The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

202. SHRI RAJEEV SATAV:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Government observed human rights day recently;
(b) if so, the details thereof;
(c) whether Government and the National Human Rights Commission (NHRC) have
registered cases against police personnel regarding violation of human rights and
atrocities against people in the country; and
(d) if so, the number of such cases registered by Government and the NHRC separately
and the action taken against the guilty personnel during each of the last three years
and the current year, crime-wise and State-wise?
ANSWER

(a) & (b) : National Human Rights Commission (NHRC) observed the Human Rights Day
on 10th
December, 2020 by strictly adhering to the Covid-19 protocol, through web-
mode.
(c) & (d): As per the Seventh Schedule of the Constitution of India ‘Police, Public order
and maintenance of law and order are State subjects and State Governments are
responsible for the prevention, detention, registration and investigation of crime and
for prosecuting the offenders. However, NHRC registers cases for the alleged violation
of human rights under the Protection of Human Rights Act, 1993 and a statement
showing state-wise details of the cases registered by NHRC on complaints about
alleged violation of human rights by the police during last 03 years and current year
upto 15/01/2021 is placed at Annexure-A. During this period, NHRC has recommended
monetary relief of Rs.20.42 crores in 784 cases, disciplinary action in 48 cases and
prosecution in 01 (one) case.
