls for a decent standard of living for
everyone…” Unfortunately, the common trend is that the Gross Domestic Product (GDP) growth
does not address societal issues such as how best to meet the medical, financial, job creation,
housing and social needs of an entire population, as well as how to address issue of inequality
often neglected within the contemporary economic models. Issues like how best to drive the
economic growth to the benefits of the vast majority of people remain unresolved in Nigeria. But
with the GDP growth, the rich are without a doubt getting richer in Nigeria.
There is frustration everywhere in the country, Nigerians celebrated their holidays and are
starting the year with a biting energy (fuel and electricity) scarcity and high cost of
transportation. So, in reality, have we actually recovered from the economic recession that
besieged the nation since the first quarter of 2016? Not at all. Other things such as the rising
unemployment rate and the income of the common man are yet to recover. For instance,
unemployment which was under 8% in late 2014, now sits stubbornly at 18.8% to worsen the
poverty situation even while we claim to have exited recession technically. Our primary concerns
should be in what is happening on the streets.

How can the current minimum wage continue to serve the people with the foreign exchange
rate where $1 is valued to N360 in the parallel market? Remember that the current minimum
wage has been existing while the inflation rate was 10% till the current 15.1% that has
resulted to the current increase in the price of commodities. For example, the price of one
litter of fuel which was sold at the rate of N90 in early 2015 is today sold at the official price
of N145 and about N200 in the parallel market. The new minimum wage that has long been
agitated for by the labour force is yet to be brought to table for negotiation, even while the
common man is aware that: Nigeria’s foreign reserves have reached a remarkable $40.4bn;
that Nigeria earns $70 per barrel from crude oil currently against the $45 per barrel
benchmark; and that Nigeria’s crude oil production has increased to almost 2.5 million
barrels per day.
Governments have failed in the provision of basic needs of Nigerians even when the people
are ready to pay. Health care delivery, quality education, unemployment, housing, potable
water supply, sanitation and electricity are not available to millions of Nigerians. The basic
amenities are only available to the elites who live in high-end areas like Maitama, Ikoyi,
Banana Island, Wuse, and more but form a very tiny fraction of the population.
As often seen, politicians may commence negotiations for the minimum wage to gain the
support of the people in the build-up to the 2019 general elections, but in reality, there is no
intention to implement this. Money that is expected to flow in the economy this year may be
money released for political ambitions.
6. Conclusion

Ultimately, the economy of the daily lives of the vast majority of people, rather than the
economy of oil dealers, need to be meaningfully improved with reliable power supply, good
transportation networks for movement of goods across the country, and public-private sector
partnership for increased job creation as well as grow cheap credits in 2018. Nigeria’s economic
policies should be geared towards inclusive and sustainable approach to close widening
inequality that characterised its economic outlook.
Fixing the economic problems that affect the vast majority of Nigerians will take much more than
a rising GDP and foreign reserves. If the current economic outlook is not about what is
happening on the streets or the wellbeing of the common man, then, it is never a normal growth
and hardly a reason for celebration.
